Question & Answers – Q&As

The Embassy of the United States of America in Quito, Ecuador conducted a pre-proposal conference and site visit on June 17, 2026, at 14:00 at the MSG Residence. Two firms participated.

The questions and answers below are responses to the inquiries received. Prospective bidders had the opportunity to submit questions to the Embassy regarding this solicitation. The questions were submitted via e-mail to: QuitoContracts@state.gov

1.Could you kindly confirm the anticipated number of Marines to be supported under this requirement, as well as the approximate daily meal volume expected?

• Regular personnel supported: 8 Marines

• Surge capacity: Occasionally 9 Marines

• Meals required (Monday–Friday): 3 meals per Marine per day o Breakfast o Lunch o Dinner

• Weekend support: Chef will prepare meals in advance (typically on Friday) for Marines to heat and consume over the weekend.

2.Would you be able to provide the MSGR location so that offerors may accurately assess transportation and logistical considerations associated with the performance of the work?

The MSGR is located within the Quito Embassy Compound at Avigiras E12-170 y Av. Eloy Alfaro.

3. Section 1.2.2 (Page 8) indicates a standard work schedule of 7:30 a.m. to 4:30 p.m. (40 hours per week), while Section 2.a.i (Page 23) references dinner service between 5:00 p.m. and 7:30 p.m.

Could you please clarify how the Government envisions the dinner service requirement to be fulfilled within the proposed schedule? For example, should meals be prepared in advance for later service, or should offerors anticipate an alternative staffing schedule?

Meals should be prepared in advance for later service.

4. Our understanding from the solicitation is that food products are purchased separately by the

Government/MSG Mess personnel, while the contractor is responsible for meal preparation and related support services.

Could you please confirm whether food procurement costs are excluded from the contractor's scope and pricing, and that the quotation should reflect labor and associated service costs only?

Food procurement costs are excluded from the contractor’s scope and pricing.

mailto:QuitoContracts@state.gov

5.We noted that Block 8 of the SF-1449 references a submission deadline of June 29, 2026 at 12:00 local time, while the SAM.gov posting references at 2:00 p.m. EDT.

Could you kindly confirm the official proposal due date, time, and applicable time zone for submission?
