JANITORIAL- SERVICES

(RFQ: 19MX5624Q0010)

QUESTIONS AND ANSWERS

The following questions were asked by interested quoters either in person during the pre-proposal conference / site visit or submitted electronically at the e-mail address specified in the solicitation.

The contracting officer has provided answers to these questions, making them available to all quoters by posting this document on the Monterrey Contract and Procurement Opportunities public website.

Quoters are reminded that nothing in this document, including responses to questions, should be considered, or construed as a change to the solicitation. Any changes to the solicitation, if found to be necessary, will be communicated by issuance of a written amendment.

Quotations are due at 17:00 local time on July 29th 2024.

QUESTION 1

Q: is VAT charged at 16%? Also is it on the entirety of the contract?

A: Please refer to RFQ 19MX5624Q0010 Section 1.

QUESTION 2

Q: During the site visit our subcontractor was told deadline is the 12th, i wanted to confirm this or is it still on the 29th?

A: Deadline to submit Questions was July 12th 2024, and Deadline to submit a proposal is July 29th 2024. Your quotation must be submitted electronically to MTYProcurement@state.gov . It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If mailto:MTYProcurement@state.gov the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

QUESTION 3

Q: Do we need to provide a security plan in a special format?

A: Please refer to RFQ section 1, QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP ), an additional form will be shared in our portal https://mx.usembassy.gov/monterrey-contract-and-procurement-opportunities/

QUESTION 4

Q: We have a subcontractor which we use that is registered in Monterrey MX. Do we need to also register a subsidiary ourselves in MX or can we keep working with them?

A: Please refer to FAR 52.244-6 Subcontracts for Commercial Products and Commercial Services.

QUESTION 5

Q: Are workplan & technical proposal not the same ( I see both are requested , if not the same can you please tell me the difference between the 2)

A: For work plan we consider a schedule with estimate times for activities.

QUESTION 6

Q: What specific financial Statements are needed?

QUESTION 7

Q: What is “Opinion Positiva” SAT (for Mexican Contractors) ?

A: IF the company that is submitting the proposal, is based in Mexico, a document call positive opinion is required as part of the proposal, this only applies to Mexican based companies, (Opinión del cumplimiento de obligaciones fiscales).

Question 8

Q: How many Janitors are needed?

A: Please refer to RFQ, 1. SCOPE OF WORK, “The Contractor shall furnish all managerial, administrative, and direct labor personnel that are necessary to accomplish the work in this contract. Contractor employees shall be on site only for contractual duties and not for other business purposes”.

From experience, at least 13 janitors are needed to complete daily activities and we recommend

15 janitors on the crew (because of sick leaves, regular leaves, etc.)

QUESTION 9

Q: How many employees can be submitted for a security clearance?

A: As many as needed, at least the janitors that will be working daily.

QUESTION 10

Q: Regarding supplies- do you have a list with all brand specifications?

A: Please refer to RFQ, Attachments 1 to 4 for more information.

An estimate of material is the following: 60 pack toilet paper (40 pieces each), 4 boxes clear trash can bags 40 cm x 48cm (20 pieces each), 40 boxes hand paper towel (200 pieces each), 2 boxes trash can bags 24cm x 24cm (20 pieces), 3 lt concentrated aroma, 8 gal hand soap, 4 gal dish washer, 8 lt all-purpose cleaning, 15 lt whitener, 8 cans steel cleaner, 10 pieces bar soap, 6 pieces spray aromas, 10 bags of 900 gr powder detergent, 10 white flannels, 10 gray flannels, 10 dish washing sponges, and more.

QUESTION 11

Q: How long does it take to get a security clearance?

A: Depending on the RSO workload but the average is 90 days.

QUESTION 12

Q: How are the payment processed?

A: Invoices should be sent to MTRFacturas@state.gov , the payment are processed via EFT and the payment terms are 30 days from the date of Invoice, upon service validation.

QUESTION 13

Q: Can the contract price be revaluated the following year?

A: No , the price can not be modified. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
