About this file
This is Amendment P00001 to Request for Quotations (RFQ) Number 19CG5026Q0001 issued by the U.S. Embassy Kinshasa on February 18, 2026, for cellphone service procurement. The amendment extends the quotation due date from February 17, 2026, to March 6, 2026, at 17:00 local time, and establishes a questions deadline of February 25, 2026, at 17:00 local time. Quotations must be submitted electronically to kinshasabid@state.gov and must include acknowledgment of the amendment, completed SF-1449 form, updated pricing for modified line items, Section 5 Representations and Certifications, proof of SAM registration, and CYBERSECURITY SUPPLY CHAIN RISK MANAGEMENT questionnaire or State Department Secure Software Development Attestation Form. File format requirements include MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat PDF format with a maximum file size of 30MB per email.
The amendment modifies four key areas: (1) Cover Letter—extends offer due date and establishes questions deadline; (2) Section 1, Block 23 Pricing Tables—reflects reduced service plans for base year and all option years; (3) Section 1 VAT Clause—corrects VAT percentage from 10% to 16% to reflect accurate local tax requirements in the Democratic Republic of Congo; and (4) Section 1 Performance Work Statement—incorporates pricing table changes with new numbering structure. The contract covers mobile telephone services for 550 lines including prepaid plans (Basic, Standard, and data-only plans ranging from 10GB to 50GB), postpaid plans (Standard, Premium, and Premium Plus), SIM card provisioning, calls within DR Congo with 90% local network coverage, international calling and roaming capabilities, 24-hour customer service with one-hour response time, detailed billing in comma-separated values format, equipment rentals for temporary needs, training, and network survivability and recovery planning. The base year pricing tables show estimated quantities with prepaid plans serving 200 users (Plan A), 150 users (Plan B), 25 users (20GB data-only), and 10 users (50GB data-only), while postpaid plans serve 120 users (Standard), 20 users (Premium), 10 users (Premium Plus), and 15 users (50GB data-only). The contract structure includes a base year plus four one-year option periods and one six-month option period, with all postpaid services subject to 10% excise tax and 16% VAT applied separately.
