Questions regarding HDQMWR-19-I-0001

Q1: Are these homes to be HUD or Florida DPR approved? I ask because you mention the need for a 13R sprinkler system to be installed in the units. Are these simply mobile homes being used as residences or are they being used in a commercial environment as dormitories.

A1: Florida DPR approved. The homes will be used as vacation rentals, and the sprinklers are a government requirement.

Q2: Do you know at this point if there are any % set asides?

A2: No set asides. This is a Non-Appropriated Funds (NAF) requirement. The Small Business Act does not apply to

NAF.

Q3: Would it be acceptable to fulfill the space requirements detailed in the RFI document with one large modular construction complex?

A3: No, this is not acceptable.

Q4: The scope says within one mile of the coast; it would be very helpful to know exactly the distance the unit would be from the shoreline. The code says anything inside 1500 feet of the shoreline must be built to exposure D. If we are not inside the 1500 feet would WZ3 be acceptable? This would be a significant cost savings and open it up to more manufacturers.

A4: The site is less than 1500’ from coast.

Q5: Upgraded counter tops, does this mean an upgrade over laminate? Which would have to be a solid surface like granite or quartz.

A5: Yes, possibly. We would like the option to upgrade. However, we are not currently asking for quotes.

Q6: AC units mounted on the unit and above 100-year flood elevation. Mounting the unit on the frame of the home is not an issue, did it all the time in Florida. The question is elevation; we need to know the height requirement where the homes will be installed. This could vary from 4 feet to 12 feet in the Keys. Impossible to bid the install without this information.

A6: We are not currently seeking quotes. We would like to know if mounting the unit above the 100-year flood elevation is possible.

Q7: Minimum 6-inch overhang on roof. This is going to conflict with the engineering requirements to meet the

WZ3 and exposure D.

A7: A minimum 6’inch overhang is desired. However, if this requirement must be deleted to meet or exceed all applicable code requirements, (including but not limited to, any Wind Zone/Wind Borne Debris requirements for the

Key West, Florida area within 1-mile of the coast) than the requirement will be deleted.

Q8: Solid wood cabinets preferred, does this mean MDF is OK, significant cost difference.

A8: We are not seeking quotes at this time. We are requiring “typical household grade” cabinets. If this requirement goes out for bid, then solid wood should be an option to upgrade, or provided by the manufacturer for “extra value.”

Q9: Hurricane rated windows and doors and cement board siding, these are exposure D requirements. Sounds like they want them built to exposure D.

A9: Yes, hurricane rated windows and doors are a requirement.
