PRICES, BLOCK 11
I. PERFORMANCE WORK STATEMENT
A. The contractor shall provide catering services for the U.S. Embassy Belgrade's official Independence
Day Reception at Uzicka 44, Belgrade on July 1st, 2025, in accordance with the Schedule of
Supplies and Services.
B. A firm-fixed price type of purchase order will be awarded resulting from this Request for Quotes
(RFQ).
C. The price listed below shall include all labor, materials, overhead, profit, and transportation necessary to cater the event.
D. Quotes must be submitted in local currency.
E. Payment will be made in local currency.

*DBA insurance is a reimbursable expense, only the actual cost of the policy not to exceed contracted amount plus bank fees will be reimbursed.
III. VALUE ADDED TAX (VAT)
Value Added Tax (VAT) is not applicable to this contract and shall not be included in the CLIN rates or invoices because the U.S. Embassy has a VAT exemption certificate from the host government.
IV. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.
Performance Objective Scope of Work
Paragraphs Performance Threshold
Services. Performs all catering services set forth in the scope of work.
I. through VII.
All required services are performed and no more than one 1 customer complaint is received during the event.
1. SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the
Contractor for corrective action.
2. STANDARD. The performance standard is that the Government receives no more than one (1) customer complaint during the event. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions-Commercial Items (Nov 2023), if any of the services exceed the standard.
3. PROCEDURES.
(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.
(b) The COR will complete appropriate documentation to record the complaint.
(c) If the COR determines the complaint is invalid, the COR will advise the complainant.
The COR will retain the annotated copy of the written complaint for his/her files.
(d) If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The
COR shall determine how much time is reasonable.
(e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.
(f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.
(g) The COR will consider complaints as resolved unless notified otherwise by the complainant.
(h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the
Contracting Officer for appropriate action under the Inspection clause.

SCHEDULE OF SUPPLIES/SERVICES
DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
I. SCOPE OF WORK
The contractor shall provide complete catering services for the U.S. Embassy Belgrade's official
Independence Day Reception in accordance with the specifications set forth in this section.
The contractor shall:
1. Prepare all food specified in Section III, Food. The food shall be prepared from premium quality ingredients in portions which are easily consumed in a stand-up environment without the need for utensils. All questions regarding the preparation of the food shall be directed to the Contracting Officer's Representative (COR).
2. Set up 3 (three) food and 3 (three) beverage stations (garden set up) total. Each station shall consist of tables with tablecloths and skirts, ice containers and food warmers.
Provide small round bar tables, 30 each (approx. 60-80 cm diameter). The height of the table should be 1.00 – 1.10 m and each table decorated with vase with flower (rose), white tablecloth (identical to table height), four clear glasses with colored napkins (red, white, blue) and at least one ashtray.
3. Provide adequate quantities of glasses and stemware, linens, napkins (white), serving equipment, utensils, ashtrays and ice. Types and estimated quantities of beverages
(provided by the Embassy) to be served for the evaluation of the quantity of stemware required are provided in Attachment 2.
4. Provide adequate serving personnel, to wear ties and collared shirts without logos, of same color and style. Waiters shall pass around all food and refreshments although there will be three food and three beverage stations.
5. Provide transportation of all deliverables and staff to and from the event.
6. Cleanup and restoration of premises.
II. QUANTITY
1. The contractor shall prepare food listed in item III to cater up to 1,000 guests in an area of approximately 2,500 square meters of garden space.
III. FOOD
A. MAIN DISHES
The contractor shall provide menu items in a no more than two-bite size portion suitable for a diplomatic stand-up type of reception. None of the food items shall contain or be mayonnaise based, contain raw onions, and no hot dog and hamburger-based food items shall be served. At least three of the savory menu items shall be warm canapés.
The offerors are instructed to present canapés based on the main ingredients listed below.

3. Chicken based canapés
4. Vegan canapés
5. Cheese based canapés
All items may be served with a selection of appropriate condiments or dipping sauces of the contractor’s choice.
B. DESSERT
1. Bite-size mini apple pies.
2. Bite-size mini lemon bars
3. Bite – size mini brownies
4. Fruits on a skewer (red, white and blue theme)
C. BEVERAGES
1. Lemonade
D. COFFEE SERVICE
1. American style filter coffee served in thermally insulated paper cups, with cream and sugar served as side condiments. No plastic spoons. Use disposable wooden coffee stirrers/ sticks instead.
E. SUBSTITUTES
If certain ingredients for the preparation of the above listed menu items are not obtainable, the contractor may propose substitute menu items. All substitute menu items must be approved in advance in writing by the Contracting Officer.
IV. SETUP
The setup of the food stations and other required equipment will be conducted on July 1st, or as directed by the COR. The contractor shall arrange the food stations on the premises as directed by the COR.
V. DELIVERY LOCATION AND TIME
1. The contractor shall deliver all ordered items to the following address: Uzicka 44, 11000 Belgrade, Serbia.
2. The contractor shall deliver and install all items not later than 14:30 on July 1st, 2025, and be ready to start serving at 18:30.
3. The official event time is from 18:30 – 20:30 on July 1st, 2025.
4. Any contractor personnel involved with the delivery of the items shall comply with standard U.S.
Embassy regulations for receiving supplies. The Contracting Officer's Representative (COR) will be responsible for instructing contractor personnel 7 days before the deliveries are scheduled.
VI. INSURANCE
The Contractor assumes absolute responsibility and liability for any and all personal injuries or death and property damage or losses suffered due to negligence of the Contractor's personnel in the performance of this contract. The Contractor's assumption of absolute liability is independent of any insurance policies.
VII. CLEANUP
The contractor shall begin the breakdown and removal of its equipment upon conclusion of the event and complete the removal no later than 12:00 noon on July 2nd, 2025. The contractor shall leave the area in a clean, neat, and orderly condition satisfactory to the Government.
Attachment 1
Taste Test Instructions
I. The purpose of the taste test is to determine the offeror’s ability to prepare the required dishes in a manner which best reflects the authentic taste of each particular menu item. The Government panel will have three members and the offerors shall present one bite of each menu item for each panel members.
II. The offeror shall prepare the following dishes for the taste test:

5. Cheese based canapés
All items may be served with a selection of appropriate condiments or dipping sauces of the contractor’s choice.

4. Bite-sized fruits on a skewer
C. BEVERAGES
1. Lemonade
III. The taste test will be conducted at the offeror’s premises at a mutually agreed time after the solicitation closing date.
Attachment 2
Government Furnished Equipment and Supplies
The Embassy will provide the following:
1. Waste bins, biodegradable trash bags
2. Electrical supply up to 2,000 Watts for each food and beverage station
3. Tents for food and beverage stations
4. Tent decorations
5. Stationary refrigeration equipment for temporary use, located at the back of the residence and at the food stations
6. Glassware washing station located at the back of the residence
7. Beverages*:
o 300 l of soft drinks o 400 0.7l bottles of wine o 600 0.5l bottles of water o 500 bottles of beer
* The quantity of Government furnished beverages is a best estimation available at this time. It is reasonable to expect that the actual quantities to be served at the event may differ +/- 10-15%

(d)Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller
General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2)The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the

Covered article - The term "covered article" includes-
