LOCAL ADVERTISEMENT/SOLICITATION FOR COMMERCIAL ITEM
The U.S. Embassy in Panama has a requirement for the purchase of Five (5)ea Pickup trucks for the Facility office.
Please note that this is a combined synopsis/solicitation for a commercial product, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number is 19PM0724Q0079 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through FAC 2024-05 - 05/22/2024. Items to be acquired:

Vehicles must be covered with warranty that is honored in the Republic of Panama, vendor must be authorized representative of the brand and must provide local minimum warranty of 3 years or 100,000km (whichever occurs first). Dealer must also be able to provide support for Recalls, Technical Service Bulletins or Factory
Service Bulletins.

Deliver F.O.B. destination to U.S. Embassy Panama, located in Demetrio B. Lakas Avenue, Building # 783, Clayton, no later than thirty (30) calendar days after contract award.
Additional requirements for this acquisition: vehicles must have the manufacture’s in-country (Panama, Rep. of Panama) warranty and warranty service. Vehicles need to be able to work with the quality of diesel available in Panama City. Dealer needs to be willing to perform all recalls, factory, and service bulletins. Local maintenance support/warranty/service/parts shall be serviceable in Republic of Panama. Provide a DESCRIPTIVE SPECIFICATIONS SHEET as part of the offer/proposal.
FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition.
FAR clause 52.212-4, Contract Terms and Conditions-Commercial items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR 52.212-5, Contract Terms and Conditions to Implement Statutes or Executive
Orders - Commercial Items, will apply to the resultant contract: (5) 52.204-10, (9) 52.204-27, (12) 52.209-6, (32) 52.222-19, (39) 52.222-50, (51) 52.225-13, (55) 52.226-8, (57) 52.232-29, (59) 52.232-33. All offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer/proposal.
All contractors must be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of offer/proposal submission may deem the offeror’s offer/proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
Prospective offerors shall submit evidence of their SAM registration with the submittal of offer/proposal.
Offers are due by 3:00 PM local time, Monday Sept. 9, 2024. All responsible sources may submit an offer/proposal that shall be considered.
