About this file
This is a Questions and Answers document for a janitorial services contract for the San Salvador Embassy Compound and Official Residences.
The contract covers comprehensive janitorial services including daily cleaning, weekend and holiday coverage (Volcano Grill, Sallyports, Local Guard Barracks), and specialized services such as carpet deep-cleaning, elevator cleaning (interior and exterior), and IT equipment area cleaning. Weekend and holiday cleaning must be completed before facility opening times, with employees not required to remain on-site afterward. Special event cleaning and post-construction cleaning services are contracted separately through additional orders. The vendor must maintain full operational capacity from contract commencement, with a 2-3 month personnel replacement timeframe to accommodate security clearance processing (1-2 months standard). Existing personnel security clearances remain valid until expiration for absorbed employees. DBA insurance must be obtained exclusively from Embassy-approved providers and added as a separate contract line item; for the final option period, full 12-month insurance costs apply despite the six-month service period. Cleaning products must be environmentally friendly. The vendor is responsible for transporting Embassy-provided bottled water throughout the compound. Salaries and benefits must comply with local Salvadoran law. Both U.S. and local holidays are observed per the contract. The most recent incumbent contract was 19ES6020D0007. Pre-proposal conference attendance is optional but includes facility tours. SAM registration is required for all vendors, and U.S. vendors without El Salvador representatives may coordinate with local Salvadoran companies for service delivery.
