About this file

This document is a Questions & Answers (Q&A) file for Solicitation 19RB1025Q0002, issued by the U.S. Embassy in Belgrade, Serbia, for Serbian language instruction services. The Q&A addresses a specific inquiry about language training modules outlined in Section 1 of the solicitation, focusing on two key modules: an Oral Recognition and Response Module and a Reading Module.

The response clarifies that the Foreign Service Institute (FSI) provides suggested curricula to meet testing goals, with flexibility for instructors to tailor content to individual student needs. The answer confirms that vendors are permitted to incorporate their own curriculum, provided it aligns with proficiency requirements. The language instruction is primarily intended for students in language-designated positions who have already undergone initial training in the US and require supplemental language skills specific to their professional roles, such as political or other specialized contexts.

U.S. Embassy Belgrade, Serbia Solicitation 19RB1025Q0002

Serbian language instruction services Questions & Answers

As of April 30, 2025

1. Question: In Section 1 – The Schedule; 6.1n Goals of Foreign Language Training, the government outlines the goals for training through two modules:

1. Oral Recognition and Response Module, Lesson 1, Social Conversation, Behavior 2

2. Reading Module, Lesson 2, Translation, Summarization and Response Selection, Behavior 2

Are these modules in reference to an existing curriculum? If so, a) will the government provide that curriculum? b) are vendors permitted to incorporate their own curriculum provided that it aligns with the proficiency requirement?

Answer:

a) The Foreign Service Institute (FSI) provides suggested curriculums to meet their testing goals. Students who are in language designated positions and are required to maintain a testing score for their positions need to be prepared for the FSI exam (virtual exam provided by/through FSI). Teachers should tailor their curriculums to meet students’ needs. For example, if the person is in a political position, then the material learned should be more focused on political topics. Generally, the student will meet with the teacher to create a desired curriculum to meet their individual needs. Overall, these students have already been in language training in the US and post supplements their language needs once the student arrives in the country.

b) Yes.
