Dear Prospective Offeror/Quoter:

Subject: Solicitation Number 19KS7026Q0036, Freedom 250 Commemorative Event Services

Enclosed is a Request for Quotations (RFQ) for Freedom 250 Commemorative Event Services. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document.

The U.S. Government intends to award a Blanket Purchase Agreement (BPA) to one or more responsible companies submitting an acceptable quotation with fair and reasonable prices. We intend to award a BPA based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.

A BPA is an Agreement, not a contract, and neither party is bound by its terms and conditions. The Government is not obligated to purchase any definite amount under this BPA. If a need arises, an authorized representative of the Government may issue an order following the procedures outlined in the BPA. If the BPA holder accepts the order, then a binding contract between the Government and BPA holder will exist for that specific order. If the BPA holder refuses to accept orders or furnish quotations in compliance with the terms of the Agreement, then it is likely that the Government will cancel the Agreement.

The pre-quotation conference will be held at the GSO Red Room at #10, Namyoung-dong, Yongsan-gu, Seoul, Korea on June 30, 2026 at 14:00 Korea Standard Time.

If you intend to participate in the pre-quotation conference, please contact Ms. Ko, Yunseong at koys@state.gov to make necessary arrangement for access no later than June 26, 2022 at 17:00 Korea Standard Time. Offerors are requested to limit the number of participants to two persons per company.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

B. STATEMENT OF WORK

The United States Embassy Seoul requires a contractor to provide comprehensive event management services in support of Freedom 250, the U.S. Government’s commemoration of America’s 250th anniversary of independence. Freedom 250 commemorative events will bring together U.S. Government alumni, Korean partners, and invited guests from a broad range of sectors to mark this historic milestone and reinforce the enduring partnership between the United States and the Republic of Korea.

Commemorative events will primarily take the form of receptions and gatherings of varying size and formality, held at embassy representational venues — including the American Diplomacy House (ADH), the Chief of Mission Residence (CMR), and the Deputy Chief of Mission Residence (DCMR) — or at contractor-sourced commercial venues as directed by the embassy. Individual events may range from intimate gatherings of approximately 10 persons to large receptions of up to 120 persons.

This BPA establishes a menu-based ordering agreement to allow the embassy to order event management services efficiently throughout the performance period. The Contractor shall provide high-quality catering, audio-visual support, event logistics, on-site staffing, and related services as directed through individual BPA Orders.

1. Scope of Work The Contractor shall plan, coordinate, and execute event management services for individual Freedom 250 commemorative events as directed through BPA Orders. All services, arrangements, and deliverables shall be carried out in close consultation with, and subject to advance review and approval by, U.S.

Embassy Seoul. The Contractor may not make binding commitments (e.g., finalizing bookings, confirming contracts, or incurring costs) without written concurrence from the embassy’s designated representative.

1.1 Reception Services

The Contractor shall provide catering and food and beverage service for each event in accordance with the selected reception type specified in the Table A. Specific requirements for each reception type are as follows:

Unless otherwise specified in the applicable BPA Order, pricing for each reception type shall include food and beverage service and any required service staff, Contractor-provided linen, tableware, serving equipment, setup, service, and breakdown. Offerors shall provide pricing for each reception type and event-size tier using the following two pricing bases:

Commercial venue / restaurant / hotel package: Pricing based on a commercial venue, restaurant, hotel, or similar external venue package. Contractors shall clearly state whether the proposed per-person price includes or excludes any venue rental, room charge, minimum spend requirement, service charge, catering package cost, or other venue-related cost. Final venue, menu, and event-specific pricing will be confirmed under the applicable BPA order and are subject to embassy approval before any booking is confirmed or cost is incurred.

Embassy-provided venue / catering-service basis: Pricing based on catering and related service support at an embassy-provided venue. This price shall not include commercial venue rental, room charges, minimum spend requirements, or other commercial venue costs. Unless otherwise specified in the applicable BPA Order, pricing shall include food and beverage service, required service staff, Contractor-provided linen, tableware, serving equipment, setup service, and breakdown.

Descriptions of required reception standards are as follows:

Continental Breakfast: Shall include freshly brewed coffee, a variety of teas, assorted pastries and breads, a cold cuts and/or cheese selection, fresh fruit platter, and juices.

Lunch Buffet: Shall include a minimum of two hot protein options, a cold salad bar, three side dishes, dessert, and non-alcoholic beverages.

Plated Lunch: Shall consist of a three-course seated meal, including appetizer, entrée, and dessert, with full table service, water service, and non-alcoholic beverage service.

Tea and Cookies: Shall include a selection of brewed hot teas and coffee, assorted cookies, and light finger foods suitable for an afternoon reception.
