QUESTIONS AND ANSWERS
19PM0724Q0072 – Focus Group and Nationwide Polling Services [2024-2025]
1. Question – Regarding the DBA insurance for contracts in Panama, we ensure that we are up to date with payments for benefits to the local social security (Caja de Seguro Social) and provide private insurance for our interviewers.
Currently, we have indicated this as "zero" in our documentation. Could you please confirm if this is acceptable for the DBA insurance and whether it will affect the evaluation process?
Answer – the Defense Base Act (DBA) insurance is different from the local social security coverage provided by the Caja de Seguro Social. DBA insurance is a separate requirement specifically for contractors providing services to the U.S. government. It covers work-related injuries and is mandatory for all contractors engaged in services contracts.
The local social security benefits you mentioned are not a substitute for DBA insurance. When submitting quotations for solicitations that include DBA insurance, it is necessary to include the cost of DBA insurance in your proposal to comply with U.S. government requirements.
DBA Insurance is a type of workers' compensation insurance required by the United States government for contractors and subcontractors providing services under government contracts outside of the United States.
The offeror may obtain DBA insurance directly from any Department of Labor approved providers at the DOL website at:

The following are the POC of three companies that have shown interest in working with Embassies overseas to provide DBA insurance and have also Spanish capabilities:
