DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
B. PERFORMANCE WORK STATEMENT
The U.S. Embassy Seoul requires the contractor to provide comprehensive logistical support for the 2026 Multilateral Youth Summit.
This Summit will convene 45 youth leaders (ages 18-34, ranging from university to young professionals) — 15 each from the United States, the Republic of Korea, and Japan — for three days in Hawaii, United States, during Summer 2026 (between July 6-24; ideally July 8-10 or July 15-17), with a kick-off meeting to be held with U.S. Embassy Seoul no later than September 30, 2025 to immediately plan and secure the venue.
The program content and participant selection will be managed by U.S. Embassy Seoul, while the Contractor will be responsible for all logistical arrangements and on-site execution. The Contractor will also conduct a post-summit debrief in Seoul with Embassy staff and leadership as part of the program’s closeout.
The contractor’s logistical support and experience in arranging multilateral conferences will enable U.S. Embassy Seoul to implement the Summit in a smooth, professional manner that projects U.S. leadership and excellence, promotes mutual understanding among youth leaders, and strengthens our alliances with the Republic of Korea and Japan to make America stronger.
All services, arrangements, and deliverables under this Scope of Work shall be carried out in close consultation with, and subject to advance review and approval by, U.S. Embassy Seoul. The Contractor may not make binding commitments (e.g., finalizing bookings, confirming contracts, or incurring costs) without written concurrence from the Embassy’s designated representative (Contracting Officer or Contracting Officer Representative).
1. Scope of Work
The Contractor shall plan, coordinate, and implement the following services in close consultation with U.S. Embassy Seoul. The Contractor is encouraged to clearly indicate potential subcontracting arrangements in their proposals to allow accurate cost estimates.
1) Travel and Visa Support
· Assist participants with U.S. visa applications, including issuance of invitation/support letters and coordination with U.S. Embassy.
· Manage all travel arrangements for at least 45 participants, including roundtrip international flights and domestic U.S. flights (including connecting flights). Ground transportation details are provided under No. 3) Ground Transportation. This scope covers booking, ticketing (refundable and changeable fares only), and any necessary changes, in compliance with the Fly America Act and applicable Open Skies agreements.
· The U.S. Embassy will then reimburse the contractor for logistics (airline tickets, visa application fees, photo fees, travel insurance, and booking fees) on an actual cost-basis, based on the submitted invoices from these travel arrangements.
2) Accommodation and Meals
· Arrange and cover hotel accommodations in proximity to the event venue for all participants (double occupancy). Contractor shall also reserve rooms upon request by the Embassy for support staff and speakers who will self pay.
· Provide meal planning and catering services (breakfast, lunch, dinner, and coffee breaks) during summit days.
· Ensure accommodations and meals meet appropriate dietary, accessibility, and U.S. safety standards.
3) Ground Transportation
· Provide group ground transportation for one day of the summit, consisting of either (a) a 63-passenger chartered bus or (b) a 54-passenger chartered bus plus a mini bus, for 9 consecutive hours.
· Ground transportation between participants’ residences and airports in their home countries, as well as in Hawaii (except for the one day of chartered bus service noted above), will not involve chartered group transport. Participants should use local public or commercial options (e.g., bus, train, subway, airport limousine, or standard-grade taxi/Uber—not luxury services). The contractor must reimburse participants for these expenses on a receipt basis (or, if receipts are not available, with equivalent proof such as a screenshot or payment record), with a total cap of $300 per participant. The U.S. Embassy will then reimburse the contractor for logistics on an actual cost-basis, based on the submitted receipts.
· Provide dedicated staff or drivers to coordinate participant movement at the summit.
4) Venue and Event Management
· Identify, secure, and manage an appropriate venue (for example: conference center, university facility, or hotel conference space).
· Venue must accommodate up to 80 participants with one plenary hall (minimum 60 pax capacity).
· Allow set-up outside official program hours of 8:30 – 19:30.
· Provide stage, seating, and event infrastructure as needed.
· Arrange audiovisual (AV) rental, setup, and technical support (microphones, speakers, projector and screen, and high-speed Wi-Fi access).
· Design and print the program schedule, and produce promotional materials (e.g., brochures, bags, pens) and participant name badges.
5) On-Site Participant Management
· Provide staff at the summit to support registration, orientation, and troubleshooting.
· Ensure smooth coordination of schedules, session transitions, and logistical needs.
· Maintain a help desk or point of contact throughout the summit.
· Provide on-site AV and technical support team (sound, lighting, projection, troubleshooting).
6) Additional Arrangements
· In consultation with the embassy, coordinate the design printing of participant materials including badges, agendas, signage, banners, etc. Manage printing and producing participant materials.
· Provide photography and videography services.
· At least 50 edited high-resolution photos (JPEG, 300 dpi) per day plus raw images.
· One 2–3 minute highlight reel covering the full summit, plus raw video files (Full HD/MP4).
· Document the summit through a written summary for Embassy reporting.
· Coordinate hospitality events in coordination with U.S. Embassy (networking reception, cultural visit, excursions) if requested.
Note: All deliverables and content generated under this contract, including but not limited to photographs, video footage, printed materials, and written reports, shall be the sole property of the U.S. Embassy Seoul. The contractor shall retain no ownership or distribution rights.
7) Post-Summit Debrief in Seoul
· Conduct a debrief meeting with U.S. Embassy staff and leadership (no program participants) at the U.S. Embassy Seoul.
· Provide a summary of logistical execution, challenges, lessons learned, and recommendations for future events.
2. Deliverables
1) Pre-Summit Planning Package
· Detailed logistical plan (venue, travel, lodging, meals, AV setup), submitted 60 days before the summit.
· Timeline and task matrix approved by U.S. Embassy Seoul.
2) Summit Execution
· On-site support staff for full duration of the summit.
· Maintain close, real-time communication with Embassy staff on summit logistics and emerging issues.
3) Post-Summit Report
· Within 30 days of completion, a 5–10 page report including:
· Attendance and logistics data.
· Summary and analysis of participant satisfaction feedback (survey questions and raw responses will be provided by the Embassy).
· Photos, videos, and recommendations for future events.
3. Period of Performance One-year period: September 25, 2025 – September 24, 2026, with the in-person Summit to take place in Summer 2026 (between July 6-24; ideally July 8-10 or July 15-17). A kick-off meeting with U.S. Embassy Seoul must take place no later than September 30, 2025.
4. Other Terms and Conditions
· Indicate any portion of work that will be done by subcontractors and identify the subcontractors in your proposal. Subcontracting is permitted only with prior written approval from the U.S. Embassy Seoul, and the prime contractor remains fully responsible for all deliverables and performance.
· All deliverables must be provided in English.
· All event-related printed materials (e.g., signage, banners, agendas, participant badges) as well as all communications and logistics decisions must be approved in advance by U.S. Embassy Seoul.
· The Contractor must comply with all applicable U.S. Government procurement regulations and local U.S. laws/regulations relevant to the services.
5. Evaluation Criteria
· Technical Expertise (20%) – demonstrated ability to manage international conferences and deliver logistics on schedule.
· Cost Effectiveness (10%) – competitive pricing and clear cost breakdown.
· References and Past Performance (70%) – track record with similar events, strong references from U.S. Government or equivalent clients, proven ability to manage international logistics.

52.229-12 tax on Certain Foreign Procurements—Notice and Representation (Feb 2021)
(a) Definitions. As used in this clause— oreign person means any person other than a United States person.
United States person, as defined in 26 U.S.C. 7701(a)(30), means–
(1) A citizen or resident of the United States;
(2) A domestic partnership;
(3) A domestic corporation;
(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C. 7701(a)(31)); and
(5) Any trust if-
(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and
(ii) One or more United States persons have the authority to control all substantial decisions of the trust.
(b) This clause applies only to foreign persons. It implements 26 U.S.C. 5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.
(c)(1) If the Contractor is a foreign person and has only a partial or no exemption to the withholding, the Contractor shall include the Department of the Treasury Internal Revenue Service Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, with each voucher or invoice submitted under this contract throughout the period in which this status is applicable. The excise tax withholding is applied at the payment level, not at the contract level. The Contractor should revise each IRS Form W-14 submission to reflect the exemption (if any) that applies to that particular invoice, such as a different exemption applying. In the absence of a completed IRS Form W-14 accompanying a payment request, the default withholding percentage is 2 percent for the section 5000C withholding for that payment request. Information about IRS Form W-14 and its separate instructions is available via the internet at www.irs.gov/w14.
(2) If the Contractor is a foreign person and has indicated in its offer in the provision 52.229-11, Tax on Certain Foreign Procurements—Notice and Representation, that it is fully exempt from the withholding, and certified the full exemption on the IRS Form W-14, and if that full exemption no longer applies due to a change in circumstances during the performance of the contract that causes the Contractor to become subject to the withholding for the 2 percent excise tax then the Contractor shall–
(i) Notify the Contracting Officer within 30 days of a change in circumstances that causes the Contractor to be subject to the excise tax withholding under 26 U.S.C. 5000C; and
(ii) Comply with paragraph (c)(1) of this clause.
(d) The Government will withhold a full 2 percent of each payment unless the Contractor claims an exemption. If the Contractor enters a ratio in Line 12 of the IRS Form W-14, the result of Line 11 divided by Line 10, the Government will withhold from each payment an amount equal to 2 percent multiplied by the contract ratio. If the Contractor marks box 9 of the IRS Form W-14 (rather than completes Lines 10 through 12), the Contractor must identify and enter the specific exempt and nonexempt amounts in Line 15 of the IRS Form W-14; the Government will then withhold 2 percent only from the nonexempt amount. See the IRS Form W-14 and its instructions.
(e) Exemptions from the withholding under this clause are described at 26 CFR 1.5000C-1(d)(5) through (7). Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue.
(f) Taxes imposed under 26 U.S.C. 5000C may not be— Included in the contract price; nor Reimbursed.
(g) A taxpayer may, for a fee, seek advice from the Internal Revenue Service (IRS) as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. A revenue ruling is the conclusion of the IRS on how the law is applied to a specific set of facts. For questions relating to the interpretation of the IRS regulations go to https://www.irs.gov/help/tax-law-questions.
52.204-27 Prohibition on a ByteDance Covered Application.
As prescribed in 4.2203, insert the following clause:
Prohibition on a ByteDance Covered Application (Jun 2023)
(a) Definitions. As used in this clause— Covered application means the social networking service TikTok or any successor application or service developed or provided by ByteDance Limited or an entity owned by ByteDance Limited.
Information technology, as defined in 40 U.S.C. 11101(6)—
(1) Means any equipment or interconnected system or subsystem of equipment, used in the automatic acquisition, storage, analysis, evaluation, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the executive agency, if the equipment is used by the executive agency directly or is used by a contractor under a contract with the executive agency that requires the use—
(i) Of that equipment; or
(ii) Of that equipment to a significant extent in the performance of a service or the furnishing of a product;
(2) Includes computers, ancillary equipment (including imaging peripherals, input, output, and storage devices necessary for security and surveillance), peripheral equipment designed to be controlled by the central processing unit of a computer, software, firmware and similar procedures, services (including support services), and related resources; but
(3) Does not include any equipment acquired by a Federal contractor incidental to a Federal contract.
(b) Prohibition. Section 102 of Division R of the Consolidated Appropriations Act, 2023 (Pub. L. 117-328), the No TikTok on Government Devices Act, and its implementing guidance under Office of Management and Budget (OMB) Memorandum M-23-13, dated February 27, 2023, “No TikTok on Government Devices” Implementation Guidance, collectively prohibit the presence or use of a covered application on executive agency information technology, including certain equipment used by Federal contractors. The Contractor is prohibited from having or using a covered application on any information technology owned or managed by the Government, or on any information technology used or provided by the Contractor under this contract, including equipment provided by the Contractor’s employees; however, this prohibition does not apply if the Contracting Officer provides written notification to the Contractor that an exception has been granted in accordance with OMB Memorandum M-23-13.
(c) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (c), in all subcontracts, including subcontracts for the acquisition of commercial products or commercial services.
