RFQ 19MX9022Q0008 – Security Audit

Number Question Answer

What is the daily inmate population and the number of staff at each prison or facility?

The facilities that will receive training will be determined later and the number of inmates or staff will depend on each facility.

What daily average inmate population constitutes a 24-hour security site visit versus a 48-hour security site visit?

The inmate population will not be the only factor that determines the time allocated for the security audit. In most cases, the time that is dedicated to it will depend on the size of the facility or the number of sections that constitute a facility.

Do you expect two security Auditor’s at a single security on-site facility visit?

Our intent is that the two instructors who train the auditors will conduct an internal audit at one of the prisons with the 4-5 Mexican audit trainees.

Can we provide a USA SME Non-Spanish speaking security auditor on site if we also provide a Spanish speaking USA SME security auditor that can be used as an interpreter?

No, the deliverable request is:

Provide 2 Spanish speaking auditors and use 4 to 5 Mexican audit trainees for each audit and training course.

If we recruit a SME with work experience at the Mexico federal and state prison system, is it OK if they are still employed by the Mexico federal state prison system?

This will depend on the institution that the person works at, however we prefer that the individual does not belong to the state where he is performing the training/audit.

If we have to have a SME that has worked in the Mexico federal state prison system, can we leave the SME and their credentials off the proposal, if awarded the contract we would recruit an appropriate SME for the contract.

No, the vendor should include the credentials for the potential SME, but the hiring can be done after the contract is awarded. This will be evaluated as an important factor to consider when choosing the vendor.
