TEMPORATY LIVING UNITS
QUESTIONS & ANSWERS # 2
Question 1: Can we request an extension from 60 to 90 days for installation after award? Here is my justification…: Each Panamanian municipality treats container homes differently. Some deem them as temporary structures, while others call them permanent. We have recently completed projects in Chame and Baru municipalities and believe the extension is necessary. Unfortunately the standards and discretion of the relevant municipality officials also change from area to area. Before the Covid-19 disruption the below legal issues took on average 2 months to accomplish. Now, with Covid, we are experiencing a 90 day average. There is no legal way to improve that timeline and any contractor that claims they can will disappoint.
1-Architectural plans have to be drawn. ; 2-The architect has to assume the Terms of Responsibility (IDONEO - Is how that is called in Panama). This entails approvals from : Fire Department - Health Ministry on the percolation tests of the soil in the area - electrical certification, plumbing certification - and then gets submitted to the municipality for the Construction License and 3-The building license and the tax is then payable to the Municipality.
Answer: Please refer to Amendment 2. The delivery time was modified from 30 to 60 days. There will be no additional amendments.
Question 2: May we use a permanent structure system with concrete footers?
Answer: No.
Question 3: Our walls will be precut Pvc panels that will be filled with concrete. We will meet and surpass the R-13 wall requirements. We have zero mold and termite issues. May the walls be concrete with pvc finish on both sides?
Answer: Yes.
Question 4. Flooring specs, with the unit permanent can the floors be polished stained concrete?
Answer: As indicated, permanent units are not acceptable.
Question 5: I have a question regarding the pricing chart below (RFQ 9PM0720Q0107), according to the instruction in item 01 - we should present a financial proposal for only one of the two options. Does It means that even if we have the capacity to present quotations for both options we should only present a financial proposal for one option? Please advise.
Answer: As indicated in Section 3, “Solicitation Provisions”, FAR 52.212-1(e) of the Request for Quotation document, if a bidder is interested in submitting multiple offers, that is allowed. Bidders are requested to clearly identify each offer/option, and should use the same formats.
Question 6: Is there any way you or someone could provide the dimensions for the rooms on the drawings, they are still to small to read. When we enlarge the drawings it just blurs the information.
Answer: Bidders may propose based on an approximate measurement of 4.8m Length X 2.4m Width X 2.7m Height per individual room for the pre-fab buildings and an approximate measurement of 3.9m Length X 2.4m Width X 2.7m Height per individual room for the marine shipping containers. Bidders are reminded that these measurements are provided only as a reference, and minor deviations are acceptable.
