Questions and Answers

Night Shuttle Services

RFQ# 19MG1022Q0005

Q1. Shall we consider inflation and factor in our quotation?

A1. It will be a fixed price contract for 5 years, therefore, bidders should factor all necessary costs/expenses and should include it in their price quotation.

Q2. Is this Combating Trafficking in Persons (TIP) clause related to an entity or their employees?

A.2. The clause is applicable to anybody involved in your business.

Q.3. Should this DBA insurance have purchased from U.S insurance company or Mongolian insurance company? And should this insurance cost be included in our price quotation?

A.3. DBA insurance can be purchased from companies references in the link provided in the solicitation, section 3. Again, the DBA insurance is a part of a contract.

Q.4. Will this NDAA 889 compliance requirement apply to some of the drivers who use

Huawei cellphones?

A.4. NDAA 889 prohibits the federal government from entering into or extending or renewing contracts with any entity that uses any equipment, system, or service that uses covered telecommunication equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Our requirement is for transportation services.

Unless prohibited telecommunications equipment comprises a substantial or essential component of the system you have in place to provide transportation services, it should not result in exclusion from consideration for this requirement.

Q.5. As you mentioned that SAM.gov registration is required for contracts with total cost exceeding $30,000 means the estimated cost for this contract is $30,000. If so, is this estimated cost for 1 year or for the 5 years

A.5. $30,000 is a threshold for a SAM.gov registration requirement, not the estimated cost for this contract.
