To: Prospective Quoters Request for Quotation reference 19ES6025Q0019Subject:
Enclosed is a Request for Quotations (RFQ) for furniture reconfiguration at the Consular Section inside the American Embassy Compound in El Salvador. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
The Embassy intends to conduct a pre-quotation conference at the site. The pre-proposal conference will be held on Monday June 02 at 10.00am local time at the American Embassy San Salvador: Boulevard Santa Elena, Antiguo Cuscatlan, La Libertad, El Salvador. Prospective offerors/quoters should contact cotoab(Q)state.Qov no later than May 27, COB for additional information and to arrange entry to the building.
In order for a quotation to be considered, you must also complete and submit the following:

Offerors shall be registered in the SAM (System for Award Management) database at httDs://www.sam.aov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

SCOPE OF SERVICESI.
A. The Contractor shall furnish, deliver and install the following furniture and fixtures at the Consular Section located inside the American Embassy Compound in El Salvador: Boulevard Santa Elena, Antiguo Cuscatlan, la Libertad, El Salvador, in accordance with the specifications and terms and conditions set forth herein.
1. GENERAL INFORMATION
1.1. Description
The project involves improving and optimizing the space to create additional workstations for colleagues processing documents. This will require a reorganization of the layout, including the replacement of existing furniture. The scope of work includes, but is not limited to:
■ Create a new cubicle for the ACS Chief using tall system furniture panels, combining clear glass tiled panels stacked on top of solid panels (not higher than 42" AFF).
■ Install four new 36" wide 3-drawer lateral file cabinets.
■ Provide and install newly procured standard 53 benching style workstations, with center partitions.
■ Provide and install 5 privacy dividers on the end of each row of benches in Section 2.
■ Provide and install newly procured standard 3 L-shape style workstations.
■ Provide and install 3 private office furniture workstations
■ Provide and install partitions to create three workstations in the reception area, as well as 2 tall filing cabinets for office supply storage.
1.2. Existing Utilities
The Contractor shall verify actual locations of all placed utilities and shall coordinate with the Contracting Officer's Representative (COR) regarding any future planned utility installations that affect the work.
Coordination of all site work on the project, including utility work, is the responsibility of the Contractor.
It is the Contractor's responsibility to confirm the specific locations of the existing utilities and to design and construct new utility services for the works described herein.
Contractor shall furnish all adequate equipment, materials, parts, qualified labor, supervision, management, tools, transportation, incidental engineering, and other items necessary to provide the services outlined and described in this Scope of Work (SOW), project specifications and drawings at the U.S. Embassy, San Salvador, El Salvador.
The Information provided in this SOW is intended to guide furnishing and reconfiguration of the space by establishing existing conditions and desired character, appearance, and function of the required facility system.
The work includes all specifications provided in this document. The Contractor shall be responsible for all the labor, materials and equipment required for all jobs described.
The entire project must be completed on-site and ready for use no later than 150 days from the contract award. The Contractor is required to install furniture on designated days over a span of 4 weeks. During this period, the Contractor must be prepared to store the furniture and deliver it to the Embassy in multiple phases. The Contractor should have the capability to store the furniture in their warehouse until the installation areas are prepared and ready for the furniture delivery.
1.3. Submittals
All materials, equipment and personnel (workmanship) shall be submitted to the COR for approval prior to the beginning of each phase of work, proof of the compliance with the specifications shall be presented. Submittals shall be, but not limited to: Preconstruction Submittals, Product Data, Certificates, Design data. Samples, Shop drawings. Test Reports, etc.
2. SPECIFICATIONS
2.1. Furniture requirements:
■ Overall objective of the new system furniture:
● Commercial grade
● Fligh quality, low maintenance
● Easily adaptable with minimal effort as the facility evolves
● Utilize the spine wall for power and telecommunications distribution
● No furniture element can be higher than 42" AFF to maintain unobstructed line-of- sight coverage
2.2. Industry standards and testing:
Must meet either Underwriters Laboratory (UL) or Conformite Europeenne (CE) standards safety ce certification marking on it.standards. Product should have

Must meet full UL 1286 rating at 250V/50HZ and 125V/60Flz.
All upholstered furniture shall bear the Upholstered Furniture Action Council (UFAC) label with certification that the furniture is constructed in accordance with UFAC methods to provide cigarette ignition resistance. When non-U.S. furniture purchase is necessary, standards compatible with U.S.
testing procedures shall be followed to maintain the fire protection features of the building. Refer to OBO FIRE code. Chapter 9, section 805.4.
Panel fabric must meet ANSI/BIFMA panel system standards.
All wood casegood & workstation furniture shall meet ANSI/ AWI 400 Premium Grade Factory Finishing requirements. Wood veneer shall be ANSI FIP-1 Grade AA.

2.3. Acoustics:
■ Panels shall have acoustic properties or materials to assist with noise control and reduction.
2.4. Sustainability of Furniture:
■ Furniture should be sustainable to improve indoor air quality and reduce chemical exposure. Request manufacturer's sustainability documentation of recycled Post consumer and Post-industriai/Pre-consumer content, low emissions of volatile organic compounds (VOCs) into indoors.
■ Must meet ANSI/BIFMA Certified Level 2, minimum.
2.5. Telecommunications - Pathways & Connections:
Pathway within furniture supporting both electrical and telecommunications cabling must be minimally sized as 2" wide by T high and include a ferrous barrier to separate power and telecommunications cables. Base telecom cable raceway must include a minimum of 2.5" of pathway height and 2" of pathway width to comply with cable bend radius requirements.
"Whip" conduits are utilized to connect telecom cables from the wall to systems furniture. A one-inch (1") conduit pathway connecting to system furniture will support a maximum of eight (8) telecom cables.
Two (2) recessed, integrated telecommunication outlets shall be required for each workstation.
Outlets located on each side of a single panel or spine shall be offset from one another.
One (1) telecom receptacle configured with one (4) CAT 6 receptacles in compliance with the ANSI/TIA/EIA T-568A wiring scheme.
One (1) telecom quad receptacle configured with one (4) CAT 6 receptacle in compliance with the ANSI/TIA/EIA T-568A wiring scheme and two (2) 50/125 SC fiber connectors.
2.6. Electrical - Raceway & Wiring Configuration:
Electrical cable raceway requires a minimum of 2.5 inches of pathway height and
2.0 inches of pathway width to comply with cabling requirements.
Receptacle configuration for all furniture must be provided with host country utilization voltages.
For 220V/50HZ installations receptacles shall utilize NEMA 6-20R receptacles, UL rated at
250V/50HZ.
For llOV/GOFIz installations receptacles shall utilize NEMA 5-20R receptacles, UL rated at
125V/60HZ.
Electrical configuration shall utilize a 4+4+2 wiring:
Four (4) 20-AMP circuits, non-directional 10 wire configuration: four hots, four neutrals (12 AWG), two grounds.
An alternate 4+2+2 wiring configuration may be considered for specific projects: Four (4)20- AMP circuits, non-directional 8 wire configuration: four hots, two neutrals (10 AWG, 35A rated), two grounds.
Power must be factory assembled UL rated wiring harness (in-feed or whip) to connect the power.

3. SAFETY
In the interest of occupational safety and health, perform the work in accordance with the latest version of U.S. Army Corps of Engineer's Safety and Heath Manual EM 385-1-1, all sections and applicable articles to the work being performed, including but not limited to:
Section 2 Sanitation: Housekeeping, Drinking Water, Waste Disposal, etc.
Section 3 B, First Aid Kits.
Section 5 Personal Protective and Safety Equipment.
Section 8: Accident Prevention Signs, Tags, Labels, Signals, Piping System Identification, and
Traffic Control Section 13, Hand and Power Tools.
4. CLEANING
All intervened areas must be cleaned. All trash and debris resulting from all work must be removed outside the compound limits. The use of the embassy's trash containers wil l be prohibited. The area shall be left free of any signs of intervention. The COR must approve that the area is completely clean before the contract is complete.
5. AS-BUILT DRAWINGS
Upon competition of the work the contractor shall submit the as-built drawings which shall be a record of the construction as installed and completed by the contractor. They shall include all the information shown on this document and a record of all deviations, modifications and all additional work or changes not appearing in the original drawings.
6. WARRANTY
A minimum 3-year warranty period is expected for systems and casegoods furniture. A three-year warranty shall be extended to the US Embassy, San Salvador for all installation and workmanship for all activities described within the scope of work. The warranty period will begin after all work has been accepted by the COR. The contractor shall provide the US Embassy, San Salvador, with a copy of the warranty this a point of contacts for any warranty issues. Warranty issues must be responded to within 24 hrs from the time of notification. Within 60 days of warranty expiration the contractor shall conduct a warranty inspection jointly with the COR to ensure there are no warranty defects prior to the warranty's expiration.
B. Bidder must include all costs: transportation, labor, equipment, tools, etc. associated with the removal of current furniture, assembling the new items, delivery and installation to the end user location.
C. Bidder shall provide full specifications and pictures of the quoted furniture in their proposal.
D. The bidder shall specify the expected delivery timeframe for the furniture, ensuring it aligns with the overall project schedule.
E. Ten years of demonstrated experience as a provider of office furniture and installation of fixtures.
F. Bidder must have demonstrated business experience providing products or services to government or non governmental organizations in El Salvador.
G. Bidder must be at least a ten-year permanent local company to ensure warranties to be resolved promptly at site.
H. Must demonstrate experience in deliveries to El Salvador under Delivery Duties Paid terms; diplomatic custom clearance does not apply to this purchase.
NOTE:To ensure accurate proposals, bidders are required to attend the site visit to verify area measurements and to participate in discussions and address any questions related to this Statement of Work
II. PRICING.
This is a firm-fixed price type of purchase order/contract.
All prices are in USD.
Value Added Tax (VAT) is not applicable to this contract and shall not be included in the CLIN rates or invoices because the U.S. Embassy has a tax exemption certificate from the host government.
The prices listed below shall include all labor, materials, overhead, profit, transportation necessary to deliver and install the required items within 4 months after the day of contract award to:

(d) Comptroller General Examination of Record. TAX ON CERTAIN FOREIGN PROCUREMENTS—NOTICE AND REPRESENTATION (FEB 2021)52.229-12
(a) Definitions. As used in this clause— Foreign person means any person other than a United States person.
United States person, as defined in 26 U.S.C. 7701(a)(30), means-
(1) A citizen or resident of the United States;
(2) A domestic partnership;
(3) A domestic corporation;
(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C. 7701(a)(31)); and
(5) Any trust if-
(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and
(ii) One or more United States persons have the authority to control all substantial decisions of the trust.
(b)This clause applies only to foreign persons. It implements 26 U.S.C. 5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.
(c)
(1) If the Contractor is a foreign person and has only a partial or no exemption to the withholding, the
Contractor shall include the Department of the Treasury Internal Revenue Service Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, with each voucher or invoice submitted under this contract throughout the period in which this status is applicable. The excise tax withholding is applied at the payment level, not at the contract level. The Contractor should revise each IRS Form W-14 submission to reflect the exemption (if any) that applies to that particular invoice, such as a different exemption applying. In the absence of a completed IRS Form W-14 accompanying a payment request, the default withholding percentage is 2 percent for the section 5000C withholding for that payment request.

(2) If the Contractor is a foreign person and has indicated in its offer in the provision 52.229-11, Tax on Certain Foreign Procurements—Notice and Representation, that it is fully exempt from the withholding, and certified the full exemption on the IRS Form W-14, and if that full exemption no longer applies due to a change in circumstances during the performance of the contract that causes the Contractor to become subject to the withholding for the 2 percent excise tax then the Contractor shall-
(i) Notify the Contracting Officer within 30 days of a change in circumstances that causes the Contractor to be subject to the excise tax withholding under 26 U.S.C. 5000C; and
(ii) Comply with paragraph (c)(1) of this clause,
(d) The Government will withhold a full 2 percent of each payment unless the Contractor claims an exemption. If the Contractor enters a ratio in Line 12 of the IRS Form W-14, the result of Line 11 divided by Line 10, the Government will withhold from each payment an amount equal to 2 percent multiplied by the contract ratio. If the Contractor marks box 9 of the IRS Form W-14 (rather than completes Lines 10 through 12), the Contractor must identify and enter the specific exempt and nonexempt amounts In Line 15 of the IRS Form W-14; the Government will then withhold 2 percent only from the nonexempt amount. See the IRS Form W-14 and its instructions.
(e) Exemptions from the withholding under this clause are described at 26 CFR 1.5000C-l(d)(5) through (7). Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS.
Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue.

(1) Included in the contract price; nor
(2) Reimbursed,
(g) A taxpayer may, for a fee, seek advice from the Internal Revenue Service (IRS) as to the proper tax treatment of a transaction. This is called a private letter ruling. 652.215-70 EXAMINATION OF RECORDS
(a) With respect to matters related to this contract or a subcontract hereunder, the Department of State Office of the Inspector General, or an authorized representative, shall have upon request:
(1) Complete, prompt, and free access to all Contractor and Subcontractor files (in any format), documents, records, data, premises, and employees, except as limited by law; and
(2) The right to interview any current Contractor and Subcontractor personnel, individually and directly, with respect to such matters.
(b) This clause may not be construed to require the contractor or any subcontractor to create or maintain any record that the contractor or subcontractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(c) The Contractor shall insert a clause containing all the terms of this clause, including this paragraph fcT in all subcontracts under this contract other than acquisitions described in Federal Acquisition Regulation 15.209(b)(1).

The Contractor shall use a photocopy of this contract as evidence of intent to export. Final proof of exportation may be obtained from the agent handling the shipment. Such proof shall be accepted in lieu of payment of excise tax.
