Dear Prospective Quoter:
Subject: Request for Quotations No. 19SA7024Q0027 - Replace the Natural Grass Area with Outdoor Artificial Grass.
Enclosed is a Request for Quotations (RFQ) for replacing the natural grass area with outdoor artificial grass. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
The Embassy intends to conduct a site visit. The site visit will be held on Wednesday, September 12, 2024, at 10:00h (local time) at the U.S. Embassy Riyadh, Saudi Arabia.
Prospective offerors should send email to RiyadhContracting@state.gov on or before closing of business Sunday, September 10, 2024, for additional information or to arrange entry to the building.
Quotations are due by Wednesday September 18, 2024 (no quotations will be accepted after this time). Proposals must be in English. Incomplete proposals will NOT be accepted. Your quotation must be submitted electronically to RiyadhContracting@state.gov. The Subject line of all emails must, at a minimum, read “Request for Quotations - 19SA7024Q0027”.
It is important to make sure the submission is made in specific size and format such as MS- Word 2007/2010, MS-Excel 2007/2010 or Adobe Acrobat (pdf file). In addition, file sizes must not exceed 30MB. If the file size should exceed 30MB, then please submit separate emails which are less than 30MB each. I. PERFORMANCE WORK STATEMENT
A. The purpose of this firm fixed price purchase order is to for Replace the natural grass area with outdoor artificial grass in accordance with Attachments A, B, and C.
B. The contract will be for a one-year period from the date of the contract award, with no option years.
QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.

1. SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.
2. STANDARD. The performance standard is that the Government receives no more than one
(1) customer complaint per month. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions-Commercial Items (May 2001), if any of the services exceed the standard.

3. PROCEDURES.
(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.
(b) The COR will complete appropriate documentation to record the complaint.
(c) If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.
(d) If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.
(e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.
(f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.
(g) The COR will consider complaints as resolved unless notified otherwise by the complainant.
(h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the Contracting Officer for appropriate action under the Inspection clause.
II. PRICING
VALUE ADDED TAX. Value Added Tax (VAT) is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion. It is reflected for each performance period. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
STATEMENT OF WORK
Replace the natural grass area with outdoor artificial astro-turf grass at the U.S. Embassy in
Riyadh, Kingdom of Saudi Arabia.
1) GENERAL:
a) Facilities Management requires the services of a local Contractor who will perform services related to replace the natural grass area with outdoor artificial /astro-turf grass
b) The Contractor will visit and inspect the site to become familiar with the project, site and working conditions, and any considerations that will affect both the Contractor and the Embassy. In addition, the Contractor will determine the material(s) and required equipment needed.
2) SCOPE OF WORK
The Contractor replaces the natural grass area with outdoor artificial /astro-turf grass, size 31Mx16M. (Note: see specification.)
a) Remove the grass and irrigation system components.
b) Place a rainwater drainage channel at the edge of the astro-turf grass connected with Embassy rainwater drainage
c) Extending the drainage will require cutting the granite floor over 6 meters.
Careful precision is essential during the cutting process to avoid any floor damage.
d) Fill and seal the spaces next to the wall and around the columns supporting it with cement tiles, as shown in the attached images. The total area is 42 square meters.
e) Install outdoor waterproof rated pop-up floor outlet (total26 outlet)
f) Install Modern Outdoor Wall Mount Light, Up Down Porch. (total40 lights)
g) The Contractor is responsible for all the works, transportation, carnage, materials, labor, and site safety, machinery, dismantling and disposal of old materials, and electrical works to comply with the requirements in this scope of work.
h) Perform all services in accordance with good building practice, all applicable local laws, rules, regulations, ordinances, codes, and manufacturer’s instructions.
i) Use of Facilities tools and equipment will not be allowed on site. A safe work environment is strictly enforced while working in or on US Government (USG) Facilities. Facilities staff will supervise all works to be performed.

3) SITE PREPARATION WORK:
a) Remove the existing grass, weeds, and debris from the area where artificial grass will be installed. Dig about 8 inches (min) deep to ensure the removal of all roots and organic material that could cause unevenness over time. Ensure adequate space is provided for any sub-base materials (dependent on the type of artificial grass used and removal of irrigation system components. The Contractor shall disconnect and remove all sprinklers from the garden.
b) The Contractor shall plug and close the 1-1/2” irrigation lines from the valve box supplying the garden.
c) Compact the ground with bullets to prevent the floor from sinking in the future.
*The method statement should outline the necessary steps for site preparation, such as leveling the ground, add a layer of sub-base materials, such as crushed stone or decomposed granite, to the excavated area, spread the material evenly and create a smooth, level surface. a) Eco-friendly (Commercial Synthetic Grass Material) artificial grass for low-maintenance, sustainable landscaping, made with non-toxic materials, easy to care and natural in appearance. (Similar to SGW Malibu Fescue Pro, marked in Attachment A.)

e) There are 20 duplex (single phase) outdoor waterproof rated pop-up floor outlet, for outdoor ground installations located on both sides of the length, 2 meters from each. UL listed.

f) The underground cable conduits made of CPVC pipe 2-inch size. Conduits should be marked with relevant information such as size, material, manufacturer, and rating, installed at depths of 60 cm.
g) One wall mounted main electrical distribution panel. Outdoor IP65 Weatherproof 36- Way. 200A main breaker
h) 6W, 3000K, Modern Outdoor Wall Mount Light, Porch Wall Lamp, Up Down Porch, made of high-quality aluminum, beige color (similar to the picture attached in the appendix A)
i) The Contractor is responsible for all the works, transportation, carnage, materials, labor, and site safety, machinery, dismantling and disposal of old materials, and electrical works to comply with the requirements in this scope of work.
5) SAFETY:
The Contractor shall be solely responsible for risk assessments, managing health, and safety issues associated with the work order. The Contractor must provide complete DS-4319 prior to start work at site. Based on hazard assessments, contractors shall provide each affected employee personal protective equipment (PPE) that will protect the employee from hazards.
The Contractor shall provide and maintain work environments and procedures, which will:
• Safeguard the public and Embassy personnel, property, materials, supplies, and equipment exposed to contractor operations and activities.
• Comply with the standards issued by the Secretary of Labor at 29 CFR part 1926 and 29 CFR part 1910.
• Comply with all pertinent provisions of the latest version of U. S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, in effect on the date of the solicitation.
The Contractor should:
• Immediately notify the Contracting Officer Representative (COR) of any unsafe conditions or practices observed on the work site, and the Contractor shall immediately notify the COR of any job-related accidents or injuries on the work site.
• (If the project contains any of the high-risk activities) follow the section in the latest edition, as of the date of the solicitation, of the U.S. Army Corps of Engineers Safety and Health manual, EM 385-1-1, that corresponds to the high-risk activity. Before work may proceed, the contractor must obtain approval from the COR of the written safety plan required by FAR 52.236-13, Accident Prevention Alternate.
• Immediately all mishaps to the COR and the Contracting officer. A "mishap" is any event causing injury, disease or illness, death, material loss or property damage, or incident causing environmental contamination. The mishap reporting requirement shall include fires, explosions, hazardous materials contamination, and other similar incidents that may threaten people, property, and equipment.
• Maintain an accurate record on all mishaps incident to work performed under this contract resulting in death, traumatic injury, occupational disease, or damage to or theft of property, materials, supplies, or equipment. The Contractor shall report this data in the manner prescribed by the COR.
• Insert this clause with appropriate changes in the designation of the parties, in subcontracts.
The Contractor agrees that the Government shall not be responsible for personal injuries or for damages to any property of the Contractor, its employees, or any other person, arising from, and incidental to, the Contractor's performance.

6) WORKFORCE:
a) The Contractor shall only utilize licensed, trained, and experienced employees to perform the work required on USG properties.
7) SUBMITTALS:
a) The Contractor is responsible to submit shop drawings prior to fabrication and release of any materials for the Facility Manager and COR review and approval. The review, however, does not relieve the Contractor of responsibility to engineer the work to provide a complete working system.
8) PROJECT DURATION:
Forty-five (45) calendar days from the date of receiving the Notice to Proceed (NTP).
The NTP will be issued after the approval of all submittals, shop drawings, material selections, and the demolition project timeline plan.
9) EXCAVATION AND UTILITIES:
a) The Contractor is responsible to locate all existing utility lines prior to any excavation.
10) HOUSEKEEPING:
a) The Contractor is responsible to clean up daily before departing the residential property. At the completion of the work, the contractor shall clean any impacted areas to a condition equal to or better than original condition. Contractor tools and equipment will be secured by the Contractor when not in use.
11) ACCEPTANCE:
a) All aspects of the work will be thoroughly inspected by the COR.
b) Portions of work that are unacceptable will be re-worked by the Contractor at his expense to the satisfaction of the Embassy.
c) The Contractor shall provide a written warranty on its workmanship and materials used, after the acceptance of this project.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
