3. SCOPE OF WORK

3.1 Outside Plant Fiber (CLINs 0001, 0002, 0003)

The Contractor shall supply and install 96-strand (4× 24-strand) single-mode OS2 fiber optic cable for each awarded run (East, Center, and/or West). Each run is independent and may be awarded separately. All runs shall be routed through the existing underground conduit system accessed via manholes.

Technical Requirements:

All outside plant fiber installations shall comply with the requirements set forth in Table REQ-1 (Attachment 6). The Contractor shall submit all required documentation per the acceptance criteria prior to procurement, installation, and final acceptance as indicated. Non-compliant materials shall be rejected and replaced at the Contractor's cost.

Environmental and Installation Rating: All OSP fiber cable shall be rated for installation in an underground conduit system accessed via manholes. Direct burial rating is not required. Cable shall be dry-core (gel-free) with water-blocking capability per IEC 60794-1-2 F5, as the manhole-access environment requires periodic cable handling during maintenance and future work. UV-stabilized PE outer jacket is required on all outdoor cable segments to protect against incidental UV exposure during installation pulls, manhole access, and future maintenance. All building entry/exit conduit penetrations shall be sealed with UL-listed duct seal compound or approved foam sealant. All manhole conduit ends shall be plugged with approved conduit plugs to prevent moisture and gas ingress. The Contractor shall survey the conduit route, document all manhole locations, assess conduit condition, and submit a conduit pull plan to the COR for approval prior to ordering materials or commencing installation.

Enclosure Matching Requirement: The 1RU 24-port FC/APC rack-mount splice/termination enclosures installed at both ends of each fiber run shall be identical in manufacturer, model, connector type, port count, and form factor. Where one end terminates in an environmentally controlled indoor space and the other end terminates in an outdoor enclosure with no active cooling, while maintaining the same FC/APC 24-port front-panel interface. 3.2 Data Center Structured Cabling – End-of-Row Architecture (CLINs 0004–0007)

3.2.1 Architecture Overview

The Contractor shall supply and/or install a modular, pre-terminated, top-of-rack (ToR) to end-of-row (EoR) structured cabling system. This architecture replaces homerun copper cabling system with a scalable, cassette-based system.

Panel-to-Rack Mapping (1-to-1): Each active rack shall receive exactly one (1) QAPP48HDBL 48-port patch panel per awarded path. The QAPP48HDBL accommodates 8 cassette slots; each cassette (fiber or copper) provides 6 connections, yielding a fully populated capacity of 48 ports. Racks are populated as follows:

• Standard fiber racks: 1× fiber cassette installed in slot 6 (ports 1–6 active); slots 2–8 left vacant for future expansion

• Rack 3 — special fiber: 4× fiber cassettes installed in slots 5-8 (ports 1–24 active); slots 5–8 left vacant for future expansion

• Copper racks: 1× copper cassette installed in slot 1 (ports 1–6 active); slots 2–8 left vacant for future expansion

• EoR spine panels: 8× fiber cassettes installed in slots 1–8 (all 48 ports active); fully populated

• EoR in-row termination panels: populated with cassettes corresponding to the number of in-row racks terminating at that EoR rack; remaining slots left vacant for future expansion

Vacant cassette slots shall be left open — no blanking modules required. Future expansion is accommodated by adding cassettes and trunks to existing vacant slots without requiring panel replacement. Each panel shall be labeled with its source rack number and path designation (e.g., "Rack 15 – Path A") for immediate identification. This 1-to-1 rack-to-panel mapping shall be maintained throughout the installation and reflected in all labeling and as-built documentation.

Total copper racks: 33

"A" Path: All in-row racks connect to EoR "A" (Rack 2 in Row 2; Rack 21 in Row 1).

"B" Path: All in-row racks connect to EoR "B" (Rack 1 in Row 2; Rack 20 in Row 1), providing full A/B redundancy.

EoR Rack Panels: Each EoR aggregation rack (Racks 1, 2, 20, 21) shall receive QAPP48HDBL panels per awarded path — one panel per in-row serviced rack and one panel for the cross-row spine termination. These panels shall be separately labeled (e.g., "EoR A Row 2

– In-Row" and "EoR A – Spine") and installed in adjacent RU positions within the EoR rack.

Cross-Row EoR Fiber Spine Trunks: A fully populated 1RU fiber cassette assembly (8× cassettes, 48 ports) shall be installed between the "A" EoR racks across rows and between the "B" EoR racks across rows. These cross-row spine trunks enable fiber connectivity between Row 1 and Row 2 aggregation points:

• "A" Spine: Rack 21 (EoR "A" Row 1) ↔ Rack 2 (EoR "A" Row 2) — 8× 12-fiber OM4 MPO trunks at 20 m; 48 fiber ports total per end

• "B" Spine: Rack 20 (EoR "B" Row 1) ↔ Rack 1 (EoR "B" Row 2) — 8× 12-fiber OM4 MPO trunks at 20 m; 48 fiber ports total per end

• No connection shall be installed between Rack 21 and Rack 20

• No connection shall be installed between Rack 2 and Rack 1

The spine trunks route overhead along the full length of Row 1, cross the aisle at the Rack 39/Rack 1 end of the room, and return along Row 2 to the target EoR rack. Field verification of the actual routing path is mandatory on Day 1–2 of NTP.

Each EoR aggregation rack (Rack 1, Rack 2, Rack 20, and Rack 21) shall be equipped with dedicated vertical cable management on both the left and right sides of the rack to accommodate all incoming trunk cables. Vertical cable managers shall be sized and rated for the full cable fill density of the populated rack. The Contractor shall propose vertical cable manager specifications to the COR for approval at the Split Panel Configuration Verification Meeting prior to installation.
