Funding Information:

1. - Intent to Award

The Foreign Service Institute, Department of State, intends to award at least one Indefinite Delivery/Indefinite Quantity (ID/IQ) labor-hour task order contract that establishes the terms and conditions applicable to the future acquisition of Administrative Services.

The solicitation utilizes FAR Part 12 (Acquisition of Commercial Items) in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 15 (Contracting by Negotiation).

This is a nonpersonal services contract, as defined by the Federal Acquisition Regulation (FAR 37.101). This ID/IQ is not for United States Government Civil Service jobs.

As a labor-hour contract, the contractor will only receive hours paid for hours worked. However, see Unexpected Government Closures in Section G. for specific and limited exceptions. Performance of the contracted services will only occur as authorized by specific orders detailing dates, labor categories, and funding information.

2. - Set Aside

This requirement will be reserved 100% exclusively for 8(a) entities, including 8(a) Joint Ventures. Offers shall be considered a small business under the NAICS code 561110 on the System for Award Management (www.sam.gov) at both time of proposal submission and contract award. As an 8(a) requirement, final determination of eligibility for award under the 8(a) program will be made by the Small Business Administration (SBA).

3. - Indefinite Quantity Contract

*The anticipated period of the contract is one (1) base year (effective date of award for one year) plus four (4) one (1) year option periods. The dates in the table below are anticipated and subject to change depending on actual contract award/effective date:

*In accordance with FAR 52.217-8, the final option year 4 may be extended for a maximum of six months beyond the conclusion of the final option year. The anticipated final day of option year 4 is 08/30/2027). In the event of an extension, option year 4 rates shall not be adjusted, unless as a result of revisions to prevailing labor rates provided by the Secretary of Labor.

The total guaranteed minimum amount of services that the government will acquire under this contract shall be any combination of services equal to $90,000.00. This minimum will be met when the first task order is issued concurrently with IDIQ contract award.

The total value of all services acquired under this contract for the base year and any and all option years exercised shall not exceed $98 million dollars.

Orders will be issued to the single awardee of the IDIQ contract that results from this solicitation. There will be no limit to the total number of task orders issued under this IDIQ.

The Government may issue orders requiring services at multiple locations (see Section F for Places of Performance).

The only agency and bureau authorized to issue orders from this IDIQ contract is the Department of State, Foreign Service Institute (DOS/FSI). Other DOS bureaus that seek to issue orders against this contract must have a representative of their applicable contracting activity coordinate with an FSI Contracting Officer (CO). The FSI CO will make the final determination on whether this contract may be used to support another DOS bureau. The FSI CO will also determine whether FSI will issue the task order directly on behalf of the other DOS bureau, or if the other DOS bureau contracting activity may issue the task order directly. Orders will not be issued to support agencies other than DOS.

Oral orders are only authorized when placed by a warranted FSI CO and confirmed in writing by a Notification/Authorization to Proceed (NTP/ATP). Please see Section for individuals

4. - Expected Services

Services under this contract shall be performed in accordance with the Statement of Work (Section C.1) and the additional parameters described within this document. In order to be considered for award, the contractor must be able to provide contractor staff for services for all the labor categories/position descriptions in Section C when requested by the Government via the issuance of a task order.

5 - Hourly Rates

Contractor shall provide the following hourly rates for each labor category/position description found in Section C:

The unloaded labor hourly rate proposed for each labor category/position. This is the minimum rate at which all contract staff working under each labor category must be paid. If the contractor determines that a particular labor category/position description is nonprofessional and subject to the Service Contract Act (SCA) this rate shall be no less than the applicable wage rate listed on the prevailing wage determination. Please see Section J for Wage Determination No: 2015-4281 Revision No: 17 Date of Revision:

03/15/2022.

The fully loaded billable hourly rate proposed for each labor category/position. These fixed, fully burdened hourly labor rates include but are not limited to: direct labor (including employee compensation), applicable indirect expenses, and profit. The rates must also reflect expenses for contract management, including the preparation of invoices, cost and technical proposals, contractor status reports, etc., but must exclude travel, other direct costs (ODC), and associated General and Administrative (G&A) expenses.

Other than travel costs and other authorized ODCs at the task order level, the Government will not recognize any additional costs which are not made a part of these rates.

The fully loaded overtime billable hourly rate for each nonprofessional labor category that is subject to the SCA. In accordance with Fair Labor Standards Act (FLSA) requirements, contractors shall pay their employees at least one and one-half times their regular rate of pay for all hours worked over 40 hours in a work week. This rate does not apply for professional services, and overtime hours for professional services shall be billed at the fully loaded billable hourly rate for that position.

In instances when a schedule approved by the CO, COR/ACOR or GTM requires work on a Sunday or at night, billing should follow OPM guidelines (OPM Handbook on Alternative Work Schedules https://www.opm.gov/policy-data-oversight/pay-leave/pay-administration/#url=Fact-Sheets).

It is the responsibility of the contractor to determine the applicability of the SCA and other statutes/Executive Orders (e.g. FLSA) as required by the labor categories specified in this contract. The contractor shall request wage conformances as required in accordance with the process listed on the attached Wage Determination found in Section J.

The contractor shall include these rates for the base and each option year at the time of proposal submission. Proposed rates shall include any and all escalation.

This section does not apply to Firm Fixed Price labor categories.

6. - Rate Refreshment

The labor rates are fixed for all ID/IQ year periods (base and option years), however, the Contractor may submit a proposal to reduce the fixed labor rates at any time during the life of this ID/IQ. The Government will review these proposals and determine if the revised rates are realistic and in the best interest of the Government. If the rates are accepted, the Government will modify the ID/IQ by incorporating the revised rates into the ID/IQ.

7. - Additional Labor Categories/Position Descriptions

At any time and throughout the life of the ID/IQ, at the request of the FSI CO, the Contractor may propose additional labor categories, rates, and descriptions in addition to the Government labor categories included in this solicitation and resulting contract. These additional labor categories, rates, and descriptions, will be negotiated on a case-by-case basis, and may be either professional or nonprofessional services. The additional categories, rates, and descriptions proposed, upon determined by the Government that they are fair and reasonable, will be incorporated by bilateral modification into the ID/IQ. Any additional labor categories incorporated after contract award shall not fall outside the general scope of this ID/IQ as determined by the Contracting Officer.

Section C - Descriptions/Specifications/Statement of Work

1.1 - Preamble

As the U.S. government’s premier foreign affairs training provider FSI is dedicated to ensuring the career-long learning opportunities required for success in today’s global arena. FSI promotes substantive, regional, and linguistic expertise, leadership finesse, personal resilience and innovative problem-solving. FSI is proud to serve the U.S. Department of State and the entire U.S. government foreign affairs community as a strategic enabler of diplomatic excellence. At the George P. Shultz National Foreign Affairs Training Center and numerous domestic and overseas satellite facilities, FSI provides more than 800 courses—including some 70 foreign languages —to more than 225,000 enrollees a year from the State Department and more than 40 other government agencies and the U.S. Armed Services. FSI develops the employees our nation requires to fulfill our leadership role in world affairs and to advance and defend U.S.

interests.

The Institute's programs include training for the professional development of Foreign Service administrative, consular, economic/ commercial, political, and public diplomacy officers; for specialists in the fields of information management, office management, security, and medical practitioners and nurses; for Foreign Service Nationals who work at U.S. posts around the world; and for Civil Service employees of the State Department and other agencies. Ranging in length from one day to two years, courses are designed to promote successful performance in each professional assignment, to ease the adjustment to other countries and cultures, and to enhance the leadership and management capabilities of the U.S. foreign affairs community.

Other courses and services help family members prepare for the demands of a mobile lifestyle and living abroad and provide employees and their families with important information about such critical and timely topics as emergency preparedness and cyber security awareness, among others.

1.2 - Introduction & Scope

FSI is organized like a university and consists of the following components:

- The Office of the Director – leads FSI and provides strategic vision for the bureau.

- The School of Language Studies (SLS)

- The School of Applied Information Technology (SAIT)

- The Leadership and Management School (LMS)

- The School of Professional and Area Studies (SPAS)

- The Transition Center (TC)

- The Office of the Historian (OH)

- The Office of the Executive Director (EX) - oversees operations to support the bureau’s training mission and programs and includes the Office of the Registrar.

FSI requires administrative support, and other operational and training program support services for these components. The services under this contract are a blend of administrative support services and scope also encompasses a broad range of program support and professional service expertise necessary to deliver the critical training that FSI delivers. The Contractor shall provide staff, both cleared and uncleared, to support FSI’s constantly evolving training objectives while maximizing customer service provided at the schools and divisions that use this contract.

1.3 - Incorporation of Contractor's Technical Proposal

*The contractor shall provide administrative and program support services in accordance with its technical proposal and any revisions submitted in response to this solicitation prior to contract award. The final version of the contractor’s technical proposal is incorporated into this Section C. by reference. The awarded contractor shall also furnish the Contracting Officer with a soft copy of the technical proposal (.pdf file) at time of award notification. This soft copy will be incorporated as an attachment to the contract award document.

1.4 - Assumptions

The Contractor shall provide staff capable of performing all tasks for all position descriptions/labor categories stated in the Statement of Work. The Government may provide training for any required tasks that will be unique to the Department of State.

Contractor shall adhere to all U.S. Government, Department of State, Foreign Service Institute, and each components’ regulations and procedures. The awarded Contractor will adhere to all written Standard Operational Procedures (SOPs) both presently in place and those which may be identified as necessary to clarify the FSI mission and do not unduly add to the scope of the contract. Current SOPs, if applicable, will be made available at the post-award orientation.

The Government will evaluate the Contractor annually via the Contractor Performance Assessment Reporting System (CPARS) system based on the Performance Metrics specified in Section C.2.

The Contractor shall have a Secret Facility clearance at proposal submission, award, and through the life of the contract. The Government will not sponsor any facility or individual security clearances. The Government may request both cleared (Secret) and uncleared contractor staff, although it’s anticipated that the majority of staff require clearances. Uncleared contract staff may be required to obtain a moderate risk public trust determination prior to beginning performance for some positions.

The Contractor shall perform background checks on proposed contractor staff candidates to ensure that they are capable of obtaining a Secret clearance (if required) and passing the background check necessary to receive a DOS badge and facility access.

Products developed under this contract shall be the property of the U.S. Government in accordance with the Rights in Data Clause.

1.5 - Qualifications

All labor categories require contractor staff to have, at minimum, the following qualifications:

- U.S. citizenship;

- Fluency in the English language;

- A high school diploma;

- Two to three years of experience in a related field (or experience as described in the labor category);

- Superior organization skills with a high level of attention to detail;

- Effective oral and written communication skills;

- The ability to follow technical direction as delivered by the CO, Contracting Officer’s Representative (COR), Assistant

Contracting Officer’s Representative (ACOR), or Government Technical Monitor (GTM);

- The ability to interact effectively in a multicultural setting;

- Excellent customer service skills;

- The ability to work effectively, independently, and on a team with colleagues in various employment categories, such as

Civil and Foreign Service government employees, and other contract employees; and

- The ability to effectively uses Microsoft Office business applications software sufficient to meet the needs of their specific position (e.g. Microsoft Outlook, Excel, Teams, PowerPoint, and SharePoint.

The following qualifications and experience are desirable but not required. Proposed contractor staff with the following qualifications and experience may receive a recommendation over candidates with only the minimum qualifications listed above:

- Secondary education, such as associates or bachelor’s degrees;

- Work experience in an educational or training institute; and

- Skills or experience relevant to the particular training division that the contractor is being proposed to support (e.g. foreign language skills in SLS or regional experience in SPAS)

In some labor categories (i.e., On-site Program Manager [PM] and professional service positions), additional educational and experience qualifications are required beyond the qualifications found in this section. These specific qualifications are included in the corresponding labor category position description found in this Section.

1.6 - Funding Estimate

The Government estimates funding each full-time position for a standard of 1920 hours per year. This estimate is non-binding and subject to change per the needs of each FSI program and may vary on a task order basis.

1.7 - Labor Categories/Position Descriptions

Labor Categories – General Qualifications

All labor categories require contractor staff to have at minimum:

- S. citizenship;

- Fluency in the English language;

- A high school diploma;

- Two to three years of experience in a related field (or experience as described in the labor category);

- Superior organization skills with a high level of attention to detail;

- Effective oral and written communication skills;

- The ability to follow technical direction as delivered by the CO, COR, ACOR, or GTM;

- The ability to interact effectively in a multicultural setting;

- Excellent customer service skills;

- The ability to work effectively independently and on a team with colleagues in various employment categories, such as civil and foreign service government employees and other contract employees; and

- The ability to effectively use Microsoft Office business applications (e.g., Microsoft Outlook, Excel, Teams, PowerPoint, and SharePoint), virtual collaboration platforms, and other technical software sufficient to meet the needs of their specific position with the ability to learn new emerging technologies as necessary.

Proposed contractor staff with the following qualifications and experience may receive higher recommendation over candidates with only the minimum qualifications listed above:

- Secondary education, such as associates or bachelor’s degrees;

- Work experience in an educational or training institute; and

- Skills or experience relevant to the specific training division that the contractor is being proposed to support (e.g., foreign language skills in SLS or regional experience in SPAS-).

In some labor categories (i.e., On-site PM and professional service positions), additional educational and experience qualifications are required beyond the qualifications found in this section. These specific qualifications are included in the corresponding labor category position description found in this Section.

Administrative Support Labor Categories:

Labor Category: Program Assistant I The Program Assistant I handles differing situations, problems, and deviations in the work of the office according to the COR’s or GTM’s general instructions, priorities, duties, policies, and program goals. May receive assistance in the performance of special assignments.

Duties include or are comparable to:

- Carries out recurring office procedures independently and selects the guideline or reference that fits the specific case;

- Receives specific instructions on new assignments and completed work is checked for accuracy;

- Responds to routine inquiries that have standard answers; refers inquiries and visitors to appropriate staff;

- Screens telephone calls, visitors, and incoming correspondence.

- Controls mail, assures timely staff response, and sends standardized e-mail correspondence;

- Personally responds to requests for information concerning office procedures;

- Determines which requests should be handled by the GTM, appropriate staff member, or other offices; prepares and signs routine non-technical correspondence in own or supervisor's name;

- Maintains calendars, makes appointments, schedules tentative appointments without prior clearance;

- Arranges conferences and meetings and assembles established background materials as directed;

- Attends meetings, records and reports on the proceedings;

- Reviews materials prepared for approval for typographical accuracy and proper format;

- Reviews outgoing materials and correspondence for internal consistency and conformance with GTM's procedures; ensures

--proper clearances have been obtained, when needed;

- Maintains recurring internal reports, such as time and leave records, office equipment listings, correspondence controls, and training plans;

- Collects information from the files or staff for routine inquiries on office program(s) or periodic reports and refers non-routine requests to supervisor or staff;

- Requisitions supplies, printing, maintenance or other services; types, takes and transcribes dictation; creates and maintains office files;

- Reserves and prepares classrooms, organizes and edits training materials, submits service requests, assists in basic logistical arrangements for meetings, conferences, and training including utilizing on-line video conferencing platforms (MS Teams, Webex, Google Meet, Zoom for Government, etc.), performs data entry on course registration/enrollment, runs reports, and provides general administrative support to students, instructors, and guest speakers;

- Supports both traditional in-person classroom training as well as remote virtual delivery of program courses. Must be able to effectively perform their role using a variety of virtual training platforms, including but not limited to MS Teams, WebEx, Zoom for Government, Google Meet, etc. Provides technical support and assists in training delivery but is not a subject matter expert trainer, facilitator, or instructor;

- When assisting in the delivery of virtual training programs, duties may include and are comparable to the following: a) configures the training platform in support of course delivery, b) provides basic technical assistance and troubleshooting to instructors and presenters as well as students, c) monitors the virtual participant chat function, provides assistance as required to ensure effective virtual course delivery, d) assists the instructor in utilizing the training platform in support of polls and breakout rooms, e) assists the instructor with the creation and implementation of online learning applications, such as, but not limited to, Sli.do, MURAL, Mentimeter, etc.; and

- May coordinate refreshments within a training setting, including, but not limited to, ordering, set up, and clean up, under the GTM’s direction, and within FSI regulations.

- May draft template memos to the Passport Special Issuance Agency (SIA) requesting passports and visas for official travel for staff. Delivers, tracks status of, and retrieves passport and visa requests from SIA, using Government provided shuttle buses.

Labor Category: Program Assistant II

In addition to the duties of the Program Assistant I, the Program Assistant II uses greater judgment and initiative to determine the approach or action to take in non-routine situations, interprets and adapts guidelines, including unwritten policies, precedents, and practices, which are not always completely applicable to changing situations.

Duties include or are comparable to:

- Composes non-standard correspondence on administrative, procedural and policy matters for GTM’s approval;

- Processes routine and non-routine training requests for individuals and groups following and interpreting SOPs and established policies;

- Maintains records and files in accordance to established timelines, policies and procedures;

- Performs complex data entry using a variety of proprietary and non-propriety applications (e.g., Student Information

System, MS Office Suite, etc.);

- Anticipates and prepares materials as needed for conferences, correspondence, appointments, meetings, telephone calls, etc., and informs GTM on matters to be considered;

- Reads and interprets publications, procedures, regulations, and directives; acts on, or escalates matters of importance;

makes recommendations for process improvements and updates;

- Reviews, drafts, and edits technical and non-technical documents, reports, summaries, or replies to inquiries, selecting relevant information from a variety of sources.

Labor Category: Administrative Assistant

Duties include or are comparable to:

In addition to all Program Assistant duties this position provides administrative support to government staff with office management responsibilities to include budgeting, personnel records, payroll and timekeeping, contracting, and evaluation. Provides support for budget, procurement, and evaluation functions for an assigned division or portfolio, uses agency systems as needed. The Administrative Assistant may be required to work independently on projects requiring research and preparation of briefing charts and other presentation materials.

Management Support Labor Categories:

Labor Category: Accounting Clerk

Duties include or are comparable to:

- Maintains journals or subsidiary ledgers of an accounting system and balances and reconciles accounts;

- Reviews invoices and statements, verifies information, ensures sufficient funds have been obligated, and if questionable, resolves with the submitting unit determining accounts involved. The review will include coding transactions and processing material through data processing for application in the accounting system;

- Analysis and reconciliation of computer print-outs with operating unit reports (contacts units, researches causes of discrepancies, and takes action to ensure that accounts balance);

- GTM provides suggestions for handling unusual or non-recurring transactions;

- Conformance with requirements and technical soundness of completed work are reviewed by the GTM or are controlled by mechanisms built into the accounting processes;

- Develops and analyzes data reports for COR and team leads to support components' financial planning;

- Tracks outstanding payments to ensure funds are de-obligated as needed;

- Creates and maintains detailed spreadsheets tracking invoices that require manual input within the financial system;

- Provides daily assistance to students, clients, and vendors on the resolution of payment questions, issues, and disputes.

Labor Category: Business Operations Specialist I

Duties include or are comparable to:

- Analyzes established and existing processes and suggests methods for streamlining and improving operations; and update SOPs for the administrative unit;

- Contributes to the formulation of the annual and mid-year financial plans; develops data, reports, and draft narrative justifications in support of financial planning;

- Sets up and maintains detailed spreadsheets to monitor, track and project funding;

- Prepares budget and financial documents and transactions including, but not limited to travel authorizations and vouchers, requisitions, reimbursements, and honoraria;

- Monitors spending, generates reports from the financial system, and prepares budget reports, charts, grafts and presentations;

- Creates and maintains spreadsheets and databases for status tracking of contract positions, including status of pending requests and time off;

- Works closely under the direction of the COR to support contract administration responsibilities;

- Ensures contract status documents are maintained in a current and accurate manner; maintains COR e-filing system;

- Manages assigned tasks in accordance with approved internal processes;

- Establishes and updates reference documents, work instructions, and process maps/flowcharts;

- Handles confidential and/or personnel sensitive material and information with tact and discretion;

- Provides program support to FSI Components and their divisions, programs, and courses.

Required Qualifications:

- Bachelor’s degree and one (1) year of experience working in an office environment or five (5) years of experience performing work in support of federal budget processes or in support of federal contract administration;

- Strong experience in Microsoft Excel functionalities including but not limited to utilizing pivot tables, formulas, and data connections; database and spreadsheet management experience required;

- Strong experience in Microsoft SharePoint functionalities including but not limited to creating and managing document libraries, lists, and workflows.

Labor Category: Business Operations Specialist II

Duties include or are comparable to:

Required Qualifications:

- Bachelor’s degree and three years’ experience working in an office environment or seven (7) years of experience performing work in support of federal budget processes or in support of federal contract administration.

Labor Category: Budget and Fiscal Operations Support Analyst

Duties include or are comparable to:

- Develops financial analysis of FSI operations as a basis for reporting to and advising FSI management on possible actions to obtain the best possible use of resources;

- Analyzes financial plans submitted by Schools and Offices and advises on allocation of funds to FSI Schools and Offices in relation to their approved financial plans;

- Recommends and develops courses of action in response to funding reductions or potential future funding reductions, analyzing possible allocations and mission impacts;

- Applies knowledge and understanding of financial management principles, practices, methods and techniques, to manage financial resources and meet critical operational requirements;

- Knowledge of the laws/regulations governing federal funding, and the financial and budgetary relationships between subordinate and senior levels of financial management to interpret and assess the impact of new and revised Congressional legislation on the formulation and execution of funding;

- Recommends appropriate internal financial controls pertaining to the apportionment, transfer, allotment, disbursement and accounting of funds, in compliance with Congressional and OMB requirements regarding management control practices;

- Advises on the allocation of earned reimbursement and other funds to FSI Schools and Offices as it relates to their approved financial plans. Drafts reimbursement agreements between FSI and federal government agencies and foreign governments for which FSI provides training services; sets up arrangements for processing and collecting reimbursements;

drafts Congressional budget justifications; support the financial planning and budget formulation activities for the FSI annual budget.
