QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract.
The role of the Government is to monitor quality to ensure that contract standards are achieved.
Performance Objective Scope of Work
Paragraphs Performance Threshold
Services.

___1 thru 10__
All required services are performed and no more than 1 (one) customer complaint is received per month.
1. SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.
2. STANDARD. The performance standard is that the Government receives no more than one
(1) customer complaint per month. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions - Commercial Products and Commercial Services (NOV 2023), if any of the services exceed the standard.

These audits will include evaluations of service reports, client feedback, and adherence to response and resolution times. They can be for corrective or preventive maintenance activities and evaluate the correct execution of those. The result for the executed maintenance corrective or preventive can be PASS, FAIL only. Upon failure to pass contractor will be notified and will have to rectify works within the prescribed timeframe of the equipment criticality level.
F. Failure to adhere to contract clauses
Three failures within a contract year to meet the contract clauses and performance criteria and take remedial action are sufficient for contract termination to be affected. The contractor waives the right to claim any damages whatsoever for any such termination.
The US Embassy reserves the right to issue a Cure notice or Show cause to the contractor if they feel it is reasonable to do so.
Cure Notice:
A cure notice is issued when the contractor's performance is deficient, but the issue is considered curable within a specified timeframe.
It formally notifies the contractor of the specific deficiencies and provides a deadline to resolve them.
Show Cause Letter:
A show cause letter is issued when the contractor's performance is so deficient that termination of the contract is being considered.
It requires the contractor to explain why the contract should not be terminated for default.
19CY6026Q0008 RFQ M/NCE HVAC & BMS SYSTEM 16
This letter is typically issued after the contractor has failed to respond adequately to a cure notice or if the deficiencies are severe and cannot be remedied within a reasonable timeframe.

AHU Tasklist Frequency Task Details Comments
6 Monthly Inspect Filters
Remove the filters from the AHU. Hold them up to a light source; if you can't see light through them, they need cleaning or replacement. Clean reusable filters with water and mild detergent, then let them dry completely before reinstalling. Replace disposable filters as needed.
Check Fan Operation
Turn on the AHU and listen for any unusual noises from the fan. Check for vibrations or wobbling. Ensure the fan blades are clean and free from debris.
Inspect Belts
Turn off the AHU and open the access panel. Check the belts for signs of wear, cracks, or fraying. Use a belt tensioning tool to measure the tension. Refer to the manufacturer's specifications for the correct tension value based on the belt type and pulley size. Adjust the tension if necessary, by loosening the mounting bolts and moving the motor to achieve the correct tension. Tighten the bolts securely after adjustment. Verify the tension again with the tensioning tool to ensure it meets the specified value.
Check Dampers
Manually operate the dampers to ensure they move freely. Check the linkages for any signs of wear or damage. Lubricate the moving parts if needed.
Lubricate Bearings
Locate the lubrication points on the motor and fan bearings. Use the manufacturer-recommended lubricant and apply it according to the instructions. Wipe away any excess lubricant.
Inspect Coils
Visually inspect the heating and cooling coils for dirt, dust, or damage. Clean the coils using a soft brush or a vacuum cleaner with a brush attachment. For deeper cleaning, use a coil cleaner spray.
Check for Leaks
Inspect the area around the AHU for any signs of water or refrigerant leaks.
Check the condensate drain pan and lines for blockages or leaks. Repair any leaks found.
19CY6026Q0008 RFQ M/NCE HVAC & BMS SYSTEM 19
Inspect Electrical Connections
Turn off the power to the AHU. Open the electrical panel and check all connections for tightness and signs of corrosion. Tighten any loose connections and clean any corroded terminals.
Temperature and Pressure
Use a thermometer to measure the temperature of the air entering and leaving the AHU. Use a pressure gauge to check the system pressures. Compare the readings to the manufacturer’s specifications and adjust if necessary.
Condensate Drain
Check the condensate drain for blockages. Clean the drain pan and lines with a mixture of water and bleach to prevent mold growth. Ensure the drain is flowing freely.
Test Safety Controls
Test all safety controls, including high-limit switches, low-limit switches, and pressure relief valves. Ensure they are functioning correctly and replace any faulty controls.
Deep Clean Coils
Use a commercial coil cleaner to thoroughly clean the heating and cooling coils. Follow the cleaner’s instructions carefully. Rinse the coils with water and allow them to dry completely before restarting the AHU.
Also clean with water and approved cleaning agent panel filters.
Insulation
Check the insulation on all pipes and ducts for signs of wear, damage, or moisture. Replace any damaged insulation to maintain system efficiency.
System Calibration
Verify that the system’s sensors and controls are calibrated correctly. Use a multimeter to check electrical readings and compare them to the manufacturer’s specifications. Adjust as necessary.
Annually Full System Inspection
Conduct a comprehensive inspection of the entire AHU, including all mechanical and electrical components.
Look for signs of wear, damage, or inefficiency.
Replace Worn Components
Identify and replace any worn or damaged components, such as belts, bearings, and filters. Use only manufacturer-approved parts for replacements.
Thorough Cleaning of AHU Coils
Perform a deep cleaning of the heating and cooling coils. Use a commercial coil cleaner and follow the instructions
19CY6026Q0008 RFQ M/NCE HVAC & BMS SYSTEM 20
carefully. Rinse the coils thoroughly with water and allow them to dry completely before restarting the AHU.
Test System Efficiency
Evaluate the overall efficiency of the AHU by measuring airflow, temperature differentials, and energy consumption.
Make necessary adjustments to optimize performance.
Calibrate Motorized Control Valves for Chilled Water and Hot Water
Turn off the AHU and isolate the control valves. Access the control valves and use the manufacturer’s calibration procedure. This typically involves using a calibration tool or software to adjust the valve settings. Verify the valve operation by checking the response to control signals. Ensure the valves open and close correctly and that the flow rates match the desired settings.
Reintegrate the valves into the system and test the overall operation to ensure proper functionality.
