About this file

This is a Request for Quote (RFQ) from the U.S. Department of State for open-market tactical gear items to be delivered to the U.S. Embassy in Apia, Samoa. The solicitation (19NZ9525Q0002) requires 60 units of NIJ Level III++ compliant Rifle-Rated Hard Armor Plates (Aardvark P7-RP-3++-SA-LW-LG or equivalent), one Ballistic Shield with Lighting System (Aardvark P72-SHLD-18X30-3+-LW-HWL-B or equivalent), and associated freight services.

The RFQ specifies a firm-fixed-price contract with quotations due by December 16, 2024, at 5:00 PM NZT. Delivery is required within 90-210 days after receipt of order. The solicitation complements a concurrent GSA eBuy procurement, with the government expressing preference for a consolidated award to a single vendor for compatibility and logistics efficiency. Technical requirements include specific dimensions and weights for armor plates, NIJ Type III+ certification for the ballistic shield, and door-to-door shipping to Samoa. Vendors must provide TAA compliance certification, ITAR documentation if applicable, warranty details, and at least two past performance references from similar contracts completed within the last three years.
