RFQ 19PE5022Q0030 – Janitorial and Garbage Disposal Services
Questions and Answers
Q1: In Perú , current legislation requires that companies that provide environmental cleaning services and assign personnel to provide this have two authorizations issued by state entities:
▪ Registration in the National Registry of Labor Intermediation Companies and Entities – Ministry of
Labor and employment promotion.
▪ Authorization from the Ministry of Health (MINSA) to carry out environmental sanitation activities such as: cleaning of environments, disinfection, disinsection, cleaning and disinfection of tanks and cisterns, cleaning of septic tanks.
These authorizations will be required as an essential requirement for the provision of the requested cleaning service? Especially for disinfection tasks due to Covid (indicated in: 1.3.6.13 page 12). A company without the authorization of MINSA cannot execute them?
A1: Contractors must fully comply with local authorities and regulations to carry out the activities under the Statement of Work.
Q2: Will vinyl basement floors require some type of polymer-based anti-slip treatment or coating?
A2: Per statement of work vinyl floor requires washing, waxing, and polishing. None other special treatment is required.
Q3: What is the current load on the premises for the 110V or 220V cleaning equipment?
A3: 110 Volts
Q4: Does any of the cleaning tasks to be carried out involve activities at heights above 1.80 meters from the ground level?
A4: Yes.
Q5: Is the cleaning of high-rise walls and windows of the embassy facades considered in the routine cleaning activities?
A5: Exterior Areas are excluded
Q6: Does the person in charge of distributing the water drums need to have some type of driver's license to use the vehicle that transports them?
A6: The water bottles are distributed with push carts and electric golf Titan cart which the contractor would be trained by Embassy
Q7: Considering that deep cleaning can only be carried out with empty rooms, we propose the following work schedule:
Please, we would appreciate confirming if there are any restrictions with the proposed schedule.
A7: No. The schedule is outlined on the Statement of Work
Q8: Is the disposal of hazardous waste not contemplated in the service?
A8: Embassy manages the Embassy-produced Hazardous/Special waste. The Contractor manages their
Contractor-produced Hazardous/Special waste.
Q9: Will the temporary services with 24-hour notice be performed by the same cleaning staff stationed at your facilities, or should it be other staff? In the case of other personnel, will an investigation have to be carried out for that operator, or will it not be necessary?
A9: Refer Page 7 Item 1.2.4. All services must be performed by the same cleaning staff stationed in the
Facility. Only personnel cleared by our Regional Security Office (RSO) is allowed in the Embassy.
Q10: Indicate the area in square meters of the carpets that your facilities have
A10: Approx. 90% of floor is carpeted in Chancery and Annex Building
Q11: Should the fire extinguisher revision service be included as an additional item in the cost structure for all the years of the contract?
A11: Yes.
Q12: As for the requested disinfections, will these be carried out manually by the same cleaning workers stationed at your facilities, or will it be carried out by external personnel with specialized equipment such as a motorized sprayer? In case it is with external personnel, what should be the frequency?
A12: All works in the compound must be carried out by the permanent staff stationed in the compound.
Not motorized equipment has been used so far.
Q13: Will the products indicated in Annex 1 be provided by the American embassy?
A13: Yes.
Q14: Regarding the accreditation of the experience, will it only be accredited with the list and data? Do contracts have to be attached, or would business reference letters suffice?
A14: Yes. Per Section 3, A.2 (3), prospective offerors shall provide list of clients and references only:
dates of contracts, places of performance, value of contracts, contact names, telephone, fax numbers and email addresses.
Q15: Will the equipment to be provided be rented or will it become the property of the American
Embassy?
A15: Please refer Page 32, Section 1 - Attachment 2 from the RFQ documentation. The Contractor provides the equipment and remain under Contractor responsibilities. The equipment must remain in the Embassy during the duration of the contrac.t
Q16: To certify that chemical cleaning products are environmentally preferable, can it be accredited by means of an affidavit?
A16: Please refer Page 33, Section 1- Attachment 2 from the RFQ documentation.
Q17: Will the number of operators be proposed by the contractor?
A17: Contractor determines the number of persons required to carry out the duties under the
Statement of Work.
Q18: For the sending of the technical and economic proposal, which according to the bidding conditions must be by email, in the event that our proposal exceeds the allowed size, is it possible to send the accesses so that they can view our proposal through the Google Drive?
A18: No. Proposal should be sent in 2 volumes as stated in the solicitation. PDF files should be compressed up to 30MG. If the proposal exceeds the maximum size allowed, it could be sent in different emails marked: 1 of 1, 1 of 2, etc.
Q19: Regarding Saturday work, how many people will be required?
A19: See answer to Question 17.
Q20: Regarding providing emergency response cleaning service on the Embassy Compound after the maintenance emergencies. Will it be charged additionally? because workers have to be paid for overtime and transport costs.
A20: Yes. Services required out of the regular hours of the standard services will be considered as
Temporary/Additional Services and billed separately.
Q21: Section 1. PRICES AND PERIOD OF PERFORMANCE: Regarding the contract maximum of 5000 m2 for temporary/additional services:
Is it for each contract year, i.e. 5000 m2 for base year, and 5000 m2 for each option year thereafter?
A21: Correct. The maximum of 5000 m2 for temporary/additional services is per each contract year.
Q22: Section 1.3.1 Daily Cleaning Requirements shall consist of: 1.3.1.13 Servicing and Replacing Water
Bottles and Dispensers: Training on proper sanitary practices and procedures will be provided by the
COR to designated contractor personnel.
Should these personnel have a sanitary food handling certificate issued by Peruvian authorities?
A22: See answer to Question 1. All personnel must follow the local regulations and have and maintain the certifications updated.
Q23: Section 1.3.7.6.4 Construction Debris. … “The maximum acceptable size of construction debris shall be under seven (7) feet in length and 40 kilograms in weight.”
Should oversized/overweight debris be rejected and reported to COR, or should our personnel rework such construction debris to the acceptable size / weight?
A23: Needs to be reported to COR.
