The Contractor shall furnish and install all materials required by this contract. The contract drawings are set forth in Section J as Attachment 1.
For a thorough understanding of the requirements, the Contractor must design and deliver one building for classroom, that will accommodate 30 students. The building must be made by using prefabricated modules.
These modules should be manufactured in accordance with the basic architectural layout outlined in attached drawings. The Contractor will be responsible for providing shop drawings (blueprints) for approval that incorporate all design elements.
If the Contractor would like to offer his/her standard designs that meet the specifications, the Contractor shall present these architectural alternatives in his offer, and no substantial changes will be accepted after the contract is awarded. In such cases, the Contractor must incorporate these proposed architectural designs into his/her offer, and will make any adjustment to the different systems to provide all the required services and utilities, all these adjustments shall be performed during the manufacturing process and shall be similar or exceed to the services and utilities detailed in this SOW.
If the Contractor does not include any architectural alternative in his offer, it will be understood that the Contractor will provide the modular for the modules according to the architectural designs detailed in the drawings mentioned above.
The Contractor is required to supply the building made out with prefabricated units, meeting the specifications detailed and the basic requirements outlined below:
Classroom Module:
The classroom module consists of four (04) seamlessly joined modular prefabricated units of no less than 5.80 m (length) x 2.35 m (wide) x 2.65 m (height), distributed in a 4 x 1 arrangement, for a total minimum dimension of 5.80 by 9.40 meters. It offers:
a. Classroom designed to house 30 students.
b. To ensure longevity and structural integrity, the modules should be placed over a reinforced concrete floor, with a minimum of ten (10) centimeters thick with a minimum resistance of 3,000 psi concrete, reinforced with a 6X6 - 6/6 welded wire mesh.
Before constructing the concrete floor, it should be poured over a 15-centimeter-thick compacted select material leveled base with a modified Proctor Test 95% grade of compaction. The Contractor must consider the quality of the existing soil to prevent settling and ensure structure stability.
The slab should extend to no less than 1.00 meters beyond the edge of the modular building in all directions, creating a sidewalk, slightly sloped away from the building, that surrounds the entire module.
The Contractor shall perform concrete tests to verify that the minimum load capacity requested was achieved. If the COR requires additional test to verify the concrete quality, this shall be performed by the Contractor without any additional cost to the contract. Contractor must present as built shop drawings to include details of concrete floor system.

INSPECTION BY GOVERNMENT: The COR, or his/her authorized representatives, will inspect from time to time the services being performed and the supplies furnished to determine whether work is being performed in a satisfactory manner, and that all supplies are of acceptable quality and standards.
The Contractor shall be responsible for any countermeasures or corrective action, within the scope of this contract, which may be required by the Contracting Officer as a result of such inspection.
E.3 SUBSTANTIAL COMPLETION
E.3.1 DEFINITIONS
(a) "Substantial Completion" means the stage in the progress of the work as determined and certified by the Contracting Officer in writing to the Contractor, on which the work (or a portion designated by the Government) is sufficiently complete and satisfactory. Substantial completion means that the property may be occupied or used for the purpose for which it is intended, and only minor items such as touch-up, adjustments, and minor replacements or installations remain to be completed or corrected which:
1. do not interfere with the intended occupancy or utilization of the work, and
2. can be completed or corrected within the time period required for final completion.
(b) The "date of substantial completion" means the date determined by the
Contracting Officer or authorized Government representative as of which substantial completion of the work has been achieved.
E.3.2 USE AND POSSESSION UPON SUBSTANTIAL COMPLETION
The Government shall have the right to take possession of and use the work upon substantial completion. Upon notice by the Contractor that the work is substantially complete (a Request for Substantial Completion) and an inspection by the Contracting Officer or an authorized Government representative (including any required tests), the Contracting Officer shall furnish the Contractor a Certificate of Substantial Completion.
The certificate shall be accompanied by a Schedule of Defects listing items of work remaining to be performed, completed or corrected before final completion and acceptance. Failure of the Contracting Officer to list any item of work shall not relieve the Contractor of responsibility for complying with the terms of the contract. The Government's possession or use upon substantial completion shall not be deemed an acceptance of any work under the contract.
E.4 FINAL COMPLETION AND ACCEPTANCE
E.4.1 DEFINITIONS
(a) "Final completion and acceptance" means the stage in the progress of the work as determined by the Contracting Officer and confirmed in writing to the Contractor, at which all work required under the contract has been completed in a satisfactory manner, subject to the discovery of defects after final completion, and except for items specifically excluded in the notice of final acceptance.
(b) The "date of final completion and acceptance" means the date determined by the Contracting Officer when final completion of the work has been achieved, as indicated by written notice to the Contractor.
E.4.2 FINAL INSPECTION AND TESTS
The Contractor shall give the Contracting Officer at least five (5) days advance written notice of the date when the work will be fully completed and ready for final inspection and tests. Final inspection and tests will be started not later than the date specified in the notice unless the Contracting Officer determines that the work is not ready for final inspection and so informs the Contractor.
E.4.3 FINAL ACCEPTANCE
If the Contracting Officer is satisfied that the work under the contract is complete
(with the exception of continuing obligations), the Contracting Officer shall issue to the Contractor a notice of final acceptance and make final payment upon:
(a) satisfactory completion of all required tests,
(b) a final inspection that all items by the Contracting Officer listed in the Schedule of Defects have been completed or corrected and that the work is finally complete (subject to the discovery of defects after final completion), and
(c) submittal by the Contractor of all documents and other items required upon completion of the work, including a final request for payment (Request for Final Acceptance).
