About this file
This document provides supplementary information related to Solicitation Number 19NL8024Q0030 for the restoration and painting of the perimeter fence at the U.S. Embassy in The Hague. The document outlines a recommended three-layer paint system for the metal fencing, including a primer, intermediate layer, and finishing layer. It specifies the use of Sigma brand products, such as SigmaCover 280, Sigmetal Zinccoat Satin, and notes that the contractor is free to use equivalent products subject to the approval of the Contracting Officer Representative. The document also provides guidance on surface preparation, including removing all contaminants and loose or defective paint layers, brushing rusted areas, and sanding the bare metal. The deadline for receipt of offers is May 31, 2024, at 10 a.m. local time.

Recommended products or paint system.
Below recommendations are not binding, this is not a brand specific requirement. The contractor is free to use same or equal brands or a combination thereof but the chosen product or paint system is subject to the approval of the Contracting Officer Representative.
Below is an overview of the products we recommend for each building part.
Metal, opaquely painted; fencing
• Primer SigmaCover 280
• Prime coat of Sigmetal Zinccoat Satin
• Intermediate layer Sigmetal Zinccoat Satin
• Finishing layer Sigmetal Zinccoat Satin
Project overview:
Painting the metal fencing around the Embassy. The color scheme will be maintained.
Inspection:
The adhesion of the existing finishes is according to the so-called double crosscut tested randomly.
The adhesion results are divided into a scale from 0 to 5.
• Class 0 to 1 indicates the adhesion of the paint layer to the surface is sufficiently good to apply a follow-up layer.
• Class 2 or 3 is more critical; this will include a more intensive pre-treatment is necessary to remove all defective paint layers.
• Class 4 or 5 indicates that the debonding paint system must be removed.
Observations:
The fencing has been treated with a paint system in the past. However, the current system shows detachment in many places, see attached photos. Where there is no visible detachment, a random adhesion test is carried out executed. From this it can be concluded that the entire top layer is loose from the substrate. Where tested, the bottom layer of paint has good adhesion to the surface.
Due to the test surface that has been carried out, time savings can be achieved by mechanical and rotary sanding, but this also removes the well-adhering primer layer. This makes it necessary to use a new three-layer paint system. Corrosion can be observed on the connections. It is important that the applicator properly removes the corrosion before installing a new one paint system is applied.
This schedule includes the rusted parts, which mainly occur on the connections, to be treated with Sigma Sigmacover 280. Sigma Sigmacover 280 is a universal anti-corrosive epoxy primer, based on pure epoxy technology. After treating the rust, a rust-resistant system with a satin gloss is included finish.

Important: Perform all activities below in such a way that a healthy, clean and a load-bearing surface is created on which good adhesion is obtained. Lots of detachment on the lying parts.
Overview of detachment of standing parts Peeling layers.
PAINT SYSTEM
1. Preparations – Remove all contaminants and loose and/or defective paint layers from the surface removal, for example by means of high pressure or mechanical sanding. Due to the choice to use mechanical rotary sanding, all coating layers will be removed.
2. Sand the bare metal with Scotch-Brite or similar until all contaminants have been removed and the surface is roughened. Brush rusted parts to a cleanliness degree P St 3 (NEN-EN- ISO 8501-1). The edges Smooth between removed layers of paint with well-adhering layers of paint.
3. Derusted places -Remove rusted areas with a primer coat of Sigmacover 280.
Recommended layer thickness: 50 µm dry. Consumption: approx. 11.4 m²/ltr. Then finish with the recommended system.
4. Primer - Prime the whole with Sigmetal Zinccoat Satin. Recommended layer thickness: 110 µm wet (=50 µm dry). Consumption: approx. 9 m²/ltr with a dry layer thickness of 35 µm.
5. Intermediate layer- Prime the entire surface with Sigmetal Zinccoat Satin. Recommended layer thickness: 110 µm wet (=50 µm dry). Consumption: approx. 9 m²/ltr.
6. Finishing layer-Paint the whole thing with Sigmetal Zinccoat Satin. Recommended layer thickness: 110 µm wet (=50 µm dry). Consumption: approx. 9 m²/ltr.
