The contract is a fixed-price acquisition with a one-year base period and two one-year option periods, for a total potential duration of three years. Services are required at four locations: the Embassy Compound at 30 Monroe Road, Colin Powell Residential Plaza at 211a Constant Spring Road, 5 Cookham Dene in Kingston 6, and 4 Edgecombe Avenue in Kingston 6. The contractor must provide all personnel, vehicles, equipment, tools, supplies, and transportation necessary to perform collection, transportation, and lawful disposal services, including recycling support. Standard services require twice-weekly collections at three locations (Mondays and Fridays, specific hours) and as-needed pickups at one location within 24 hours of notification.
Pricing is requested in Jamaican dollars, with separate line items for standard monthly services at each location and temporary additional/emergency services priced by skipload or truckload. Defense Base Act (DBA) insurance is separately priced under CLINs 008 and 108 for the base year and option year respectively. The contractor must obtain all locally required licenses and permits, comply with Jamaican environmental and labor regulations, and provide evidence of insurance (general liability, automobile liability, employers' liability) within ten calendar days of award. Key deliverables include personnel security information, collection schedules, disposal facility documentation, and recycling records. The Government will evaluate offers based on compliance, technical acceptability including past performance, lowest price, and contractor responsibility. A mandatory site visit is scheduled for August 28, 2026, with attendance limited to two persons per entity.

The Contractor may invoice the applicable DBA CLIN in full at the beginning of the applicable performance period after providing evidence of coverage and insurer premium documentation. B. INSURANCE REQUIREMENTS
In addition to DBA insurance, the Contractor shall maintain insurance required by applicable
Jamaican law and coverage adequate for the risks of performance, including Public Liability, Automobile/Motor Vehicle Liability, Employers' Liability, and any other legally required coverage.
