About this file
This document is a Request for Quotations (RFQ) for Waste Removal/Recycling Services from the U.S. Embassy Oslo, Norway. The U.S. Government intends to award a one-year indefinite-delivery, indefinite-quantity (IDIQ) contract with four one-year options to the responsible company submitting an acceptable offer at the lowest price. The services required include the pickup and disposal of various waste and recycling streams such as cardboard/paper, plastic, metal/glass, electrical items, and general waste from two Embassy locations in Oslo. The RFQ provides detailed specifications on the types and quantities of containers required, pickup frequencies, and estimated monthly volumes. Offerors must be registered in the System for Award Management (SAM) database. Quotations are due by June 14, 2024 at 4:00 PM local time and will be evaluated without discussions, unless needed. This is a firm-fixed price contract with specific unit prices for the various services.

A. PERFORMANCE WORK STATEMENT
A.1 The purpose of this firm fixed price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract is to provide for waste removal/recycling services for the U.S. Embassy Oslo, Norway, in accordance with the Statement of Work.
A.2 This is an IDIQ type of contract against which task orders may be placed. The quantities set forth in the pricing section are estimates for evaluation purposes only; the Government does not guarantee that such quantities will be ordered. The contract will be for a one-year period from the date of the contract award, with four (4) one-year options.
A.3 The Firm-Fixed Price shall include all materials, equipment, labor, overhead, profit, general liability insurance, and transportation necessary to deliver the required services. No additional sums will be payable on account of any escalation in the cost of materials, equipment, transportation, general liability insurance or labor, or because of the Contractor's failure to properly estimate or accurately predict the cost, or difficulty in achieving the results required by this contract. The contract price will not be adjusted because of fluctuations in currency exchange rates. Changes in the contract price, or time to complete, will be made only for changes made by the Government in the work to be performed, or by delays caused by the
Government. Any costs not priced will be considered to be included in the overhead and other indirect costs.
