About this file

This is a Questions & Answers document for Request for Quotation Number 19GR1026Q0039 issued by the U.S. Embassy Athens, Greece for National Public Opinion Polling Services. The document addresses four questions from potential offerors regarding contract deliverables, sampling requirements, incumbent contractor information, and eligibility criteria.

The Embassy requires offerors to deliver a presentation summarizing survey results for each questionnaire, covering all questions with relevant graphs, charts, and comparison charts with previous Embassy questionnaires. The presentation should be conducted in person upon completion of fieldwork and analysis, with each questionnaire section containing topline bullet points highlighting key takeaways. Raw response data will be provided to the Embassy if requested. The survey must use a nationwide sample of approximately 1,000 respondents designed to be representative of Greece's adult population using the most recent official population statistics. Offerors must describe their proposed sampling methodology, including any weighting or statistical procedures, and include demographic questions such as age, gender, geographic region, and other relevant variables. The solicitation is open and competitive under FAR compliance, and offerors must be based in Greece with the project manager also based in Greece. Offerors must demonstrate proof of prior relevant experience performing comparable services in Greece within the past three years to be eligible.

Request for Quotation Number 19GR1026Q0039

National Public Opinion Polling Services in Greece

U.S. Embassy Athens, Greece

Questions & Answers

Q1. In addition to the survey results, are there any specific deliverable package required under the contract, such as a topline report, cross-tabulations, respondent-level dataset, analytical report, or presentation?

A1. It is expected that the U.S. Embassy receives a presentation summarizing the results of each questionnaire (e.g. a ppt file or other appropriate presentation format) that covers all questions asked and includes relevant graphs/charts and, when available, comparison charts with previous U.S. Embassy questionnaires.

This presentation will preferably be conducted in person at a set date upon completion of fieldwork and analysis of the results of the questionnaires. Each section of the questionnaire should have a topline paragraph in bullet points with the key take-aways of that section. Raw data of the responses will be provided to the Embassy, if requested

Q2. Are there any required sampling quotas or representativeness targets beyond a nationwide sample of approximately 1,000 respondents and inclusion of demographic questions (for example, age, gender, region, or other variables)?

A2. The Embassy does not require additional specific sample quotas beyond the solicitation's requirement for a nationwide sample of approximately 1,000 respondents. The survey sample shall be designed to be representative of the adult population in Greece, using the most recent official population statistics as the basis for the sampling methodology and/or weighting procedures. Offerors shall describe their proposed sampling methodology, including any weighting or other statistical procedures used to achieve a nationally representative sample. The survey shall also include demographic questions (e.g., age, gender, geographic region, and other relevant variables) to support analysis of the survey results.

Q3. Can the Government provide information regarding the current or previous contract, including incumbent contractor status and eligibility to complete, contract number, historical workload data, required clearances, and whether offerors may propose alternative approaches to performing the requirement?

A3. This is an open, competitive solicitation fully compliant with the

FAR. Interested parties should submit their proposals according to the instructions in the solicitation.

Q4. The Scope of Work states that the Contractor/Offeror and Project

Manager must be based in Greece and that the Contractor/Offeror must have performed comparable services in Greece. My question relates solely to offer or eligibility rather than the technical requirements. To avoid submitting a quotation that does not align with the Government’s intent, could the

Government clarify these eligibility requirements?

A4. As per the Scope of Work, Contractor/Offeror and project manager must both be based in Greece and able to demonstrate proof of prior experience with relevant past performance over the past 3 years, with comparable services having been offered in Greece.

Sincerely, s

Dresden A. Kalin

Contracting Officer
