About this file
This is a Questions and Answers document for RFQ 19NO60260011 issued by the U.S. Embassy in Oslo, Norway on August 3, 2026, regarding the supply, delivery, and installation of a tent.
The RFQ requires a turnkey project for a 48 square meter tent with full site preparation and foundation work completed by the contractor at no additional cost to the government. The contractor bears full responsibility for all excavation, grading, geotextile installation, crushed gravel placement, compaction, and footing preparation. The contractor must obtain all required permits, licenses, and appointments in compliance with Norwegian host country laws, with no guidance available from the Embassy. The project completion deadline is 60 calendar days after contract award, with this period encompassing all project activities including engineering, permitting, shipping, customs clearance, and site readiness. Work must be scheduled during normal business hours of 08:00–16:00 hours, Monday through Friday, excluding local and bank holidays, unless advance approval is obtained from the Contracting Officer's Representative. Site access is restricted to a single vehicle gate measuring 3.6 meters in width, and the site contains numerous 100-year-old protected trees on the access path. Personnel security requirements and standards of conduct apply per Section 1 of the solicitation. Regarding technical specifications, the contractor should follow the RFQ specifications and the tent manufacturer's recommendations rather than attempting to comply with Norwegian building code design loads (NS-EN 1991), as the RFQ does not specify wind and snow load capacity values.
