About this file

This document is a Questions and Answers (Q&A) list for Solicitation 19KZ1026Q0001, a mobile telephone services procurement by the U.S. Department of State in Kazakhstan. The Q&A clarifies key service requirements, including data pool sharing, Personal Cabinet features in English and Russian, mobile internet allocation (33 Gb), roaming data (400 MB per day), and contract activation terms. Vendors are not automatically disqualified for not meeting all requirements, but certain features (listed under items 2, 4, and 6) may provide a competitive advantage during evaluation.

The solicitation involves a comparative evaluation for mobile telephone services, with quotations due by December 5, 2025, at 15:00 local time. A pre-quotation conference is scheduled for November 25, 2025, at the U.S. Embassy General Services Office. The government intends to award the contract based on initial quotations, potentially without discussions, to the responsible offeror representing the best value. Interested vendors should contact Procurement Agent Yuliya Stepanova at StepanovaYS@state.gov for additional information.

Q&A List for 19KZ1026Q0001_Solicitation

Q1. Will the Provider be considered if these services will NOT be available?

a.Cost overrun protection e.g. the ability to place limits on individual lines as well as the ability to make on the fly changes to these limits via web interface.
b.The contractor will provide a data plan with a data pool that is shared between all members of that plan, for use within Kazakhstan. When a subscriber exceeds their data allowance, the data pool becomes available as a resource.
c.The contractor shall provide access to online Personal Cabinets autonomously for Astana and Almaty. The interface of the Personal Cabinet should be in English and Russian. Personal Cabinets should have features for changing SIM cards, blocking/unblocking lines, downloading detailed information on billing. They should have visual graphics and statistics displaying all information on calls, SMS, data traffic, and roaming options.
d.not less than 33 Gb of mobile Internet. If users exceed the limit of 33 Gb, the Internet connection should be using a pool of data;
e.not less than 400 MB of roaming data per day

A1. Vendors will not be eliminated from consideration for failing to support these particular requirements. However, the ability to meet requirements will be evaluated during selection and the requirements listed under items 2, 4, and 6 are priority requirements that may give a provider a competitive advantage during our evaluation.

Q2. ADDITION OF NEW LINES - Please explain. Does the statement below means that usage for the period less than 30 days after activation must be free of charge?

The Contractor will provide a fully functional SIM card or eSIM, telephone number, and appropriate security codes PIN 1, PUK 1, PIN 2, PUK 2to the COR within 24 hours after receiving a delivery order under the contract. Should this service subsequently be cancelled within 30 days of activation, no cost should be associated with that cancellation. Mobile service numbers are not to be charged when porting services from other carriers.

A2: Any usage charges incurred will be paid, but no additional fees—such as an early cancellation fee—should be applied if the service is cancelled within 30 days of activation. Porting a number to another service provider should be free of charge
