1. The activity chart attached indicates January, which is not possible, the question is to update it and dates will change, that is correct?

Yes, is correct. This activity chart can give you an idea of the timing per activity and the dates will have to be updated to start when the contract is awarded. The mandatory period of performance of this project is 155 days.

2. Can we setup a camp on site for our workers?

There is an area to setup a camp on the back garden, the problem could be that workers don’t follow house rules about noise, starting fires to cook, they will also require showers and bathrooms that should be connected to the original house’s drain system, it could save a lot of time, but it will require strict control in order not to receive a complaint from the neighbors.

3. Work schedule?

Please review F.8 on page 14 which states:

All work shall be performed during Monday through Friday from 7:00 AM to 6:00 PM and Saturday from 7:00 AM to 12:00 PM (noon) except for the holidays identified below. Other hours, if requested by the Contractor, may be approved by the Contracting Officer's Representative. The Contractor shall give 24 hours in advance to COR who will consider any deviation from the hours identified above. Changes in work hours will not be a cause for a price increase.

4. There is no quantity data (areas, length, volume) to quote based on the same quantities, which means each offeror will calculate its quantities. Is this correct?

The quote of the project is a fixed price fee that shall include all the work required in the scope of work of the project. All contractors shall calculate the materials and labor to submit a quote.

5. On item C.3.1 Primary Contractor Design Expertise and C.3.2 Specialty Contractor Design

Expertise (Core) requires U.S. licensed professional. That means we need to hire this staff to comply? Specially the Professional Engineer (PE) with Fire Protection specialty. Please clarify.

7. About the brands mentioned or attached in the solicitation package, we understand that we must use those brands?

About the finishes those were approved by OBO, in the case of the PORCELAIN TILE from FERCO, it is on stock right now, all of the rest finishes are standard so there wouldn’t be a problem to find them.

8. Do the windows need a security film to be installed? If so, which kind.

The window’s glass thickness is required to be 6mm; the windows don’t require a security film however there are two windows: W-17 and W-18 that require Sand Blast film.

9. Is there a specification for the filling around and above the water and sewer pipes to be installed around the house?

There are many filling types in the project, in order to standardize all fillings should be done as following: add one bag of cement per cubic meter of select material, place the material on place in layers of 30cm compacted with light equipment such as compaction plates.

There is an evacuation route for the house and for the apartment, both reunion points are located in the back garden, main doors open to the outside and should have emergency hardware. Please refer to drawings A-13, A-14, A-15, A-16 and A-36.

12. About the license, in order to portray the correct number of days on the agenda, can the license be in a different schedule? Due the uncertainty that involves that kind of procedures.

According to our experience, the license application and resolution can take between 1 to 9 months. Although we can start some interior works, minor ones, without the license as specified on the law and its scope.

The only three items that require a construction license are the perimeter walls, the new underground water tank, the new roof for the house and the new use of the property. In my opinion interior work should be done first.

13. The awarded contractor shall issue the construction license, however is our experience that these permits can take months to be approved, is this considered an excusable delay?

Only if contractor can present evidence that the delay is not by his cause. Any time that a delay on the schedule show up, contractor must be notifying the U.S. Embassy no later than three labor days, if not, will be considered a delay caused by the contractor and won’t be excusable.
