Dear Prospective Quoter:
Subject: Request for Quotations No. 19SA7024Q0026 - A Platform for Embassy-Supplied Generator.
Enclosed is a Request for Quotations (RFQs) for A Platform for Embassy-Supplied Generator.
at the U.S. Embassy in Riyadh. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
The Embassy intends to conduct a site visit. The site visit will be held on Wednesday, September 12, 2024, at 10:00h (local time) at the U.S. Embassy Riyadh, Saudi Arabia.
Prospective offerors should send email to RiyadhContracting@state.gov on or before closing of business Sunday, September 10, 2024, for additional information or to arrange entry to the building.
Quotations are due by Wednesday September 18, 2024 (no quotations will be accepted after this time). Proposals must be in English. Incomplete proposals will NOT be accepted. Your quotation must be submitted electronically to RiyadhContracting@state.gov. The Subject line of all emails must, at a minimum, read “Request for Quotations - 19SA7024Q0026”.
It is important to make sure the submission is made in specific size and format such as MS- Word 2007/2010, MS-Excel 2007/2010 or Adobe Acrobat (pdf file). In addition, file sizes must not exceed 30MB. If the file size should exceed 30MB, then please submit separate emails which are less than 30MB each. I. PERFORMANCE WORK STATEMENT
A. The purpose of this firm fixed price purchase order is to for Constructing a platform for Embassy-supplied generator in accordance with Attachment A.
B. The contract will be for a one-year period from the date of the contract award, with no option years.
QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.

1. SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.
2. STANDARD. The performance standard is that the Government receives no more than one
(1) customer complaint per month. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions-Commercial Items (May 2001), if any of the services exceed the standard.

3. PROCEDURES.
(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.
(b) The COR will complete appropriate documentation to record the complaint.
(c) If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.
(d) If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.
(e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.
(f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.
(g) The COR will consider complaints as resolved unless notified otherwise by the complainant.
(h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the Contracting Officer for appropriate action under the Inspection clause.
II. PRICING
VALUE ADDED TAX. Value Added Tax (VAT) is not included in the CLIN rates. Instead, it will be priced as a separate Line Item in the contract and on Invoices. Local law dictates the portion of the contract price that is subject to VAT; this percentage is multiplied only against that portion. It is reflected for each performance period. SCOPE OF WORK
Constructing a platform for Embassy-supplied generator at the U.S. Embassy in Riyadh, Kingdom of Saudi Arabia.
Design and construction of a platform for the Embassy-supplied generator, supply and installation of the diesel tank, refill line, accessories and fittings, and cable routing by conduit or trays to the existing panel boards and new panel boards to support and meet the power requirement for the grass area designated for events and embassy activities at the Embassy of the United States of America, Riyadh, Saudi Arabia.
1.0 PROJECT DESCRIPTION
PROJECT SYNOPSIS
Design and construction of a platform for the Embassy-supplied generator, supply and installation of the diesel tank, refill line, accessories and fittings, and cable routing by CPVC/ Rigid conduit or Closed Duct Type trays to the existing panel boards and new panel boards:
Generator accessories to be supplied and installed inside the generator enclosure:
• Battery Charger (Check the genset specifications and recommend a suitable size of charger.)
• Switch-operated LED Trouble Lights (fixed on both sides of the enclosure.)
• Built-in Portable Industrial Outlets (110V and 220V, 2 outlets each powered by the generator during the run.)
• Supply a Distribution Panel for 220V Power: 160-200A adjustable trip main breaker rating and 36 branch circuits composed of 6x16A 1P, 6x20A 1P, 6x32A 1P, and 6x32A 3P. (Location shall be discussed during the site survey.)

• UL listed Day Tank 750 Liters, pipelined to the generator with supply and return lines routed and protected along the fence wall and a refilling port of 2" in diameter equipped with Camlock routed to the fence wall with an access door from the outside.
Concrete Platform Requirements:

• Design and construct a platform capable of carrying the weight of the embassy supplied generator and the 750-liter diesel tank without sinking or cracking, taking into consideration the vibration factor produced by the generator set.
• The platform should be adequate to accommodate the size of the generator set, with at least 90 cm of walkable space on all sides and the diesel tank as well.
• All diesel lines linked from the tank to the generator should be installed with conduits or sleeves pre-routed as part of the platform.
• The platform shall be sloped outward to avoid water accumulation during cleaning.
• The platform should have a minimum compressive strength of 3000 psi and a concrete mixture ratio of 1:2:3.
• The platform shall be fully coated with UV Rated epoxy paint grey color.
• The design and load calculation shall be provided to the COR for approval prior to construction.
MDB and Cable Routing Requirements:
• Design and supply of the MDB with a steel stand and support capable of supporting the weight of the panel, cables and breakers, furnished with all the required glands, covers plates, assembly plates, pilot lights, selector switches, and adjustable trip breakers, all interconnected with code-compliant busbars rated 400A and soft cables with properly sized lugs.
• The MDB panel shall be installed with an adjustable trip main breaker rated 250-300A, 4D, 4P, and 3 distribution breakers: one adjustable trip breaker rated at maximum 200A, one adjustable trip breaker rated
• capacity.
• A schematic diagram shall be provided for approval prior to the assembly. All breakers are either ABB or Schneider brands.
• All cable terminations from the generator to the MDB and the MDB to the old and new load side panel boards are part of the contractor’s scope of work.
• All accessories needed and required for the completion of the cable termination works should be taken into consideration and must be added to the offer.
• The cable from the generator to the MDB shall be routed in such a way that all are protected with conduits or trays, and all conduits or trays are supported properly and adequately using channels, spring nuts, and anchors.
• All conduits and trays shall be sized accordingly and in compliance with the fill calculations.
Overcrowding is not acceptable.

• All cables shall be Cu/PVC/XLPE, 600V/1000V, 5-core, and sized based on the over-current cut-off devices and voltage drop calculations for each run.
• Further details of the requirement will be discussed during the site survey.
• All installations shall comply with the local codes, NEC latest edition, and NFPA.
• All pertinent civil, mechanical, and ground works should be added to the offer and clarified during the site survey.
BACKGROUND
Currently, US Embassy Riyadh has a standing generator. The model is Caterpillar DE110E2, 110V/220V, 60Hz. (Generator nameplates photos are attached). The generator is planned to be utilized as a portable generator to cater to Embassy-sponsored events at grass area and the front fountain.
SOLUTION
To be able to implement the plan, the generator needs to be installed along the Embassy security fence on Abu Al Wafa Al Bouzjani Street. The generator should be retrofitted with all the required accessories and equipment to meet the power supply demand of every event hosted by the Embassy and the other affiliated agencies that require facility management support. The generator-designated area shall be pre-approved by RSO for placement inside the Embassy compound, and a concrete foundation will be designed and constructed in compliance with all applicable civil and concrete structural standards.
2.0 GENERAL CONDITIONS
Fixed-Price Proposal: The contractor shall provide one fixed-priced proposal for the complete project that includes every aspect of the work.
Specifications: The work shall be governed by the facilities management of the US Embassy, Riyadh, Saudi Arabia. International codes include the National Fire Prevention Association (NFPA) and the National Electric Code (NEC). Should there be a discrepancy between the U.S.
Embassy Specifications and the applicable Building Code, the more stringent of the two shall govern.
The contractor is responsible for compliance with all building codes; work not in compliance with the codes shall be deemed unacceptable.
Execution: The work shall be executed in a diligent and workmanlike manner in accordance with the negotiated fixed price, this scope of work, the project schedule, international codes, and local laws where applicable.
Work Hours: Unless otherwise agreed with COR, the work shall be executed during normal Embassy work hours from 8:00 a.m. to 5:00 p.m. Night, weekend, or holiday work shall not be
P a g e 11 | 68 permitted except as arranged in advance with the COR. The U.S. Embassy holiday schedule is available from the COR.
Safety: The contractor shall be responsible for conducting the work in a manner that ensures the safety of residents, employees, visitors to the compound, and the contractor’s employees.
Workforce: The contractor shall provide all supervision, skilled and unskilled labor needed to perform the work. The contractor shall comply with the U.S. Embassy security policy by providing approved, legal, and valid labor documents. Contractor-provided labor shall be in quantity sufficient to comply with RSO escort ratios for the number of workers on the project.
The COR shall prepare requests to the RSO for the vetting of employees to get contractor badges.
Subcontractors: The contractor shall be responsible for the conduct and workmanship of subcontractors engaged in the project and for subcontractors’ compliance with the terms of this Statement of Work. The contractor is responsible for the behavior and workmanship of subcontractors while on Embassy property.
Modification to the Contract: The contractor shall not incur any costs beyond those described in this SOW unless directed otherwise in writing by the contracting officer. Any work performed by the contractor beyond this SOW without written direction from the contracting officer will be at the contractor’s own risk and at no cost to the Embassy.
Stop Work: At any time during the project, the contracting officer reserves the right to stop work for the protection of employees or visitors, security, or any other reason at his or her discretion.
Submittals: The contractor is responsible for submitting shop drawings prior to the fabrication and release of any materials for the facility manager and COR review and approval. The review, however, does not relieve the contractor of the responsibility to engineer the work to provide a complete working system.
Excavation and Utilities: The contractor is responsible for locating all existing utility lines prior to any excavation. Prior to disconnecting any existing utility services, the contractor is responsible for providing 48-hour advance notice to the COR so an outage can be mutually scheduled.
Close-out: Prior to final acceptance, the contractor is to submit to the COR marked-up drawings (as built) reflecting the work as constructed. The drawings shall be digitally submitted on a CD- ROM in both AutoCAD and PDF format and provide one hard copy in size A3.
Housekeeping: The contractor is responsible for cleaning up daily before departing the Embassy compound. At the completion of the work, the contractor shall clean any impacted areas to a condition equal to the original condition. Contractor tools and equipment will be secured when not in use.

3.0 SCOPE OF WORK:
Construction of the concrete platform for the placement of the portable generator at the Embassy compound and supply and installation of all the necessary accessories to facilitate the full operational capability of the Embassy-supplied generator. The contractor shall provide all materials, tools, and equipment, labor, transportation, and supervision, and ensure the work is completed safely and properly without incurring any damages or additional costs to the United States Government.
General Requirements
1. The contractor is responsible for field verifying all the dimensions, measurements, and site conditions.
2. Within 5 days of Notice to Proceed (NTP), the contractor shall provide the COR with a project schedule showing start-to-finish dates, including significant milestones.
3. Within 5 days of the NTP, the contractor shall provide the COR with details of the proposed construction plan of the concrete foundation and the installation of the generator with the supplied tank, utilizing a written description, sketches, or both.
4. Within 5 days of NTP, the contractor shall provide the COR with detailed shop drawings of the proposed concrete foundation with all details and calculations of the structure, the load-bearing capacities, and the designs and layout of the rebars and footings.
5. Within 5 days of NTP, the contractor shall provide the COR with detailed shop drawings of the proposed diesel tank with all details and calculations, materials samples, a technical data sheet (UL-listed), and the designs and layout of the tank structure, outlets, and refilling ports.
6. Within 10 days of the NTP, the contractor shall arrange the retrofitting of the client-supplied generator from the US Embassy Annex to start the fit-out process, fabrication, and installation of the necessary accessories to meet all the requirements in the SOW.
7. The contractor is responsible for properly laying out and preparing the site for the construction of the pad based on locations provided by the COR, or facility manager, if the COR is unavailable.
8. The contractor is responsible for properly removing and disposing of all debris related to their work, including, but not limited to, electrical, mechanical, sanitary accessories, soils, rock excavation, packing materials and scrap steel, uninstalled materials, and/or environmental waste.
9. When pursuing the work, the contractor is to take extra care not to damage existing utilities and adjacent structures. The contractor is responsible for repairing any damage caused as a result of their work. A site survey and ground scan are required to ensure that no utility lines will be affected by the construction.

10. When pursuing the work, the contractor is to implement safety measures to protect existing structures that are not designated as part of the scope of work. The limits of construction will be clearly identified and marked to deter unauthorized personnel access.

• Design and construct a platform capable of carrying the weight of the embassy supplied generator and the 750 liters diesel tank without sinking or cracking and taking into consideration the vibration factor produced by the generator set.
