About this file

This is a Questions and Answers document for RFP 19H08026Q0059 regarding the supply of construction materials for the Choluteca Morgue. The document addresses a single inquiry from an Iraqi company regarding the acceptable currency for submitting quotations.

The inquiring company requested clarification on whether it could submit a quotation in U.S. Dollars (USD) rather than the Honduran Lempiras (HNL) specified in Section I.D of the solicitation. The Government's response confirms that quotations may be submitted in USD. For evaluation purposes, the Government will convert quotations submitted in currencies other than USD to USD using the Embassy exchange rate in effect on the solicitation closing date, per FAR 52.225-17, Evaluation of Foreign Currency Offers. The response specifies that all unit prices, total prices, and grand total must be in one consistent currency, and that all other solicitation requirements—including submission of the completed SF-18 form, required technical information, representations and certifications, and supporting documentation—remain unchanged. Additionally, the quoted price must remain firm for 60 calendar days, and no adjustment will be made to the contract price for exchange-rate fluctuations after award.

Questions and Answers

RFP 19H08026Q0059 - Construction Materials for Choluteca Morgue

Question #1:

1. We are interested in submitting an offer for RFQ No. 19H08026Q0059 for the supply of construction materials for the Choluteca Morgue. We reviewed the solicitation information available through SAM.gov and noted that

Section I.D states that all offers must be priced in Honduran Lempiras

(HNL). As our company, is an Iraqi company and our commercial and financial operations are conducted primarily in U.S. Dollars (USD), we would like to kindly ask whether we may submit our quotation in USD instead of HNL. We would appreciate your confirmation regarding the acceptable quotation currency before we submit our offer.

Answer #1:

The solicitation incorporates FAR 52.225-17, Evaluation of Foreign

Currency Offers, which provides that, when offers are received in more than one currency, the Government will evaluate foreign currency offers by converting them to U.S. Dollars using the Embassy exchange rate in effect on the date specified for receipt of offers.

Accordingly, your quotation may be submitted in U.S. Dollars (USD). For evaluation purposes, the Government will convert quotations submitted in currencies other than U.S. Dollars to USD using the Embassy exchange rate in effect on the solicitation closing date.

Please ensure that your completed quotation includes all requested unit prices, total prices, and the grand total in one consistent currency. All other solicitation requirements, including submission of the completed SF-18, required technical information, representations and certifications, and supporting documentation, remain unchanged.

Please note that the price quoted must remain firm for 60 calendar days, and no adjustment will be made to the contract price for exchange-rate fluctuations after award.
