3. GENERAL TECHNICAL SPECIFICATIONS
BOILER CONVERSION at Consulate General in MARSEILLE 21
3.1. CHOICE OF MATERIALS AND PRODUCTS
3.1.1. General informa on
All materials u lized must adhere to French standards (AFNOR) and possess either the "CE marking" or
"NF marking" if they lack a European standard or a valid technical opinion. The use of materials must comply with prevailing regula ons and standards. If, for any reason, a material or construc on process isn't covered by a standard or technical opinion, the Project COR, guided by their Control Office's advice, holds sole authority to determine its use. In all instances, materials employed must be of top quality.
The selec on of equipment and materials must consider:
The nature of the distributed fluid and its seasonal varia ons, The environnement (terrain type, premises traversed, etc.), Service and opera onal condi ons (pressure, temperature, etc.).
Prior to any procurement and implementa on, the contractor must seek prior approval from the Project
COR for:
The list of materials they intend to u lize, Detailed informa on regarding the origin, physical, chemical, and mechanical proper es of each material, validated by a laboratory, enabling verifica on of their conformity to standards.
To mi gate maintenance and upkeep issues, special a en on will be paid to the geographical origin when selec ng materials or equipment.
All materials and equipment used must comply with various decrees and orders concerning the classifica on of materials based on their fire behavior. Their selec on will also consider the fire hazard associated with the elements or parts of the construc on in which they are u lized.
Note: The use of asbestos‐based materials is strictly prohibited. It is emphasized explicitly that no excep ons will be granted on the construc on site.
If the contractor proposes materials from brands other than those men oned as examples in the
"Descrip on of Works" chapter, these alterna ve materials must match in quality, technical characteris cs, aesthe cs, and dimensions, and must be approved by the Project COR.
If the Project COR do not agree to the proposed alterna ve materials, the contractor shall:
Install the equipment and materials specified in the original project.
At their own expense, modify any necessary works resul ng from modifica ons made by the contractor.
The installa ons must be delivered with all specified accessories, even if they are not explicitly listed in the es mate or in the schedule. The installa ons must comply with all regula ons in force at the date of the
BOILER CONVERSION at Consulate General in MARSEILLE 22 offer. If new regula ons are published between the dates of the offer and execu on, the contractor must immediately provide cost es mates and propose implementa on of the new provisions according to the modali es of their applica on.
3.1.2. Equipment Selec on
The characteris cs to be achieved must adhere to the tolerances established by regula ons, standards, professional guidelines, or manufacturers.
The opera on of the installa on must remain consistent under regula on control and must simultaneously maintain, within the limits of thermal loads compa ble with equipment capaci es, temperatures within plus or minus one degree of the set value, and flow rates within plus or minus 5%.
These tolerances apply unless addi onal specifica ons are provided elsewhere in this document.
It is clarified that the admi ed tolerances apply solely to defining the stability of the installa on's opera on and must not be used in calcula ng minimum characteris cs.
The calorific powers represent useful powers that must be effec vely supplied by each heat exchanger to the treated fluid.
The losses specific to each heat exchanger, not transmi ed to the treated fluid, must also be considered addi onally for defining the net power and determining the device.
The same principles apply to losses due to transmission in pipelines or ducts, as well as to air leaks through the walls of ducts and elements of the installa on.
The installed equipment must strictly adhere to the minimum specified characteris cs, as well as to the brands, types, and characteris cs of the defined equipment.
3.1.3. Corrosion Protec on:
All components of the installa on made of non‐galvanized ferrous metals, including clamps, ducts, hea ng bodies, and various casings, must undergo an ‐rust treatment either at the manufacturer's premises or on‐site before or immediately a er installa on (two coats of an ‐rust paint), regardless of whether they are insulated or not.
Elements of the installa on placed outside the building will be designed and fixed for permanent opera on outdoors and must comply with the latest edi on of the rules defining the effects of snow and wind on construc ons.
BOILER CONVERSION at Consulate General in MARSEILLE 23
They will be made of stainless materials such as stainless steel, zinc, etc., or will have received effec ve metallurgical treatment against corrosion. The fastening elements for these various parts ‐ screws, bolts, nuts, etc. ‐ must also allow for disassembly for possible repair.
3.2. ACOUSTIC REQUIREMENTS
The installa ons must be designed to limit noise levels generated by equipment, especially burners, fans, and pumps.
Before commencing any work, the installer must provide the acous c characteris cs of all noise‐ genera ng equipment and specify the measures they intend to take to achieve the sound levels required by regula ons and in the "Calcula on Basis" sec on within the following limits:
The indicated sound levels apply only to the equipment of this lot; therefore, measurements will be taken when the area is unoccupied and equipment not pertaining to this lot is not in opera on.
The increase in sound intensity produced by equipment of this lot must not exceed the minimum value of the ambient noise by more than:
o 5 dB (A): during the day (7 am to 10 pm) o 3 dB(A): during the night (10 pm to 7 am)
Addi onally, the following provisions must be taken into account:
Technical equipment capable of genera ng and transmi ng vibra ons will be placed on floa ng mounts.
Bases, seats, or support frames will be isolated from the building structure using an ‐vibra on mounts.
Pipes and ducts will be decoupled from structures, especially when passing through walls and floors (using sleeves). Those prone to transmi ng vibra ons will be equipped with elas c sleeves and fixed using an ‐vibra on clamps or special elas c supports.
Fixing clamps will be of the an ‐vibra on type.
The selected plumbing fixtures must have received CSTB (Scien fic and Technical Centre for
Building) classifica on from an acous c perspec ve.
Furthermore, all measures will be taken to eliminate the transmission of airborne noise between rooms through pipes and ducts in par cular. If material selec on alone is insufficient to meet these condi ons, the selected equipment must be equipped with acous c silencers or soundproofing devices.
The assessment of ambient noise levels must be conducted in cases where specific issues are expected to arise on‐site. No addi onal costs should result from this as the company will have examined this issue before submi ng its offer.
BOILER CONVERSION at Consulate General in MARSEILLE 24
During implementa on, the company must provide all informa on and detailed calcula ons demonstra ng that a enua on elements have been calculated to achieve the required condi ons. Any a enua on device must be selected to minimize pressure drop.
The company must have an acous c measuring device capable of octave band spectral analysis and, a er adjustments and commissioning of the ven la on installa ons, conduct a control campaign in all rooms.
These measurements will be recorded before the acceptance of the installa ons.
In case of issues, the company will rec fy the problems at its own expense.
3.3. PIPES
The routes of the pipes will be designed to preserve the aesthe cs of the rooms where they are visible.
All pipe routes and layouts will be subject to approval by the Project Management before implementa on.
All pipes, regardless of their type (fall pipes, main supplies, distribu on feeds, whether made of cast iron, steel, PVC, or copper), must be sufficiently spaced from the walls to allow for pain ng work around their perimeter and their removal and replacement without damage. All necessary precau ons will be taken at expansion joints to prevent deforma on or rupture of the pipes.
It is clarified that pipes passing through false ceilings or enclosed in ducts must have undergone all pressure tests before pain ng them and installing insula on.
The quality of these pipes must correspond to the specific requirements of their routes.
3.3.1. Steel Pipes
Quality:
For the transport of hot hea ng water or chilled water, the pipes used will belong to either:
the series known as "welded steel pipe, threadable" (formerly commonly referred to as tariffs 1 and 2) conforming to standard NF A 49.145 and NF EN 10255 W type L for diameters up to diam.
40/49 inclusive and for temperatures ranging from ‐10°C to 110°C.
the series known as "seamless steel pipe" (commonly referred to as tariff 10) conforming to standard NF A 49‐112 for any diameter and for temperatures ranging from ‐10°C to 200°C.
For the transport of gas, non‐buried pipes will belong to:
BOILER CONVERSION at Consulate General in MARSEILLE 25 the series known as "seamless steel pipe" conforming to standard NF A 49.115 (commonly referred to as tariff 3).
Implementa on Precau ons:
The pipes will be:
Installed with sufficient spacing for insula on removal, Non‐obstruc ve to doors and openings, Sloped sufficiently to allow for air purging and complete draining, Without sagging or reverse slope, With free expansion, either by layout or by expansion loops, without abnormal fa gue and noise, Designed for a good balance of circuits with water flow without noise or water hammer, Posi oned with aesthe c concern, parallel and plumb, whenever technical condi ons do not hinder it.
All high points will be equipped with isolable automa c air vents, supplemented with manual vents with capped valves brought to human height.
All low points will be equipped with capped drain valves.
Assembly:
Hot water for hea ng:
PN DN Assembly
< 10 bars < DN 50 By screw union fi ngs in cast iron or welding
< 10 bars > DN 50 By flanged connec ons welded or by welding
> 10 bars All DN By welded flanged connec ons or by welding
Each cut or sec on of pipe will be carefully deburred and chamfered before connec on. When two sec ons are welded end to end, the ends will be chamfered. Removable assemblies will preferably be made by flanged connec ons. Removable threaded assemblies will be below DN50 and made using tapered threaded connec ons (union fi ngs). The sealing of threaded connec ons will be done using hemp fiber with paste. Teflon tape will only be tolerated for the assembly of accessories other than piping elements, valves, pumps, and any component affec ng the transport network. Any threaded joint must be easily accessible. Flange assemblies will be made using flanges conforming to French standards and will be of the type with socket‐welded collars. The flanges must be of the tongue‐and‐groove type. Removable connec ons will be used on valves, on equipment such as coils, etc., and wherever components that may need to be inspected or replaced require removable fi ngs.
BOILER CONVERSION at Consulate General in MARSEILLE 26
Gas:
The type of fi ngs will be specified before interven on: mechanical or welding; the welding method will be specified. All work carried out on gas installa ons will be performed by personnel holding the appropriate qualifica on.
Cold water:
The pipes serving the makeup or filling of the hea ng systems and located downstream of the pressure reducing zone with controlled reduced pressure will be made of steel and will comply with the same execu on constraints as the hea ng network. Upstream, they will comply with the specifica ons of the
"Plumbing" lot.
Branch fi ngs:
Up to DN 40 and for temperatures < 110°C, the pipes may be bent.
Beyond DN 40 or temperatures > 110°C, special welding elbows conforming to standard NF A
49.186 will be used.
Types of supports:
There will be three types of supports:
Fixed point supports capable of withstanding lateral forces and able to ensure:
o Holding a collector in a neutral posi on capable of expanding on both sides of the support, o Immobiliza on of pipes subject to a ground effect (an vibra on sleeves);
Guide supports allowing the collector to expand while maintaining its lateral posi on. This type of support will be located in straight sec ons; it maintains alignment.
Bearing supports allowing the collector to move laterally and longitudinally while providing support.
These supports will be located near bends and will absorb deforma ons due to expansions caused by temperature varia ons of the transported fluid.
The supports will be painted with rust inhibitor (2 coats) and coated with two coats of glycerophthalic paint: safety yellow color.
Arrangement of supports:
BOILER CONVERSION at Consulate General in MARSEILLE 27
Nominal diameter Horizontal spacing Ver cal spacing
10 mm Every 1,00 m Every 1,50 m
12 to 15 mm Every 1,20 m Every 1,80 m
20 to 25 mm Every 1,80 m Every 2,50 m
32 to 100 Every 2,50 m Every 2,50 m
These spacings must be reduced:
Near elbows, Near devices such as valves.
All support devices must allow free expansion and con nuity of any thermal insula on while respec ng acous c criteria.
Insula ng rings will be placed between the tubes, supports, and clamps.
The MUPRO type fixing system will be accepted, with a two‐part screw clamp, welded nut, threaded rod, insula on shells in con nuity with the pipe insula on, with galvanized distribu on plate between the clamp and the insulator for guide supports.
Compensa on Devices:
The company must provide the necessary devices for the free expansion of the pipes (compensators, loops, guides, fixed points), without joint fa gue and noise.
Compensators should be avoided as much as possible. In all cases, loops and expansion bends should be preferred over compensators.
Compensators, in addi on to their proper func oning, must ensure perfect ghtness and can only be used for low‐temperature (< 110°C), low‐pressure (P < 4 bars) hot water. Beyond that, only loops and expansion bends will be used.
The company will be required to provide a wri en guarantee of the ghtness of the provided devices.
The shaping of the waves should not cause any cracks.
The Supervising Engineer reserves the right to subject the compensators to radiographic examina on.
Before installa on, the contractor will submit to the approval of the Supervising Engineer the selected compensa on devices as well as the layout plans and corresponding calcula ons.
Conduits:
BOILER CONVERSION at Consulate General in MARSEILLE 28
All pipes passing through walls, par ons, or floors must be protected by rigid plas c tube conduits of appropriate dimensions.
Through an expansion joint, the conduits must be separate on each side of the joint and have a sufficient sec on to allow for pipe movement perpendicular to their axis.
The conduits must not be destroyed or deformed by temperature, or the loads applied by the pipes.
The conduits must allow for the free expansion of the pipes either parallel or perpendicular. They must not be obstructed by plaster or cement. The conduits between rooms or between rooms and technical sha s must be acous cally insulated and must not allow air infiltra on or compromise the air permeability of the buildings. For this purpose, they must be durably packed with a material preven ng sound and air transmission.
Thus, at each passage through a floor or ceiling, the conduit will be filled with bituminous felt or a resilient foam strip and/or supplemented by injec on of single‐component, low‐expansion polyurethane foam. The openings or incorpora ons will be filled with concrete, resin, or cement mortar.
Wall or par on penetra ons, especially for entries into technical sha s, will be treated in the same manner.
Inside the wall penetra on, apply a plasto‐elas c acrylic sealant joint extruded on a toric or rectangular seal in closed‐cell expanded polyethylene foam.
On the outside of the wall penetra on, apply an extruded PU or silicone sealant joint on a toric or rectangular seal in closed‐cell expanded polyethylene foam.
In horizontal penetra ons, they are flush with the wall surface. In ver cal penetra ons, they are flush with the ceiling and extend about 10 cm above the floor level (finished level).
Equipoten al Bonding:
Steel pipes must be connected to the main protec ve conductor. Equipoten al bonding will be ensured along the en re length of the installa on.
In the presence of electrical equipment on a sec on, this equipment must comply with standard NF C
15.100.
Flow Rates:
Flow rates must be determined so as not to generate fluid circula on noise. The linear pressure drop coefficient J shall not exceed that specified in the "Calcula on Basis" sec on.
BOILER CONVERSION at Consulate General in MARSEILLE 29
Pain ng:
All black steel pipes, supports, and accessories will be completely covered with two coats of an ‐rust paint. Each coat will be of a dis nct color. Pipes, accessories not insulated, and supports will then receive two coats of glycerophthalic finishing paint in conven onal shades.
The treated surfaces will be brushed and degreased beforehand.
Cleaning and Flushing of the Installa on:
During the construc on, temporarily open pipes will be protected by temporary plugs to prevent the introduc on of foreign bodies.
Before star ng up the installa on, hydraulic circuits will be cleaned and flushed.
All low points will have been operated and flushed.
A er flushing, the sieve filters will be rinsed, cleaned, and reassembled.
The final filling with water and air purging will be carried out systema cally. The pressure integrity of the network and the make‐up will be closely monitored.
3.3.2. Copper Pipework
The tubes used shall conform to the NF EN 1057 and NF EN 13349 standards, rigid, annealed, and supplied in bars.
They shall have a thickness of 1 mm up to and including diameter 52, and 1.6 mm above that.
Installa on precau ons:
Pipework shall be:
Posi oned with sufficient spacing for the removal of the insula on, Not obstruc ve to…
