About this file
This is a Request for Quotations (RFQ) for the America 250 American Festival Hibiya Park 2026, issued by the U.S. Embassy Tokyo. The solicitation seeks a contractor to plan, facilitate, and execute a three-day American Festival (July 18-20, 2026) at Hibiya Park in Tokyo, with an additional three days allocated for preparation and breakdown (July 16-17 and July 21). The festival aims to promote American food culture and products to over 20,000 visitors through the American Meat Showcase (AMS) featuring 20-24 beef and pork vendor tents and the Cheers USA! program featuring 12-18 beverage and food vendor tents. The contractor must secure vendor space, obtain all necessary local health and fire approvals, provide rental equipment (tents, tables, chairs, generators, refrigeration, sound systems), coordinate a stage with musical performances, provide on-site management and labor, and submit a post-event report with cost and sales data within one month of the festival. Pricing must be submitted separately for the U.S. Embassy and the U.S. Meat Export Federation (USMEF), with costs excluding Japanese consumption taxes. U.S. firms may submit quotes in U.S. dollars; foreign firms must quote in Japanese Yen. The quotation deadline is 12:00 noon Japan Standard Time on May 29, 2026, with submissions required via email to ChumaMX@state.gov with a maximum file size of 15MB. The U.S. Government intends to award a firm fixed-price contract to the lowest-priced, technically acceptable, and responsible offeror based on initial quotations without discussions, though discussions may occur with offerors in the competitive range if necessary. Questions regarding the RFQ must be submitted by 3:00 p.m. on May 20, 2026 (JST). Contractors must be registered in the System for Award Management (SAM) prior to contract award, and no payment will be made for quotation preparation or submission costs.
