About this file

This document is a Frequently Asked Questions (FAQ) related to a Request for Quotations (RFQ) for Video Production Services for the new U.S. Consulate in Casablanca, Morocco. The key details are:

The anticipated filming period is 2 months with 9-15 actual filming days. The consulate will provide background information, historical materials, and interviewees, but the vendor is responsible for obtaining necessary filming permits and authorizations, including for drone usage. The video length should be no more than 1 minute and 30 seconds. The vendor can be a U.S. or Moroccan company, but must ensure its crew is authorized to work in Morocco. Travel costs to Casablanca should be included in the quote. The quote submission deadline is September 26, 2024 at 12:00 pm local time, and the vendor must be registered in the SAM.gov database. The U.S. Department of State intends to award a purchase order to the responsible company submitting the lowest acceptable quote, without holding discussions unless necessary.

F A Q

1. Do you have an idea of how long the production team would need to be in Casablanca or a timeframe for dates of filming?

The estimated filming time window is two (2) months, during which we estimate 9 to 15 actual filming days. We currently do not have prospective filming dates. Please refer to the Scope of work for project timeline. Exact filming dates will depend on many factors including the availability of the venues and interviewed guests. Therefore, we need the filming company to have enough flexibility to adapt to changing schedules.

2. Will the production team be provided with potential interview subjects, or would we be responsible for finding people to be interviewed on-camera?

As specified in the SOW, the Public Diplomacy Section will provide background information and historical materials to illustrate the videos as well as identify guest speakers for each video.

3. Would the consulate be able to assist the production team in securing the necessary permits and licensing for aerial drone use? I understand that we would be responsible for the associated costs.

The filming company is responsible for getting filming licenses for drones, outside shots, etc. If needed, the U.S. Consulate will provide proof that the company was hired to film for this project.

4. Can the U.S. Consulate Casablanca assist our licensed drone operator in obtaining Moroccan Civil Aviation Authority flight authorization, or will the hiring of local operators be necessary?

The filming company is responsible for obtaining flight authorization for their drone operators. If needed, the U.S. Consulate will provide proof that the company was hired to film for this project.

5. Do you have any other requirements or information that can be shared that is not in the Sam.gov Notice ID The Sam.gov notice includes all the work requirements for this project. After the project starts, if any additional technical or editorial asks arise, they will only be added in agreement with the selected company.

6. Could you please provide an approximate length for each video? For example, should we expect videos to be under 60 seconds, or are there plans for longer segments? Any estimates or guidelines you can provide would help us align our production process with your expectations.

As stared in the Scope of Work, the filming company is expected to deliver a "Fully produced and edited videos (length of no more than 1min30s)". The exact length (under 1min30s) will be decided together with the selected company based on the agreed script and method of posting on social media.

7. Do you have any existing videos or visual references that you could share with us? These could be past projects or any other material that illustrates the desired style, complexity, and tone of the videos. This will help us better understand your vision and ensure our proposal is tailored to meet your specific needs.

The style and tone will be decided together between the Consulate and the selected vendor during the pre-production phase. We count on the filming company's expertise, guidance, and recommendations.

8. Could you clarify the estimated production time excluding post-production? This information will help us allocate resources effectively and ensure we can meet your deadlines.

The estimated filming time window is two (2) months, during which we estimate 9 to 15 actual filming day. Exact filming dates depend on many factors, including availability of venues and interviewees. Schedules could change last minute sometimes. Therefore, flexibility will be key in this project.

9. How many people would we be interviewing? Would all the interviews be in one day or over multiple days?

There will be at least one interviewee per episode. Interview filming could take place over several days/weeks. The estimated filming time window is two (2) months, during which we estimate 9 to 15 actual filming days. However, exact filming dates depend on many factors, including availability of venues and interviewed people. Schedules could change last minute sometimes. Therefore, flexibility will be key in this project.

10. How many days are allocated for shooting in Casablanca?

Filming dates depend on many factors, including availability of venues and interviewed people. Schedules could change last minute sometimes. Therefore, flexibility will be key in this project.

11. What is your assumption regarding the size of the production crew? Our preliminary plan includes a crew of several members. If you have specific requirements or constraints regarding crew size, please let us know.

We have no specific requirements in that regard.

12. Is there a specified limit on the number of crew members we can deploy for this project?

No limit is required.

13. Are there any specific requirements concerning the citizenship of the crew members? For instance, do crew members need to be US citizens, or can they be local Moroccan hires? Understanding this will help us comply with any regulatory or logistical requirements.

No specific citizenship is required. We welcome crew members of US, Moroccan and/or other citizenship. The filming company must make sure its crew members are authorized to work in Morocco. The company is to contact the authorities directly about that. The Consulate is not able to assist with obtaining visas or work authorization.

14. Are you looking for local filmmakers in Morocco to do all the local production OR would you be open to film crews traveling from the US to do the work?

American filming companies/crews are welcome to join this project if selected. The selected company must make sure its crew has enough schedule flexibility to organize several filming sessions during the project performance period. Filming schedules depend on many factors like availability of venues and interviewees. Schedules could change last minute sometimes, so flexibility is key. Also, the company must make sure its crew is authorized to work in Morocco. The Consulate is not able to assist with obtaining visas or work authorization.

15. Will archival footage be provided by the U.S. Consulate Casablanca, or will the vendor have to obtain archival footage?

We have some archival footage of earlier construction stages of the new Consulate building that we can share. Concerning the history of the Consulate's presence in Casablanca, we are able to find some photos. However, we do not have archival footage of Casablanca itself in case of need.

16. Will video, time lapse or still photography of the construction of the U.S. Consulate Casablanca be provided for use in the videos?

We do not have any time lapse footage, but we have regular footage from previous construction stages that we can provide.

17. Are we to include travel costs from the US to Casablanca as part of our quote?

The quote should include all costs required to complete this contract, including any necessary travel costs; the SOW lists all what needs to be included. Please note that this contract will be awarded to the lowest cost, technically acceptable bidder so local companies or companies using local crew with lower travel costs may have any advantage in this area.

18. Will transportation within Casablanca be provided for our crew, or should we arrange our own transportation?

The company should arrange its own crew requirements including transportation, housing, meals, and other needs.

19. Are there additional motion graphic animations or 3D animations needed for the project.

The company can decide whether to include.

20. Is SAM.gov registration required to have my quote considered?
