About this file

This document is Amendment 0001 to a solicitation (19PE502600005) issued by the American Embassy in Lima, with an effective date of February 18, 2026. The amendment replaces Section 2 (Contract Clauses) and Section 3 (Solicitation Provisions) in their entirety with revised versions.

The revised contract clauses incorporate commercial products and services terms including standard FAR provisions for inspection/acceptance, assignment, changes, disputes, excusable delays, invoicing, patent indemnity, payment, overpayment procedures, interest charges, risk of loss, taxes, and termination rights. The solicitation provisions include FAR clause 52.212-1 (Instructions to Offerors) with a deviation effective January 2026, establishing a 60-calendar-day offer acceptance period and detailing submission requirements. An addendum to 52.212-1 requires offerors to submit completed solicitation documents, evidence of ability to perform including project manager identification, three years of client references with past performance details, proof of necessary personnel and financial resources, copies of licenses and permits required by Peruvian law, a strategic plan for interpreter services and equipment, quality assurance procedures, and insurance certificates or statements. The document incorporates numerous FAR and Department of State (DOSAR) clauses by reference covering areas such as ethics, labor standards, small business utilization, environmental compliance, security requirements, and contractor responsibility. Payment will be processed electronically through MyILMS within 30 calendar days of receipt of goods/services and invoices, with the Contracting Officer's Representative identified as the GSO Procurement Assistant.
