About this file
This is a Questions and Answers document for RFQ 19PE5026Q0033 – CMR Pathways Restoration, clarifying technical and logistical requirements for a concrete pathway and exterior walking surface restoration project totaling approximately 420 square meters.
The project involves demolishing and reconstructing deteriorated pathways with a standard base section of 30 centimeters excavation, a 15-centimeter compacted granular base (well-graded crushed stone or gravel, 0–25 mm to 0–31.5 mm), and a 150-millimeter reinforced concrete slab with washed terrazzo finish. Concrete reinforcement consists of Ø10mm rebar at 200-millimeter centers each way with 50-millimeter top cover, supplemented with additional diagonal bars at corners and extra longitudinal bars at free edges. Control joints must be spaced at 3.5-meter intervals with 38-millimeter depth, while expansion joints are required every 20 meters and at all transitions to rigid structures. Subgrade compaction must achieve at least 95% of Modified Proctor Maximum Dry Density (ASTM D1557) in lifts not exceeding 150 millimeters. The terrazzo finish must match existing terrazzo observed during site visits, with approved samples required before implementation. Quotations will be based on the approximate 420-square-meter area, with additional or reduced areas calculated using unit pricing derived from the base bid.
Site logistics require contractors to install portable toilets, fence-in a changing room area, and establish a tent office in a designated location (no containers allowed). The work area must be isolated with temporary fencing, and a dumpster service contracted outside the residence for debris removal. Utilities (220-volt electricity and water) will be provided by the client. The standard work schedule is 0800–1700 Monday through Friday when the residence is occupied; a more flexible schedule is permitted during July when the house is vacant. After July 28th, the residence will be fully occupied with frequent events requiring work stoppages. Maximum security clearance allows 10 employees per escort with a maximum of 2 escorts available. Both entrances may be used for loading and unloading upon approval, and materials and tools may remain on-site overnight. The project performance period is 30 calendar days after Notice to Proceed, which will be issued after personnel security approvals are completed. Submittals including schedule, material specifications, concrete mix design, rebar specifications, terrazzo samples, method statements, and safety plans may be submitted after award and before work commencement for COR approval.

RFQ 19PE5026Q0033 – CMR PATHWAYS RESTORATION
Questions & Answers
Q1. Please confirm that the provision of services such as electricity 220v and water will be supplied by the client.
A1. Yes, utilities will be supplied.
Q2. Please confirm if existing toilets may be used by contractor’s workers or if contractor needs to install portable toilets.
A2.Portable toilets will need to be installed by the contractor.
Q3. Please confirm the area that may be assigned to the contractor to be used as workers’s changing room.
A3. Contractors will need to fence-in an area to use an changing room
Q4. Please confirm if contractor may use an area for office and warehouse or install a 20 foot container at the garage area for that purpose.
A4. No containers will be allowed on the premises. The contractor can set up a tent for that purpose in a designated place inside the property.
Q5. What is the distance between the expansion joints along sidewalks?
A5.Control (contraction) joints: Space at 3.5. For a 150 mm slab. Joint depth should be at least ¼ of the slab thickness (about 38 mm).
Expansion joints: Install every 20 m(50 to 100 ft) and wherever the sidewalk meets a rigid structure (buildings, walls, stairs, bridge abutments, utility structures, etc.).
The terrazzo topping should not bridge structural joints. Every expansion joint in the concrete should continue through the terrazzo finish. Likewise, control joints should either align with joints in the terrazzo, or be saw-cut through the terrazzo at the same locations.
Q6. Please confirm the thickness of the existing sidewalks.
A6.They average 20cms.
Q7. There are elements such as utility boxes under the existing sidewalks. How will these elements be treated?
A7.They have to be preserved or if the location permits, move out of the new path.
Q8. Please confirm and provide information of the existing interior underground utilities (electrical, communication and/or plumbing lines). This will be useful to avoid any possible damage or interference during construction or reroute them beforehand.
A8.We do not have all the information available for this question. The ones that evident we discussed during the site visit that they will be only demolished superficially and refinished with terrazzo.
Q9. Confirm if the work area will be isolated from other areas with some type of temporary enclosure or fencing.
A9.Yes, fenced-in area along the work area will be required.
Q10. How will the cost of restoring plants and grass around the work area be assessed? A scope is needed. For a lump sum contract, each bidder will have a different evaluation criterion based on their level of risk.
A10.The status of the grass and plants at the beginning of the project will have to be the same status at the end of it. Contractors will damage more or less landscaping depending on their technics for demolition, excavation and debris removal.
Q11. Please confirm locations for collecting debris and excess material during construction.
A11.Contractor must contract a dumpster service to be located outside of the residence and have it periodically removed.
Q12. RFQ Letter / Attachment 1, Section 2.1 / Attachment 2
The RFQ indicates approximately 420 m² of pathways and exterior walking surfaces, to be confirmed during the site visit. Please confirm the final quantity to be included in the base proposal, the exact limits of work, and how any additional areas identified during the site visit should be treated: included in the base price, priced as a separate line item, or priced through a unit rate.
A12.The quotation will be based on an approximate area, 420 m2. Any deviation during or after the project will be calculated based on that unit price used for the quotation. For the small areas where we will ask for only superficial demolition and new terrazzo, a unit price will only be required.
Q13. Attachment 1, Sections 1.1 and 2.1
Please confirm whether the scope is limited only to the existing deteriorated pathways and exterior walking surfaces identified by the COR, or whether adjacent areas, transitions, ramps, borders, steps, drains, or other related exterior surfaces must also be included. If available, please provide a marked-up plan or sketch showing the limits of work.
A13.We are only addressing the pathways and areas identified during the walkthrough.
Q14. Section E – Working Hours
The RFQ establishes working hours from 08:00 to 17:00, Monday through
Friday, and allows other hours to be requested with COR approval. Please confirm whether such “other hours” may include work after 17:00, night work, Saturdays, Sundays, or holidays, and any applicable security, escort, noise, or access limitations.
A14. During the month of July when the house will be vacant, a more flexible work schedule will be permitted. When the house is occupied, 0800 to 1700 is the official work schedule.
Q15. Attachment 1, Section 2.4 / Attachment 2
Attachment 1 refers to a “15-centimeter compacted dirt subbase,” while
Attachment 2 refers to a “compacted granular base E=15 cm.” Please clarify whether the required 15 cm layer must be compacted native/dirt material, imported compacted granular base, or another specified material. If a granular base is required, please confirm the minimum specification or gradation required.
A15. Subbase: Well-graded crushed stone or crushed gravel (0–25 mm, 0–31.5 mm, or similar dense-graded aggregate)
Q16. Attachment 1, Sections 2.3, 2.4 and 2.5
Please confirm that the base section to be considered in the proposal is: 30 cm excavation below finished grade, one 15 cm base/subbase layer, and one 15 cm reinforced concrete slab with washed terrazzo finish. If unsuitable soil or conditions requiring additional improvements are encountered, please confirm whether such work will be treated as a differing site condition/contract change or should be included in the proposal.
A16. Confirmed.
Q17. Attachment 1, Sections 2.4 and 5.0
Please confirm the required compaction criteria, testing method, testing frequency, and acceptance documentation for the subgrade and base/subbase layer. Please confirm whether the contractor must include third-party laboratory testing in the proposal.
A17.Compacted to at least 95% of Modified Proctor Maximum Dry Density
(ASTM D1557), or as specified by the project. Placed in lifts not exceeding about
150 mm before compaction. Finished to a uniform, firm surface without soft spots.
Q18. Attachment 1, Section 2.5
The SOW specifies one Ø10 mm rebar grill at 20 cm on center each way.
Please confirm that no additional reinforcement is required at edges, corners, transitions, ramps, or higher-traffic areas unless expressly directed by the
COR. If additional reinforcement is required, please provide the corresponding detail.
A18. 150 mm concrete slab reinforced with Ø10mm bars at 200 mm centers each way, placed with 50 mm top cover required for the main slabs.
Edges
• Continue the main mesh/bars to the edges with proper cover.
• For free edges, add 1 extra longitudinal bar Ø10, about 50–75 mm from the edge.
Corners
• At re-entrant corners, drains, manholes, columns, steps, or inside corners, add diagonal bars to reduce corner cracking.
• Typical detail: 2 bars Ø10 about 600–900 mm long, placed diagonally at roughly 45° across the corner.
Transitions
• At changes in width, slope, stairs/ramps, curbs, or existing pavement, provide a full-depth isolation/expansion joint.
• Do not let the terrazzo bridge this joint.
Construction joints
• If the pour stops and continues later, use a formed construction joint.
Q19. Attachment 1, Section 2.6
Please confirm the washed terrazzo finish requirements, including color, aggregate type, texture, reference area/sample, joint/separator material, joint spacing, and acceptance criteria. Please confirm whether the COR will identify an existing approved sample or reference area for matching the finish.
A19.The existing terrazzo in the areas showed during the visits must be matched.
Approved samples will be necessary before implementation.
