About this file
This is a Questions and Answers document for a federal structured cabling solicitation at American Embassy Nicosia (Solicitation No. 19CY6026Q0022).
The Q&A addresses 12 clarification inquiries regarding the West Office Structured Cabling project. Key technical specifications include: existing racks are standard 558.8 mm (22-inch) dimensions except for Rack 2, which is slightly wider; cassette layout locations and RU positions will be coordinated and approved by the Contracting Officer Representative during a Configuration Verification Meeting prior to installation. For fiber connectivity, offerors must provide 24-strand fiber cables in four runs (96 cores total) with FC/APC connectors, which are mandatory despite being non-typical; LC connectors are not acceptable. IP5x-rated rack mount patch panels are acceptable for CLINs 0001, 2, and 3 since the cabinet provides water resistance and the primary concern is dust protection. Patch panel labeling must identify cable routes by rack, elevation, and cassette position, with front-facing connections numbered 1-48 based on cassette slot positions. The solicitation includes CLINs for End-of-Row Architecture (CLINs 0004-0007) with specifications for vertical cable managers compatible with the existing racks, cable management accessories similar to Panduit NetRunner systems, and pre-terminated fiber and copper trunk cables. Regarding quantity discrepancies in the Bill of Materials, Attachment 7 should be referenced for accurate quantities; OM4 12-fiber plenum MPO trunks and Cat6A STP plenum copper trunks are specified with A-side and B-side configurations requiring 33 trunks each. All specifications remain subject to final review and adjustment during the site visit.

American Embassy Nicosia West Office Structured Cabling
Solicitation No. 19CY6026Q0022 Questions &Answers No. 1
1. Where shall we consider the empty rack or space in row 2 (19 Racks total) so that they align with row 1 (20 Racks total), as specified in the tender document (Rack xx faces Rack xx)? In row 1 there is one slightly wider rack within rack cable management (rack #2). The racks are not perfectly aligned because of this difference but there is overhead cabling tray between them.
2. What are the dimensions in millimetres, of each of the existing racks? Each rack is 558.8 mm (standard 22 inch rack) with the exception of rack 2 which is slightly wider and we can review at the verification meeting.
3. Do we correctly understand that the locations (RU position) of each cassette, will be coordinated and approved by COR, during the Configuration Verification Meeting prior to installation? Yes, the cassette layout can be reviewed during the site visit. The general idea is the left side of the quicknet patch panel is reserved for copper and right-side fiber.
4. In CLIN 0001, 2 & 3 please confirm that we will offer a 24 core fiber cable x 4 = 96 cores? Correct 24 strand fiber x4. The reason it can’t be 96 strand single run is because two of the pads have two separate outdoor cabinets that the connections need to be split into.
5. In CLIN 0001, 2 & 3 could we offer LC connectors instead of FC connectors, as FC connectors are obsolete? No FC/APC is a critical requirement and while not a typical connection it is still available.
6. In CLIN 0001, 2 & 3 could we offer IP5x rated rack mount patch panel as there isn’t an IP65 rated one? If yes, please provide dimensions, else please explain the type of installation required and how many terminations will be required per patch panel? IP5x is acceptable since it is already in a cabinet that is water resistant. The main concern is dust protection.
7. In CLIN 0004 & 5, please provide more info on the type of vertical cable managers required? The make and model of the 2 racks (Rack 2 and Rack 21) would greatly assist in providing the most suitable. There are a couple versions of racks and can be reviewed during the site visit.
8. In CLIN 0004 & 5, please provide more info on the kind or type of cable management accessories required. Something similar to Panduit’s NetRunnerTM vertical manager if compatible with these racks. If needed, the end of row racks could be replaced with a more suitable solution.
9. In CLIN 0004 & 5, please provide more info on the Labels and Markers required. Each cable bundle should be labelled to and from rack, elevation, and cassette position. On front of the patch panel each connection should be labeled with 1-48 based on its position in the cassette slots.
10. Please clarify the correct wording found under:
3.2 Data Center Structured Cabling – End-of-Row Architecture (CLINs 0004– 0007)
3.2.1 Architecture Overview highlighted for your convenience, at each point:
• Standard fiber racks: 1 × fiber cassette installed in slot 6 (ports 1–6 active); slots 2–8 left vacant for future expansion o Shouldn’t this be ‘’installed in slot 1’’ leaving 2-8 vacant?
o The cassette layout can be reviewed at the verification meeting.
Offerors can provide their professional opinions on how best to lay it out. The left 4 cassette slots copper, right 4 fiber. We may need a whiteboard to flush out the positions. As it comes into the end of row this would keep the positions the same and keep copper and fiber separated.
• Rack 3 — special fiber: 4 × fiber cassettes installed in slots 5-8 (ports 1– 24 active); slots 5–8 left vacant for future expansion o Shouldn’t this be ‘’installed in slot 1-4’’ leaving 5-8 vacant?
o This was based off labelling the left 4 slots 1-4 and right 5-8. 1-4 being copper 5-8 fiber.
11. In both CLIN0004 & 0005 – you mention "OM4 12-Fiber Plenum MPO Trunk – standard fiber racks to EoR ""A"", per Table 1 lengths (12 trunks)" in each CLIN, making a total of 24. We only count 13 in total in Table 1 – Pre-Terminated Trunk Lengths by Rack, please clarify. Attachment 7 should be used to derive quantities. Any BOM quantities provided should be considered an estimate and we can reviewed during the site visit.
12. In both CLIN0004 & 0005 – you mention "Cat6A STP Plenum Copper Trunk or equal – copper racks to EoR ""A"", per Table 1 lengths (33 racks)" in each CLIN, making a total of 66. We only count 33 in total in Table 1 – Pre-Terminated Trunk Lengths by Rack, please clarify. It would be a total of 33 for the A side and another 33 for the B side.
