SECTION B - STATEMENT OF WORK

B1 Purpose

The purpose of this Scope of Work is to define the requirements for the complete removal and replacement of all ceramic tiles in the Embassy swimming pool. The work includes demolition, debris removal, surface preparation, waterproofing, leak tightness test and upon approval installation of new tiles, and restoration of all related mechanical and electrical components. The project aims to restore safety, prevent water infiltration, and ensure long-term structural integrity in accordance with U.S. Department of State (DoS), International Building Code (IBC), International Swimming Pool and Spa Code (ISPSC), and local Paraguayan regulations.

B2. Background

Facilities inspections identified widespread tile detachment, cracking, and failure of adhesion caused by moisture penetration and age-related deterioration. These failures pose safety hazards and impact the integrity of the pool structure. A market survey was conducted, and a contractor quotation was received to provide complete replacement of all tile surfaces, including all associated work.

B3. Existing Conditions and Site Information.

The following site information is provided for offeror reference. Offerors are strongly encouraged to attend the pre-proposal site visit to verify all conditions prior to submitting a quotation. The Government makes no guarantee as to the accuracy of the information below;

B.6 Testing and Commissioning Requirements

Upon completion of the waterproofing work and all tile installation, and prior to requesting

Substantial Completion, the Contractor shall perform and document the following tests. The purpose of these requirements is to provide affirmative proof that the waterproofing system and all installed components perform as required before the Government accepts the work.

B6.1 Waterproofing Integrity Tests (Flood Test)

First leak tightness test. The entire substrate underlying the pool tiles shall be assessed for potential damage incurred during the tile removal process. Any deficiencies identified shall be addressed through complete substrate repair, followed by a water tightness test (flood test), prior to the installation of new tiles. Prior to tile installation and upon completion of the water proofing, the pool shall be filled with water to its normal operating level and held for a minimum of 72 consecutive hours. The Contractor shall monitor and record water levels at the start and end of the test period.

• Acceptable water loss: No more than 3–5 mm per 24 hours, net of evaporation.

• Evaporation control: The Contractor shall place an evaporation control pan (a separate container of water exposed to the same atmospheric conditions) adjacent to the pool during the test. Net water loss shall be calculated by subtracting evaporation pan loss from total pool water loss.

• Water loss exceeding the acceptable threshold shall constitute a test failure. The

Contractor shall identify and remediate the source of leakage and repeat the flood test at no additional cost to the Government before Substantial Completion may be requested.

• The COR or designated representative shall be present at the start and conclusion of the flood test. The Contractor shall provide 48 hours advance written notice to the COR before initiating the test.

Second leak tightness test. Upon completion of the installation of the tiles, the pool shall be filled with water to its normal operating level and held for a minimum of 72 consecutive hours.

B6.2 Tile Adhesion Inspection (Tap/Sounding Test)

Following a successful leak tightness test, the COR or designated representative shall conduct a tap (sounding) test across all tiled surfaces to identify hollow or debonded tiles. Any tiles identified as hollow, loose, or deboned shall be removed and reinstalled by the Contractor at no additional cost to the Government.

Six months after final acceptance, the contractor shall drain the swimming pool and conduct a joint visual inspection with the Contracting Officer's Representative (COR) to identify and correct any deficiencies at no additional cost to the government.

B7.3 Grout and Joint Inspection

All grout joints shall be visually inspected for cracking, voids, or incomplete fill. All deficiencies shall be corrected by the Contractor prior to final acceptance.

Six months after final acceptance, the contractor shall drain the swimming pool and conduct a joint visual inspection with the Contracting Officer's Representative (COR) to identify and correct any deficiencies at no additional cost to the government.
