Replacement of the Underground Fire Protection Water Service
Q & A:
1. Based on the comments made in 2nd walk-through, the work will comprehend 5 stages or sections, it will be necessary to complete one section to start the next one? The staged installation is acceptable. The contractors will need to explain the 5 stages.
2. Will special materials such as paving stones, concrete coverings, etc.) be supplied by the Consulate? If not, submittals related will be needed. All roadway curbs and gutter, landscape, substrate, surfaces, structures, and adjacent areas disturbed by construction activities shall be repaired and/or reconstructed to the condition that existed after the completion of the construction. See answer to Question 27.
3. Which area within the complex will be designated for material storage and workshop? Please include the approximate surface in sq-ft. which will be designated. The parking area behind the warehouse will be designated for material storage, an approximate area of 133 square meters.
4. About restrooms, please inform about the area which will be designated for the installation of portable restrooms and how many will be requested? The contractor will be able to use a Consulate bathroom designated by the COR.
5. About lunch area and dressing/changing rooms, which area will be designated within the complex? The contractor will be able to use the pavilion area for lunch breaks and a changing room area will be designated by the COR.
6. Please define the streets which will be allowed to close the transit. Depending on the work, one street access needs to be always open to allow traffic and Consulate operations. COR should be informed of planned street closures ahead of time in order that Management and Security Officer will be properly notified.
7. Will it be permitted the use of any sort of communication inside the Consulate premises? If so, please define? Security Officer will brief selected contractor of allowable communication systems prior to start of project.
8. Will it be sent to the contractor specific data, drawings, about existing underground lines? Utility drawings have been sent to all prospective contractors. Consulate will work with selected contractor if additional drawings will be required during project construction.
9. Should As-built drawings be handed over by the completion of the Project? Yes, as-built drawings will be required by Consulate upon completion of project.
10. Will it be required a safety agent by the contractor company? What credentials must be presented? Yes, a designated safety person for the contractor, familiar with safety requirements for the construction project, will be required to discuss project safety with Consulate Safety Officer before project start and during course of project.
11. Will access and exit hours be flexible? Consulate working hours are 7:30 am to 16:15 pm. Management and Security Officer will need to be notified with any change. However, flex hours can adjusted when justified and contractor properly informs COR of flex hours in advance.
12. Is there a target schedule or due date to complete the Project? Project schedule provided by prospective bidders will be reviewed by Consulate and will be evaluated if estimated time is reasonable.
13. Will it be allowed to install a site office for the contractor within the complex? Consulate will provide a temporary site office for contractor.
14. Will it be allowed for us to connect to the existing fire suppression system to use the “Jockey pump” to pressurize the new line and execute the corresponding test procedures?
The contractor will need to provide their own pump to fill the lines for the hydrostatic pressure tests. The source of the water for the hydrostatic testing can be the fire hydrants. The reasoning is that if the jockey is being utilized there is potential to kick the fire pump and set off alarms etc. Alternative solutions can be further discussed with selected contractor in coordination with OBO/FIRE and COR.
15. This hook up will be made on the first registry. We do not understand what “first registry”means. Alternative solutions can be further discussed with selected contractor.

18. Which will be the area designated for contractor vehicles parking? Consulate has limited available parking for contractors on the Consulate side service access road. If needed, additional paid parking is also available.
19. Is it possible to receive a photographic report of the proposed route to be followed throughout the complex and of the areas where the line goes into the building?
Updated route has been sent to all contractors.
20. Do you plan to shut off the existing line when making the connection to the different buildings, or should we propose a "by pass" so the compound remains with the fire system on duty?
Contractor may have a choice upon discussion with OBO/FIRE and COR. If the fire pump and jockey pump is shut down whereby the connection of the new fire line can be done from the beginning then a fire watch will need to be initiated for the building. Or the contractor installs the fire main and leaves open the trench at the building connections and when all connections are ready then the fire protection system is shut down and the connections are made.
21. After or visit to the Consulate General grounds to make detailed measurements we were informed by Mr. Saul Flores that the connections of the fire main would be to the system inside of each building, that requires more detailed examination for the proposal and maybe more time for the completion of construction, so. There should be a restrained joint in the ground for the contractor connect up to. However, if when uncovered and the existing connection needs to be corrected, it will need to be changed. See attached pictures 21.1 and 21.2
22. Can you extend the deadline for the presentation of proposals so we can give a more accurate assessment of the work at hand? Contract solicitation has a timeline that needs to be followed.
