1. Q: For an indefinite quantity of SIM cards, is there any way that pricing for each SIM (or batch) can change even though this is will be a Firm-Fixed contract? Please advise.
A: This is a firm fixed-price indefinite quantity/indefinite delivery contract. Local practice is to issue SIM cards free of charge, therefore we do not expect any charges for
SIM cards.
2. Q: Exactly how many SIM cards would you like to have from the beginning to the end of the base year of the contract? Is it an indefinite amount or is there a limited number?
A: U.S. Embassy Bishkek will be using about 500 lines for official purposes as per SOW.
Please note that this is only estimated quantity for evaluation purposes.
3. Q: Do you want SIM cards only or are we providing telephones for you, as well?
A: No phones are required, only SIM cards with cell phone services as per SOW. Please refer to paragraph 1.8, page 11.
4. Q: Are there any affiliated secured networks?
A: No.
5. Q: Our company is not a joint venture business, but we will be subcontracting services to a local vendor in the country. Is this acceptable?
A: If the party actually performing the work will be a subcontractor or joint venture partner, then such subcontractor or joint venture partner agrees to the requirements of paragraph (a) of this clause. Please refer to 652.242-73, page 39.
Additionally, Section 3 A.5 (6) says as follows;
The offeror shall have all licenses and permits required by local law (see DOSAR
652.242-73 in Section II) to provide telecommunication service in Kyrgyzstan and provide copies of these licenses and permits. The offeror should own the GSM network.
The copies of these licenses will be used only for the solicitation evaluation purposes and will not be disseminated to third parties. If offeror already possesses the locally required licenses and permits, a copy shall be provided.
