The solicitation extends the quotation deadline from July 1, 2026 to August 14, 2026 at 12:00 (noon) and replaces pages 3-31 with revised pages 3-31A containing Sections A and B. All prices must be quoted in Euros without VAT, as the U.S. Embassy holds a tax exemption certificate. The Government intends to award Contract Line Items (CLINs) 0001, 0002, 0003, 0004, and 0008 as base items, with CLINs 0005, 0006, and 0007 as optional items. Award will be made to the lowest priced, acceptable, responsible quoter. The solicitation is not a small business set-aside.

The scope encompasses three primary work areas: (1) Outside Plant Fiber installations (CLINs 0001-0003) for three independent single-mode OS2 fiber runs (East, Center, West) totaling 96-strand cables routed through underground conduit via manholes, with fiber-to-fiber splice/termination enclosures at both ends; (2) Data Center Structured Cabling (CLINs 0004-0007) providing modular, pre-terminated top-of-rack to end-of-row systems with A/B path redundancy across 37 active racks using OM4 multimode fiber trunks and Cat6A copper trunks (with LSZH Cca fire rating), all materials including Panduit QAPP48HDBL 48-port patch panels, with 12-fiber MPO-to-LC cassettes for fiber racks and Cat6A cassettes for copper racks; and (3) Outside DC Copper Re-termination (CLIN 0008) consolidating existing exterior copper connections into higher-density 48-port panels in Rack 2. All fiber and copper components must comply with TIA/EIA standards, and the Contractor must conduct field verification of trunk lengths within two calendar days of Notice to Proceed, with all installation work to be completed within 14 business days and final project completion within 90 calendar days, including comprehensive testing, certification, as-built documentation, and 2-year workmanship warranty on all labor.

3. SCOPE OF WORK

3.1 Outside Plant Fiber (CLINs 0001, 0002, 0003)

The Contractor shall supply and install 96-strand (4× 24-strand) single-mode OS2 fiber optic cable for each awarded run (East, Center, and/or West). Each run is independent and may be awarded separately. All runs shall be routed through the existing underground conduit system accessed via manholes.

Technical Requirements:

All outside plant fiber installations shall comply with the requirements set forth in Table REQ-1 (Attachment 6). The Contractor shall submit all required documentation per the acceptance criteria prior to procurement, installation, and final acceptance as indicated. Non-compliant materials shall be rejected and replaced at the Contractor's cost.

Environmental and Installation Rating: All OSP fiber cable shall be rated for installation in an underground conduit system accessed via manholes. Direct burial rating is not required. Cable shall be dry-core (gel-free) with water-blocking capability per IEC 60794-1-2 F5, as the manhole-access environment requires periodic cable handling during maintenance and future work. UV-stabilized PE outer jacket is required on all outdoor cable segments to protect against incidental UV exposure during installation pulls, manhole access, and future maintenance. All building entry/exit conduit penetrations shall be sealed with UL-listed duct seal compound or approved foam sealant. All manhole conduit ends shall be plugged with approved conduit plugs to prevent moisture and gas ingress. The Contractor shall survey the conduit route, document all manhole locations, assess conduit condition, and submit a conduit pull plan to the COR for approval prior to ordering materials or commencing installation.

Enclosure Matching Requirement: The 1RU 24-port FC/APC rack-mount splice/termination enclosures installed at both ends of each fiber run shall be identical in manufacturer, model, connector type, port count, and form factor. Where one end terminates in an environmentally controlled indoor space and the other end terminates in an outdoor enclosure with no active cooling, while maintaining the same FC/APC 24-port front-panel interface. The Contractor shall submit proposed enclosure models for both ends of each run to the COR for approval prior to ordering.

Deliverables per Run:

• Installed and terminated fiber cable

• 4× 1RU 24-port FC/APC rack-mount splice/termination enclosures per end (8 units total), with all 96 strands spliced, terminated, and tested

• Weatherproof transition enclosure at building entry/outdoor transition point

Total copper racks: 33

"A" Path: All in-row racks connect to EoR "A" (Rack 2 in Row 2; Rack 21 in Row 1).

"B" Path: All in-row racks connect to EoR "B" (Rack 1 in Row 2; Rack 20 in Row 1), providing full A/B redundancy.

EoR Rack Panels: Each EoR aggregation rack (Racks 1, 2, 20, 21) shall receive QAPP48HDBL panels per awarded path — one panel per in-row serviced rack and one panel for the cross-row spine termination. These panels shall be separately labeled (e.g., "EoR A Row 2

– In-Row" and "EoR A – Spine") and installed in adjacent RU positions within the EoR rack.

Cross-Row EoR Fiber Spine Trunks: A fully populated 1RU fiber cassette assembly (8× cassettes, 48 ports) shall be installed between the "A" EoR racks across rows and between the "B" EoR racks across rows. These cross-row spine trunks enable fiber connectivity between Row 1 and Row 2 aggregation points:

• "A" Spine: Rack 21 (EoR "A" Row 1) ↔ Rack 2 (EoR "A" Row 2) — 8× 12-fiber OM4 MPO trunks at 20 m; 48 fiber ports total per end

• "B" Spine: Rack 20 (EoR "B" Row 1) ↔ Rack 1 (EoR "B" Row 2) — 8× 12-fiber OM4 MPO trunks at 20 m; 48 fiber ports total per end

• No connection shall be installed between Rack 21 and Rack 20

• No connection shall be installed between Rack 2 and Rack 1

The spine trunks route overhead along the full length of Row 1, cross the aisle at the Rack 39/Rack 1 end of the room, and return along Row 2 to the target EoR rack. Field verification of the actual routing path is mandatory on Day 1–2 of NTP.

Each EoR aggregation rack (Rack 1, Rack 2, Rack 20, and Rack 21) shall be equipped with dedicated vertical cable management on both the left and right sides of the rack to accommodate all incoming trunk cables. Vertical cable managers shall be sized and rated for the full cable fill density of the populated rack. The Contractor shall propose vertical cable manager specifications to the COR for approval at the Split Panel Configuration Verification Meeting prior to installation.

Copper Cable Type Requirement: All Cat6A copper trunk cabling installed under this scope shall be either (a) Cat6A STP (shielded twisted pair), properly grounded and bonded per Section 3.2.6, or (b) Cat6A U/UTP incorporating an integrated alien-crosstalk suppression element, such as Panduit's Vari-MaTriX HD technology (or approved equal), which provides EMI immunity and alien crosstalk suppression comparable to shielded cable without reliance on shield grounding continuity. Standard, non-suppressed Cat6A UTP is not acceptable under this scope and shall not be substituted for either option above.

Fire Rating Requirement (Fiber and Copper): All indoor fiber and copper trunk cabling installed under this scope including OM4 fiber trunks and Cat6A copper trunks specified in shall be Low Smoke Zero Halogen (LSZH) jacketed with a minimum EuroClass Cca fire rating per EN 50575, in lieu of the U.S. plenum (OFNP/CMP) rating, which is not commercially available from EU-based manufacturers. Offerors proposing an approved equal to the specified Panduit components shall submit manufacturer technical data sheets demonstrating compliance with the LSZH/Cca fire rating requirement for both fiber and copper products, in addition to the crosstalk/EMI performance requirements above.

Modularity Requirement: All components shall be modular and support future cassette additions or trunk upgrades without requiring replacement of the patch panel.

Approved Equal: Offerors proposing equivalent products shall submit technical data sheets with their bid demonstrating equivalency in port density, performance rating, modularity, and physical compatibility with the specified system, and availability.

3.2.3 Trunk Length Requirements

All pre-terminated trunk lengths are based on calculated worst-case dimensions. Refer to Attachment 7, Table 1 for required trunk lengths by rack. The Contractor shall field-verify all trunk lengths within two (2) calendar days of NTP before placing material orders and shall submit a trunk length verification report to the COR for approval prior to ordering. The

19CY6026Q0022 RFQ WEST OFFICE STRUCTURED CABLING 22

Government will not be responsible for costs associated with incorrectly ordered pre-terminated trunk lengths.

Trunk length calculation basis:

• Horizontal distance: rack position × 0.559 m (22-inch rack width)

• Vertical travel (both ends): 2× 2.489 m = 4.978 m

• Service loop: 1.0 m

• Total = Horizontal + 4.978 m + 1.0 m, rounded up to next whole meter

Cross-row spine trunk length calculation basis:

• Horizontal along Row 1 from EoR rack to aisle-end: rack positions × 0.559 m

• Aisle crossing: 2.591 m

• Horizontal along Row 2 from aisle-end to EoR rack: rack positions × 0.559 m

• Vertical travel (both ends): 4.978 m

• Service loop: 1.0 m

3.2.4 Panel Configuration Verification Meeting

Prior to any cable installation, the Contractor shall conduct a mandatory verification meeting with the COR to confirm:

1. Cassette and patch panel port numbering orientation (Port 1 location on each panel type)

2. A/B path color coding scheme (e.g., Blue = "A" path, Green = "B" path)

3. Labeling scheme approval (colors, format, placement)

4. Trunk length field verification results

5. Vertical cable manager specifications for EoR racks

6. Sample labels for COR approval

The Contractor shall provide at the verification meeting:

• Sample patch panel with proposed cassette and labeling

• Sample trunk cable with labels at both ends

• Sample rack reference card

• Draft port mapping spreadsheet (first 2 racks as example)

• Proposed vertical cable manager specifications for EoR racks

19CY6026Q0022 RFQ WEST OFFICE STRUCTURED CABLING 23

Work shall not proceed until the COR provides written approval of the labeling, color scheme, and vertical cable manager specifications.

19CY6026Q0022 RFQ WEST OFFICE STRUCTURED CABLING 24

Current Configuration:

• Approximately 80 active ports across multiple 24-port panels (Cat5e or Cat6, unshielded)

• Rack 2: Primary external copper termination point; majority of existing connections

• Rack 1: Secondary external copper termination point; approximately 6 active connections only

• Current termination: 110-style punch-down, front of rack(s)

Required New Configuration:

• All external copper connections shall be consolidated into Rack 2 only

• Rack 1 connections (approximately 6 ports) shall be re-routed to Rack 2 if existing cable lengths permit; Contractor shall field-verify cable lengths and report findings to the COR before proceeding

• If any Rack 1 cables are insufficient in length to reach Rack 2, the Contractor shall notify the COR immediately; options include cable extension, replacement, or retention of a minimal panel in Rack 1 — COR shall determine the resolution in writing before work proceeds

• New 48-port patch panels (Cat5e or Cat6, unshielded, 1RU) installed in Rack 2

• RJ45 modular termination (no punch-down blocks)

• Mounted at rear of Rack 2 on rear vertical rails

• All connections tested and certified after re-termination

Label Preservation:

• Record exact label text, format, and placement in documentation spreadsheet before disturbing any cables

• Protect existing labels during cable re-routing; wrap with clear tape if necessary

• If existing labels are damaged or illegible, recreate exactly as originally marked

• Maintain original label information in addition to any new labeling requirements

• COR must approve any label format changes before implementation
