Questions and Answers
RFP 19H08026R0007 – Public Opinion Research Program
Questions:
1. The Statement of Work specifies that the national sample will be stratified into four regions (North, Central, South, and Capital). Could the Embassy confirm whether national representativeness for this study requires a dedicated sample stratum in the Bay Islands department, or whether its inclusion within the "North" stratum or another existing stratum is acceptable to satisfy the national coverage requirement?
2. Could the Embassy clarify the anticipated contract award date, in order to confirm the timing of Round 1 and Round 2 (approximately 9 months later) within the 12-month period of performance?
3. Is there a page limit or a specific formatting requirement (font type, spacing) for the technical information required under the FAR 52.212-1 Addendum, paragraph (a)(2)–(8)?
Answers:
1. The inclusion of the Bay Islands within the "North" stratum is acceptable to satisfy the national coverage requirement.
2. The contract award date is estimated for mid-September 2026.
However, the performance start date of the contract will have to be coordinated with the Embassy POC once the contract is awarded.
3. No page limit or specific formatting requirement applies to the technical information required. Offerors should ensure their proposal addresses each of the provisions stated in Section 3 of the solicitation document.
