About this file
This is a Questions and Answers (Q&A) document for Amendment 0002 to Solicitation 19SA7026Q0009, issued by the Embassy of the United States of America in Riyadh, Saudi Arabia. The amendment was effective July 13, 2026, and addresses vendor inquiries regarding roof repairs and insulation work at the Department of State's (DOS) DOW Annex Offices. The contracting officer is based at the Embassy in Riyadh, and the solicitation is administered by the DOS (code 19SA70).
The scope of work encompasses roof repairs, spray polyurethane foam (SPF) insulation, waterproofing coating application, gutter and downspout replacement, and AC duct insulation at the facility. Key specifications clarified in the Q&A include: SPF application at 45 kg/m³ density with 5 cm minimum thickness; waterproof coating per ASTM D6083 and D6694 standards with 15 mils dry film thickness for base coat and top coat (30 mils total system thickness); galvanized material for gutters with 4-inch diameter downspouts; and #11 roofing granules embedded 50% within the wet paint layer. The Government estimates approximately 40 percent of roof panels require repair. No condition survey, architectural drawings, or structural assessment reports are available; contractors must obtain site dimensions during pre-award inspection. The contract performance period is 25 working days from Notice to Proceed, with sufficient mobilization time provided post-award. Additional requirements include removal of all existing waterproofing membrane, gutters, and drains; spraying foam approximately 30 cm high along the warehouse perimeter; certified and safe scaffolding with stairs, landing areas, and handrails; and fall protection lifelines for rooftop workers. The building will remain occupied during execution, with weekend work requiring advance COR approval and no premium or overtime compensation. Material submittals require contractor-provided product datasheets for COR approval, with no pre-established approved manufacturers list. Pictures and videos of site conditions will be provided by the Government after award.

QUESTION* AND ANSWER (Q&A)
SOLICITATION # 19SA7026Q0009
ROOF REPAIRS AND INSULATION AT DOW ANNEX OFFICES
Q1. SPF Minimum Thickness Section IV (Scope of Work and Deliverables) references an application rate of "1.5 to 2 kg per m²" but the Quality Assurance requirements specify a minimum installed thickness of 5 cm via depth gauge verification. Please confirm whether the 5 cm minimum thickness governs, or whether the kg/m² application rate is the controlling specification.
A1. 1.5 to 2 kg per m² is for the ceramic roofing granules, SPF will be 45 kg/m³ with 5cm thickness.
Q2. Waterproof Coating Specification the SOW specifies a UV-resistant elastomeric waterproof coating in two contrasting colors (gray base coat, white topcoat).
However, no minimum dry film thickness (DFT) in mils, specific product, or governing performance standard (e.g., ASTM, manufacturer technical data sheet) is referenced. Please provide either an approved product list or the minimum DFT and performance standard the coating must meet for each coat to be accepted during inspection.
A2. There is no governing Approved Product list, all products shall be approved prior to the execution by the COR. SDS and relevant documents need to be submitted after award. All material must be a high-performance, specific to the application.
ASTM D6083 & ASTM D6694.
Required Thickness Base Coat: Minimum Dry Film Thickness (DFT) of 15 mils (approx. 24 mils Wet Film Thickness / WFT).
Top Coat: Minimum Dry Film Thickness (DFT) of 15 mils (approx. 24 mils Wet Film Thickness / WFT).
Total System Minimum Thickness: A combined minimum cured thickness of 30 dry mils across the entire roof area.
Q3. Primer Specification the QA section references an adhesion pull test on a "primed area" before full SPF application, but no primer product or specification is included in the SOW. Please provide the required primer type and any compatibility requirements with the metal substrate and the SPF system.
A3. Primer needs to be compatible with roof surface and SPF system.
Q4. Metal Roof Repair Scope the SOW states the contractor shall "remove old membrane, repair the metal roofing" before applying SPF, but does not quantify the extent of metal roof repairs anticipated. Please clarify:

(c) whether the Government has an estimate for the number of corroded or perforated panels.
A4. (a) No Report available.
(b) Consider 40 percent.
(c) NA.
Q5. AC Duct Insulation Specifications the SOW specifies 20 M³ of AC duct insulation replacement but does not define the insulation type, thickness, facing material, or thermal performance requirement for the ductwork. Please provide the technical specifications or product standard for the duct insulation.
A5. Refer to the scope. Information is provided under “AC Duct Insulation & Repair”
Q6. Gutter and Downspout Material and Profile the SOW calls for dismantling and replacing 185 LM of gutters and downspouts but does not specify: (a) gutter material (galvanized steel, aluminum, etc.), (b) gutter profile and size (box gutter dimensions), (c) downspout cross-section dimensions, or (d) required finish/color. Please provide these specifications or reference a standard drawing.
A6. (a) Galvanized material mentioned in Scope.
(b) Profile and size shall be suggested by vendor, based on the flowrate requirements of the roof.
