About this file

This document is a Questions & Answers (Q&As) document for Request for Quote (RFQ) No. 19EC7525Q0007 for Travel Management Services at the American Embassy in Quito and American Consulate in Guayaquil, Ecuador. The Q&As address three key points: internet provider requirements, proposal submission format, and staffing transitions. For internet services, the contractor can propose a provider subject to Embassy evaluation, with Telconet noted as the current provider. Electronic proposal submissions are acceptable, with specific requirements including file formats (MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe PDF), a maximum file size of 25MB, and separate technical and price proposal files to be emailed to QuitoContracts@state.gov. Regarding staffing, the document indicates that current staff have the right of first refusal, and the new contractor must provide sufficiently trained staff to perform the contract.

QUESTIONS & ANSWERS – Q&As

RFQ NO. 19EC7525Q0007

TRAVEL MANAGEMENT SERVICES AT THE AMERICAN EMBASSY IN QUITO AND

AMERICAN CONSULATE IN GUAYAQUIL, ECUADOR

The following are the questions and answers document for the reference solicitation:

1. Internet provider Should we be awarded the contract, could you please inform us which internet service providers would be authorized for use within the Embassy?

Internet service providers are responsibility of the company performing the work at the Embassy, Contractor can propose the internet provider, and Embassy will evaluate if feasible due to connection details, for easy reference the current internet provider is Telconet.

2. Proposal submission format

On page 64, section 1.2.10., it is stated that we must submit one original and three copies of our proposal. Should we proceed in this manner, or would an electronic submission be sufficient?

Electronic format quotations suffice. Your quotation must be submitted electronically to email: QuitoContracts@state.gov by email. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 25MB. If the file size should exceed the 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each.

Separate files with the technical proposal and price proposal must be sent.

3. Assigned staff and potential transitions We understand the requirements regarding the staff we will assign to the Embassy. However, we would appreciate your guidance in the event that an individual currently working with the incumbent travel service provider at the Embassy wishes to apply to our company to continue performing their duties there. Would this be acceptable to you?

Yes, the current staff have the right of first refusal. Contractor must provide sufficiently trained staff to perform the contract.
