About this file

This document is Amendment No. 1 to RFQ 19GT5026Q0033 for trash removal services issued by the American Embassy Guatemala City's GSO Procurement Section, with an effective date of May 19, 2026.

The amendment extends the offer submission deadline from May 22, 2026 to June 1, 2026 at 10:00 AM and deletes garbage collection and disposal services at PNC Barracks/Apartment in Zone 16 from the base year and all option years. The contract covers trash removal services at two primary locations: Chief of Mission Residence (CMR) in Zone 10 and PNC Barracks/House in Zone 16, with collection occurring three times per week (Monday through Friday). The base year contract is for 12 months, followed by four optional one-year periods. Pricing must be submitted as net prices in Quetzales (Q) and US dollars ($) for each service period. The base year includes two service locations with liability insurance and Defense Base Act coverage required. The first through fourth option years add the PNC Barracks location to the CMR services with identical insurance requirements. The Government will grant the awarded contractor exclusive authorization to perform trash collection services at all listed locations throughout the contract duration, with a one-month transition period anticipated for service changeover. The solicitation package includes site visit minutes from May 7, 2026, questions and answers clarifying service logistics and performance expectations, and photographs of both service locations showing trash collection access points.

The two different locations were expose to the prospective vendors so they identified the logistic to get in an out during the Waste Management Service.

19GT5026Q0033 – GTM – Trash Removal Service Question & Answers

1. Request for photos of the installation.

A. CMR

B. Barraks (This only location)

2. Can you provide a detail the pick-up logistics from the locations?

A. There will be two pick ups locations only. And as requested 3 times per week. Review the SOW sent.

At he CMR as shown in the site visit. Inside te property in the alley.

At the Barracks Only in the side part of the house that has the trash structure as shwon in answer 1.

3. Will the awarded contractor be granted full and exclusive authorization to perform trash collection services at all listed locations for the duration of the contract?

Yes.

4. Is there a current contractor providing trash collection services at the listed locations, and is the Government satisfied with the current level of performance?

CMR. Yes, there is currently a contractor providing trash collection services at this location.

While there have been some performance challenges under the current contract structure, the Government’s requirements and operational needs have evolved significantly over time. The scope of work now requires broader and more comprehensive service coverage, which has impacted performance expectations and highlighted the need for a more expanded contract approach moving forward.

Barracks. No, we have not.

5. In the event of a new award, what transition period or coordination support will be provided to ensure a smooth changeover of services?

A. In the event of a new contract award, a one-month transition period is anticipated to facilitate an orderly transfer of services between the outgoing and incoming contractors. During this period, coordination support will be provided to ensure continuity of operations, including schedule alignment, site familiarization, and communication with Government representatives as needed to support a smooth transition.

6. Are there any known challenges or performance issues from prior contracts that offerors should be aware of when preparing proposals?

A. Offerors should be aware that under prior contracts there have been occasions where not all accumulated trash could be removed during a single scheduled pickup, resulting in residual waste remaining on site.

This has been particularly challenging during special events or periods of increased activity, when trash volumes exceed normal collection levels and may require multiple hauls or additional pickups.

Additionally, certain Government properties have operational needs that require unscheduled or expedited collections prior to the regular pickup dates. For this reason, the Government is seeking greater flexibility under the new contract, including the ability to request additional pickups on an as-needed basis at separate negotiated rates outside the standard contract services.

7. Does the USG anticipate a competitive response to this solicitation, or has this requirement historically received limited participation?

A. The Government anticipates adequate industry interest and encourages all qualified vendors to submit proposals in response to this solicitation. Historically, participation levels have varied depending on market conditions and the specific scope of services requested. Offerors are encouraged to carefully review the solicitation requirements and submit pricing that is fair, reasonable, and consistent with current market conditions for pickup-only waste collection services.

8. Should the awarded contractor encounter any third-party interference, access limitations, or coordination challenges at service locations, what support or direction will the USG provide to ensure uninterrupted performance?

A. Yes, and it is established in the SOW.

9. Are the Clauses required for the proposal submission?

A. The Contractor’s offer must include all required clauses, confirming that they have read and accepted them. The Contractor shall explicitly acknowledge and accept all contractual clauses in their proposal.

10. An amendment will be issued extending the deadline for submission of offers.

Yes, USG issued a formal amendment to extend the deadline for submission of offers. The Contractor shall acknowledge receipt of any amendments and adjust their submission accordingly.

11. Price tables: Are the projections estimates based on weight per service?

A. USG seeks detailed, non-variable table of prices based on visits(services).
