DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

1. WORK REQUIREMENTS

1.1 General. The Contractor shall provide all personnel, cleaning equipment, materials, managerial, administrative, and direct labor personnel to accomplish the work in this contract.

Contractor employees shall be on site only for contractual duties and not for other purposes.

2. STATEMENT OF WORK (SOW):

I. Contractor Safety & Training Compliance:

A mandatory safety work plan must be provided to the Contracting Officer Representative (COR) by the window cleaning contractor when windows to be cleaned are located in areas where workers are exposed to falls and other known hazards or when the public may be exposed to overhead equipment operations. The work plan must be provided and approved by the COR prior to all scheduled maintenance activities. Such a plan must include the identification of hazardous areas, drop zones, safety features and areas requiring public protection. A written work plan as described applies to the use of ladders and tower scaffolds. Prior to scheduled maintenance, contractor must provide documentation to COR that employee’s/users have been trained to recognize the safety hazards associated with their individual work task during use of the equipment, safe working load limits (capacity), and warning labels, if any.

The safety work plan as described applies to the use of ladders and tower scaffolds. The contractor must identify what equipment is being used as well as the recognition of hazardous areas of the jobsite and what procedures will be used to overcome or address these hazards. The work plan must also outline any rescue techniques that may be needed in an emergency. The Contractor’s Safety Plan shall clearly designate the “Competent Person” who is overall responsible for job-site safety. The Competent Person means a person – because of knowledge, skill, training, and experience – who can identify existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees.

Required competency areas include but not limited to: Electrical, Fall Protection, Ladders, Rigging, and Scaffolding.

In addition, contractor must provide documentation that all employee’s/users have been trained and comply with the Occupational Safety and Health (OSHA) IWCA Alliance program – specifically the Window Cleaning Field Safety Guide and relevant portions of OSHA 1910 Standards that are applicable to window cleaning services. It is mandatory that all employees comply with all appropriate safety codes and regulations. The Contractor shall assume full responsibility and liability for compliance with the applicable regulations pertaining to the health and safety of personnel during the execution of work and shall be responsible for any action on their part or that of their employees or subcontractors, which results in illness, injury, or death.

Refer to “Job Site Evaluation and Work Plan” for Sample Written Work Plan.

V. Description of Work:

IMPORTANT: Precautions must be taken to ensure that the area of work is protected during cleaning procedures. There can be no damage to the facility or grounds. If damage is caused by the contractor, it will be the contractor’s responsibility to restore the damaged item(s) or grounds to its original condition. A protective barrier material must be used while moving, transporting and/or using any wheeled device to prevent damage to the floors.

IMPORTANT: The worksite shall be maintained in a clean manner at the end of each workday.

Contractor shall clean and restore jobsite to its original or better condition within two (2) business days after project completion.

IMPORTANT: Stress cracks are also caused by hanging, affixing, or adhering foreign objects to the glazing. These include fixing tape, plastic decals, and suction devices to the surfaces. Personnel are instructed to remove all foreign objects from glazing immediately to prevent further damage.

V.i Interior Surface Cleaning:

Prior to beginning cleaning services, the Contractor shall perform inspections of all surfaces to be cleaned. The purpose of inspections is to identify defects or damage to window gaskets, window seals, caulking, window blinds, or similar architectural features which could adversely affect delivery of overall cleaning services and/or should be addressed before cleaning services commence. The Contractor’s procedures shall be compliant with industry standards for commercial cleaning of architectural glass. Industry standards include, but are not limited to, procedures published or recognized by the National Glass Association (NGA)/Glass Association of North America (GANA); or the International Window Cleaning Association (IWCA). Glass is clean when all window surfaces are without streaks, film, deposits and stain and have a uniform bright appearance. Windows shall be cleaned in such a manner as to cause a minimum amount of inconvenience and/or disturbance to building occupants. Work shall be subject to inspection and approval by the COR.

V.ii Glass Maintenance and Cleaning (Interior):

Glazing should be cleaned on the same schedule as the aluminum façade. Cleaning should begin at the top of the building and continue to the lower levels to reduce the risk of leaving residue and cleaning solutions on glass at the lower levels. Cleaning procedures should also ensure that the wind is not blowing the cleaning solution and residue onto already cleaned glass.

It is strongly recommended that window washers clean a small area or one window, then stop and examine the surface for any damage to the glass and/or reflective coating. Flush glass surface with clean water to soften and remove as many contaminants as possible. Uniformly apply compatible cleaner to the surface using applicator methods. Remove all liquid from the surface with a microfiber cloth or cotton cloth immediately following the application of the cleaning solutions. Rinse immediately with clean water and remove any excess water from the glass surface.

Care should be taken to ensure that no metal, sand, or foreign particles become trapped between the cloth and the substrate. These particles, if allowed to contact the glass or polycarbonate surface, will mark and damage the glazing. All cleaning solutions should be dried from the window gaskets and sealants to avoid the potential for deterioration as a result of the cleaning process. Do not apply cleaners in direct sunlight or at elevated temperatures. Do not use razor blades or squeegees to clear hard-to-remove substances. Do not use abrasive or highly alkaline cleaners. Benzene, gasoline, acetone, MEK, and carbon tetra chloride should never be used on polycarbonate surfaces. Assume materials are not compatible unless they have been approved by manufacturer. The use of paper towels is not recommended.

V.iii Silicone Sealant Maintenance and Cleaning:

Cured silicone sealants in weatherproofing joints or remedial repair joints do not require cleaning in order to functionally perform as a weather seal. However, the joints may become dirty, and it is desired by a building owner to clean them for aesthetic reasons. This should be accomplished during the window/façade cleaning twice a year. A mild detergent and water solution will remove any dirt from the sealant. A soft bristle brush can be used to loosen any dirt that did not easily release.

V.iv Window/Glass Frames & Trim Work:

All window frames, windowsills, window sashes, window ledges, interior window shelfs, door frames and trim work shall be cleaned to remove all traces of dirt film, or similar foreign matter.

Cleaning of windowsills, window sashes, window ledges, interior window shelves, door frames, and trim is considered part of the scope of window cleaning. Whenever glass is cleaned, the corresponding window trim work shall also be cleaned.

V.v Interior Window Blinds/Shades:

The contractor shall carefully dust blinds and operate blinds as needed to the extent necessary to effectively clean glass panes. Special care shall be exercised to avoid damage/stains to existing blinds.

VI. THE SITE.

The New Embassy Compound (NEC) is located at Boulevard Austriaco 11-51, Zone 16, Guatemala city, Guatemala.

The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212-4, Contract Terms and Conditions-Commercial Items, if any of the services exceed the standard).

PROCEDURES.

If any Government personnel observe unacceptable services, either incomplete work or required services not being performed, they should immediately contact the COR.

The COR will complete appropriate documentation to record the complaint.

If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.

If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.

The COR shall, as a minimum, orally notify the Contractor of any valid complaints.

If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.

The COR will consider complaints as resolved unless notified otherwise by the complainant.

Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the period of performance, the COR will contact the Contracting Officer for appropriate action under the Inspection clause.
