Dear Prospective Quoter:

Subject: Request for Quotations No. 19SA7025Q0006 (Saudi News Summary)

Enclosed is a Request for Quotations (RFQ) for the Saudi News Summary Service for the U.S Embassy Riyadh. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 which follows this letter.

The U.S. Government intends to award a contract to the responsible Contractor submitting an acceptable offer at the lowest price. We intend to award a contract based on submitted quotations and without holding discussions; however, we may hold discussions with companies in the competitive range if there is a need to do so.

Quotations are due by Thursday, April 10, 2025 (no quotations will be accepted after this time).

Proposals must be in English and incomplete proposals will not be accepted. Your quotation must be submitted electronically to RiyadhContracting@state.gov . The subject line of all emails must, at a minimum, read: “Request for Quotations – 19SA7025Q0006”.

It is important to make sure the submission is made in specific size and format such as MS- Word 2007/2010, MS-Excel 2007/2010 or Adobe Acrobat (pdf file). In addition, file sizes must not exceed 30MB. If the file size should exceed 30MB, then please submit separate emails which are less than 30MB each. If multiple emails are submitted, please identify in the subject line the sequential order for each email (for example, if submitting two separate emails, you would include the following information: Email 1 of 2; Email 2 of 2).

In order for a quotation to be considered, you must also complete and submit the following:

4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given.

Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

I. PERFORMANCE WORK STATEMENT

A. The purpose of this firm fixed price purchase order is for Saudi News Summary in accordance with Attachment A.

B. The contract will be for a one-year period from the date of the contract award.

II. SCOPE OF WORK FOR SAUDI NEWS SUMMARY SERVICE FOR THE U.S. EMBASSY SANA’A

1. From Sunday to Thursday, a daily report in high-quality English on the top stories in all major Yemeni newspapers and TV news, regional, and U.S., and international outlets.

2. The report should be sent via email to the Mission’s Public Affairs Section by 07:00 a.m.

AST (GMT +3) each morning, in a format specified in consultation with the Mission.

3. The report will be provided five days a week, Sunday to Thursday, including holidays.

Weekend (Friday and Saturday) news will be included in the Sunday report.

4. The report will include:

i. A summary of main headlines translated, if needed, into standard business English, with little to no editing needed for consumption by English language readers at the Embassy and Washington.

ii. A summary of articles and opinion pieces on or related to topics specified in consultation with the Embassy, in standard business English.

iii. Links to the original articles/stories online.

iv. A summary of the most trending hashtag of the day with brief analysis, including a summary of the most engaged tweets under the hashtag general narratives being expressed through the hashtag.

v. Twice per month analysis of press narratives for the period.

5. Topics of interest will include all leading stories, as well as news items about the United

States, U.S. policy towards Yemen or the Gulf region, the U.S. Mission and its personnel or activities, Yemen affairs, and other topics to be specified.

6. Local/Regional News outlets to be included for monitoring include both government-affiliated, Houthi-affiliated, and independent press: Yemen TV, Al-Masirah TV, Belqees TV, Almahriah TV, Suhail TV, Yemen Press Agency (Houthi), Aden Al-Ghad, Aden Press, AIC, Aleshteraky, Al-Masdar Online, Al-Sahwa, Mareb Press, Saba New (ROYG), Saba News Agency

7. U.S./International News outlets to be included, but not limited to, the New York Times, the Washington Post, the Economist, Financial Times, the Guardian, Reuters, Al Jazeera, and Bloomberg.

8. Payment will be executed monthly against an invoice in accordance with the relevant clauses of this contract.

9. The period of performance will be one year with a second-year option.

10. Should either party wish to cancel the contract, that party will provide 30-day notice to the other party.

11. The cost of the newspapers and subscriptions will be paid by the vendor.

QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)

This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.

Services.

Performs all Saudi News Summary services set forth in the scope of work.

All required services are performed and no more than one (1) customer complaint is received per month.

1. SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.

2. STANDARD. The performance standard is that the Government receives no more than one

(1) [Note to Contracting Officer: Insert other number if desired] customer complaint per month.

The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions-Commercial Items (May 2001), if any of the services exceed the standard.

3. PROCEDURES.

(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.

(b) The COR will complete appropriate documentation to record the complaint.

(c) If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.

(d) If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.

(e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.

(f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.

(g) The COR will consider complaints as resolved unless notified otherwise by the complainant.

(h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the Contracting Officer for appropriate action under the Inspection clause.

VALUE ADDED TAX. Value Added Tax (VAT) is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(d)(1) The Comptroller General of the United States, an appropriate Inspector General appointed under section 3 or 8 G of the Inspector General Act of 1978 ( 5 U.S.C. App.), or an authorized representative of either of the foregoing officials shall have access to and right to—

(i) Examine any of the Contractor’s or any subcontractors’ records that pertain to, and involve transactions relating to, this contract; and

(ii) Interview any officer or employee regarding such transactions.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial products or commercial services, other than—
