About this file

This document is Amendment 0002 to Solicitation 19GT5026Q0020, issued by the American Embassy Guatemala City (GSO Procurement Section) on March 25, 2026, for satellite internet services. The amendment incorporates an official Questions and Answers attachment to the solicitation without extending the offer receipt deadline.

The Questions and Answers clarify key requirements for offerors: this is a new solicitation with no incumbent vendor; U.S.-based companies are eligible to submit quotations and may invoice in U.S. Dollars through the designated payment portal with tax exemption applied, while overseas vendors must use IRS Form W-14 and Guatemala's SAT portal; the Starlink service account will be held in the name of an agency under the Embassy with the contractor having no account management authority; remote activation is preferred and on-site presence in Guatemala is not required; the 500GB Local Priority plan meets all requirements with no higher data tier expected; U.S. vendors may submit pricing entirely in U.S. Dollars; past performance documentation should include contracts within the last two years with up to five references; and written proof of capabilities, including existing U.S. Government contracts for the same Starlink Business service or third-party certifications, satisfies certification requirements. All other terms and conditions of the original solicitation remain unchanged.

Questions and Answers

Q1. Who is the incumbent vendor?

R1. This is a new solicitation. Currently, there is no incumbent vendor.

Q2. What is the incumbent vendor contract award ID number?

R2. This is a new solicitation. Currently, there is no incumbent vendor; therefore, there is no ID number.

Q3. U.S.-Based Offeror Eligibility: The RFQ references IRS Form W-14 and invoicing through Guatemala's SAT portal. Is a U.S.-based company eligible to submit a quotation for this requirement? If so, are there any modified invoicing or tax procedures for U.S. vendors (e.g., exemption from the SAT/IVA portal requirement)?

R3. IRS Form W-14 applies only to overseas vendors. U.S. based companies are eligible to submit quotations and the awardee vendor will have to submit invoices through the U.S. payment portal and apply tax exemption. SAT Value Added Tax exemption is applicable only to local vendors.

Q4. Starlink Account Ownership: Section B.1.2 states the Embassy will provide account/service registration information and equipment serial numbers. Will the Starlink service accounts be held in the Embassy's name, or is the contractor expected to create and maintain the Starlink accounts under its own name?

R4. The starlink service account will be held in the name of an agency under the Embassy. The contractor cannot have the account management.

Q5. Remote Activation: Can the service activation and configuration be performed remotely (i.e., from the contractor's U.S. location using the Embassy-provided serial numbers and account credentials), or is on-site presence in Guatemala required during the activation period?

R5. Remote activation is the preferred method, but if an account is needed to perform such, the Embassy personnel must go through the process with the contractor’s guidance. We cannot provide account credentials. The on-site presence is not required.

Q6. Starlink Plan Tier Confirmation: The SOW specifies "Local Priority of a minimum of 500GB."

Under Starlink's current plan structure, the Local Priority 500GB plan includes a terminal access fee plus a 500GB data block per line per month. Please confirm that the 500GB Local Priority tier meets the requirement, and that no higher data tier (e.g., 1TB or 2TB) is expected.

R6. 500GB local priority meets the requirements. No higher data tier is expected.

Q7. Currency for Quotation: Section A.II.III states pricing may be in U.S. Dollars or Quetzales.

Please confirm that a U.S.-based vendor may submit pricing entirely in U.S. Dollars.

R7. Yes, U.S. vendors can submit pricing in U.S. Dollars. All prices are in the currency that the vendor is capable to provide an invoice, either U.S. Dollars or Quetzales.

Q8. Payment Mechanism for U.S. Vendors: The RFQ directs invoice submission through the MyGrants portal. Is a U.S. vendor required to register and invoice through this portal, or is there an alternative payment mechanism (e.g., DFAS, IPP) available for domestic contractors?

R8. U.S. based awardee vendor will have to submit invoices through the payment portal referenced in the in Section B.1.5 Terms and Conditions section of the solicitation.

Q9. Past Performance Scope: Section B.2 requests contracts within the last two years for comparable services. Will active, currently performing contracts (awarded within the last 12 months) satisfy this requirement?

R9. A list of contracts within the last two (2) years for the provision of comparable equipment to federal or commercial customers. The list shall include contact information (name, organization, email, and phone) and limited to no more than five (5) references.

Q10. Certifications Requirement: Section B.2 requires "written proof of capabilities related to providing the related internet services." Would an existing U.S. Government contract for the same Starlink Business service satisfy this requirement, or does the Government require a specific third-party certification or Starlink-issued reseller authorization?

R10. Yes, both options are valid.
