About this file
This is an Amendment (No. 0001) to Request for Quote 19KS7026Q0040 issued by the Department of State for Geothermal HVAC Unit Replacement. The amendment consists entirely of Questions and Answers addressing contractor inquiries about the procurement.
The Q&A clarifies two critical requirements for this geothermal heating and cooling system replacement project. First, the government requires contractors to possess extensive experience specifically with geothermal HVAC systems rather than accepting general HVAC replacement experience. This requirement is driven by the need to integrate new equipment with existing geothermal infrastructure and maintain technical competency to address issues during the mandatory one-year warranty period. Second, regarding electrical infrastructure, the amendment confirms that the installation site currently operates on single-phase, 3-wire power supply incapable of supporting 380V. Contractors are explicitly prohibited from converting the power supply to 380V through additional equipment installation, as achieving 380V would require a 3-phase supply directly from the utility provider, which is not feasible within the scope of the current project infrastructure. These clarifications establish the technical parameters and limitations contractors must account for in their quotations.

RFQ No. 19KS7026Q0040
Questions & Answers Geothermal HVAC Unit Replacement
Question No.1:
Would the Government consider accepting comparable HVAC replacement experience as qualifying past performance, rather than limiting qualification exclusively to geothermal HVAC replacement/installation projects?
Answer:
As the new equipment must be integrated with the existing geothermal heating and cooling infrastructure, extensive experience with geothermal systems is essential to address any technical challenges during installation. Furthermore, to ensure an immediate response to any issues arising during the one-year warranty period, we place significant emphasis on the contractor's proven track record in this field.
Question No.2:
Could you please confirm whether 380V power is available at the installation site? If not, would we be permitted to convert the power supply to 380V from the existing circuit breaker panel by installing the necessary electrical equipment?
Answer:
Currently, the power supply in the housing compound is single-phase, 3-wire, which does not support 380V. Consequently, converting the power supply to 380V from the existing circuit breaker panel by installing additional equipment is not permitted. Achieving 380V requires a 3-phase supply directly from the utility provider, which is not feasible within the scope of the current infrastructure.
