About this file
This file is an Amendment of Solicitation/Modification of Contract (SF 30) and Questions & Answers document for RFQ No. 19KS7026Q0039 issued by the General Services Office at the American Embassy in Seoul, Korea. The amendment is numbered 0001 and was issued on June 18, 2026, with a signature date of July 13, 2026. The purpose of this amendment is to provide answers to questions submitted by contractors regarding cement rooftile replacement work.
The Q&A document addresses eight questions covering critical project scope and site conditions. Key clarifications include: (1) the chimney consists of an interior lining, exterior reinforced CMU wall, and concrete cap with no structural reinforcement applied for closure; (2) the contractor must directly close the roof opening after chimney demolition using shop drawings; (3) 110V electricity and water are available at the construction site; (4) site photos of the four target buildings have been provided showing roof and chimney areas; (5) CAD (DWG) electronic drawing files are not available beyond hard copies provided at the site briefing; (6) safety shelter minimum width and height criteria are specified in the Statement of Work (SOW); and (7) safety shelters constructed with scaffolding frames, plywood, and Danpla (corrugated plastic) sheets must extend from the entrance eave edge straight beyond the double-row scaffolding work range, with length varying by site.

Questions & Answers
Cement Rooftile Replacement Work
Question No.1: Chimney Closure & Reinforcement Scope
Please clarify if the current chimney opening is closed off only with interior plywood, or if additional structural reinforcement (e.g., framing, metal hardware/bracing) has been implemented.
Answer:
The chimney consists of an interior lining, an exterior reinforced CMU wall, and a concrete cap on top. There is no structural reinforcement applied for closure within the scope of demolition.
Question No.2: Roof Opening Treatment & Specifications
Please confirm whether the contractor is responsible for structural reinforcement (e.g., framing installation, deck infill) of the roof opening remaining after chimney demolition. If applicable, please also provide the required construction specifications and standards for this work to ensure accurate cost estimation.
After the chimney demolition, the contractor must directly close the opening. Regarding the method of closing the opening, the contractor must submit shop drawings. Please refer to the photo of the chimney currently being demolished below.
Question No.3: Construction Water & Power Supply
Please confirm the availability of on-site water and power during construction.
The use of 110V electricity and water is available at the construction site.
Question No.4: Site Photos for 4 Target Buildings
To enhance our pricing accuracy, we request site photos of the roof and chimney areas of the four buildings. Specifically, photos showing the following would be greatly appreciated for our quantity estimation and method selection:
- Chimney flashing conditions
- Existing battens and decking status
- Eave edge treatment/details
Photos of the houses scheduled for construction have been attached.
Question No.5: Request for CAD (DWG) Files
We request the electronic CAD (DWG) files for the drawings (A1–A4) distributed at the site briefing to ensure precise quantity estimation and construction planning.
Electronic drawing files are not provided other than the hard copies provided at the site.
Question No.6: Safety Shelter Installation Criteria
Regarding the pedestrian safety shelters required during construction, please clarify if satisfying the minimum scope—based solely on the front width of the entrances—complies with the requirements.
Criteria regarding the minimum width and height are described in the SOW.
Question No.7: Safety Shelter Installation Criteria Please confirm if the safety shelters need to be extended continuously along the entire pedestrian pathway, and whether there are separate requirements for the installation length (e.g., specific meters or designated zones).
The safety shelter in the SOW is built with a scaffolding frame and finished with plywood and
Danpla (corrugated plastic) sheets. Although the length varies by site, it only needs to start from the edge of the entrance eave and extend straight beyond the work range of the double-row scaffolding.
Question No.8: Safety Shelter Installation Criteria
Please confirm if the safety shelters need to be extended continuously along the entire pedestrian pathway, and whether there are separate requirements for the installation length (e.g., specific meters or designated zones).
The safety shelter in the SOW is built with a scaffolding frame and finished with plywood and
Danpla (corrugated plastic) sheets. Although the length varies by site, it only needs to start from the edge of the entrance eave and extend straight beyond the work range of the double-row scaffolding.
